Peraturan Presiden 83/2025 (Peraturan Presiden Nomor 83 Tahun 2025 tentang Komite Percepatan Transformasi Digital Pemerintah) is the Indonesian presidential regulation that establishes the Committee for the Acceleration of Government Digital Transformation, known in short as the Government Digital Committee (Komite Digital Pemerintah). It was signed by President Prabowo Subianto and promulgated on 29 July 2025, and took effect on promulgation.[1][2] It belongs to the government-technology side of data governance in Indonesia, and builds on Perpres 95/2018 on the electronic-based government system and Perpres 82/2023 on accelerating digital transformation and the integration of national digital services, both cited in its preamble.[3]

The committee is a non-structural body answerable to the President. Its task is to coordinate, synchronise and make recommendations on the priority agenda for transforming government digital services.[4] It is chaired by the Special Adviser to the President on Digitalisation and Government Technology, with the minister responsible for the state apparatus and the minister responsible for communication and information as its two vice-chairs, and seven ministers and agency heads as members.[5]

An executive secretary drawn from the state apparatus ministry supports the committee, assisted by two coordinators and by working teams that may include a group of up to fifteen experts. The committee is funded from the state budget and other lawful, non-binding sources.[6][7] CRPG's regulatory tracker published analyses of the regulation in November and December 2025.[8][9]

Background

The preamble states that the regulation was made to improve coordination and synchronisation and to achieve good governance, excellent public services and national development goals through integrated government digital transformation. Besides Pasal 4 ayat (1) of the Constitution, it cites Perpres 95/2018 on the electronic-based government system (Sistem Pemerintahan Berbasis Elektronik, SPBE) and Perpres 82/2023 on the acceleration of digital transformation and the integration of national digital services.[3:1] The committee's work is organised around SPBE governance, which both vice-chairs exercise, one for business processes, services and architecture and the other for infrastructure, applications, data and cyber security.[10]

Mandate and functions

Pasal 1 establishes the committee as a non-structural institution (lembaga nonstruktural) under and answerable to the President.[4:1] Its task under Pasal 2 is to coordinate, synchronise and make recommendations for accelerating and aligning the integrated implementation of the priority agenda for government digital service transformation. Pasal 3 gives it six functions: coordinating and synchronising policy on that agenda; formulating recommendations on strategy and policy direction; resolving obstacles; monitoring and evaluation; administering the committee; and other functions assigned by the President.[4:2]

Composition

Pasal 4 names the chair and two vice-chairs by office. The members are the ministers responsible for finance, law, home affairs and national development planning, and the heads of the agencies responsible for supervising state and regional finance and national development, for government procurement policy, and for cyber security and encryption.[5:1] The committee may involve other ministries and agencies, which must then support and implement the agenda, and the vice-chairs may be assisted by working teams.[5:2]

The chair gives direction and guidance on the committee's work in line with the President's strategic direction. Vice-chair I covers the governance of digital business processes, digital services and the government digital architecture; vice-chair II covers digital infrastructure and digital applications, and coordinates digital data and cyber security. Members carry out the committee's work within their own remits under the direction of the chair and vice-chairs.[11][10:1]

Executive secretary and working teams

An executive secretary (Sekretaris Eksekutif) is appointed to support the committee's operations. The post is held ex officio by the senior official (pejabat pimpinan tinggi madya) who heads the administrative support of the ministry responsible for the state apparatus, and is answerable to both vice-chairs.[6:1] The executive secretary prepares the committee's coordination, recommendations, resolution of obstacles, monitoring and reporting, and provides administrative support.[6:2]

The executive secretary is assisted by two coordinators, also ex officio senior officials. Coordinator I comes from the unit for government digital transformation in the state apparatus ministry and supports vice-chair I; coordinator II comes from the unit for digital government technology in the communication and information ministry and supports vice-chair II.[6:3] The coordinators direct the working teams, which may draw on units of those two ministries, of other ministries and agencies, and a group of experts of no more than fifteen people. The minister responsible for the state apparatus sets up the teams after agreement with vice-chair II, and sets the experts' honoraria with the approval of the finance minister.[6:4]

Working procedures and funding

The committee applies the government performance accountability system, national development risk management and national digital transformation. The chair reports to the President regularly and when needed, and the executive secretary reports to the vice-chairs every three months.[12] Its units work on the principles of coordination, integration, synchronisation and collaboration, supported by interoperable data and information.[12:1] Its resources are managed through the electronic-based government system, and its funding comes from the state budget and from other lawful and non-binding sources.[13][7:1]

The committee is part of the wider body of rules on the organisation of government described under public administration in Indonesia.
