Public administration in Indonesia is the body of Indonesian law that organises the executive branch of government: the ministries and non-ministerial agencies of the central government and their field units, the state civil apparatus (Aparatur Sipil Negara, ASN) that staffs them, the national development planning system, the procedure by which government bodies take decisions and grant approvals, regional and village government, the state's enterprises and investment bodies, and disaster management. Its principal statutes are Undang-Undang 39/2008 on state ministries, as amended in October 2024 by Undang-Undang 61/2024; Undang-Undang 20/2023 on the state civil apparatus; Undang-Undang 30/2014 on government administration; Undang-Undang 25/2004 on the national development planning system, with the long-term plan for 2025 to 2045 enacted by Undang-Undang 59/2024; and Undang-Undang 23/2014 on regional government.[1][2][3][4][5]

Most of the field's detailed rules are made by the executive. Undang-Undang 39/2008 leaves the tasks, functions and organisational structure of each ministry to a presidential regulation, so that every ministry and most agencies have an organic regulation (Peraturan Presiden) of their own; ministers in turn regulate the organisation of their technical units, the classes of their positions and the performance allowances of their staff.[1:1][6][7] The 2024 amendment removed the 2008 ceiling of 34 ministries, and Peraturan Presiden 140/2024 then organised the government into 48 ministries, raised to 49 in September 2025.[8][9][10][11]

The sections below survey the field by sub-field: the organisation of ministries and agencies, from the 2024 reorganisation to the charters of individual ministries and the restructuring of their technical units in 2026; the civil service, its performance allowances, position classes and codes of conduct; development planning; public works, infrastructure and building administration; business licensing and administrative approvals; state enterprises, the Danantara investment agency and state financial institutions; regional and village government; national strategic projects; and disaster management. Three petitions to the Constitutional Court on statutes of the field were declared inadmissible in July and August 2026.[12][13][14]

Undang-Undang 39/2008 on state ministries, promulgated on 6 November 2008, groups the affairs of government for which ministers are responsible into three kinds: affairs whose ministry the 1945 Constitution names expressly, affairs whose scope the Constitution mentions, and affairs undertaken to sharpen, coordinate and synchronise government programmes. It leaves the tasks, functions and structure of each ministry to a presidential regulation, and in its original text capped the number of ministries at 34.[15][1:2][9:1] The civil-service statute, Undang-Undang 20/2023 on the state civil apparatus, was promulgated on 31 October 2023. It divides ASN positions into managerial and non-managerial ones, and non-managerial positions into functional positions, which serve and work according to particular expertise or skills, and executor positions (jabatan pelaksana), which carry out routine and simple work.[2:1][16] It entitles ASN employees to material and non-material rewards, among them income, allowances and facilities attached to the position or the individual, and social security.[17]

Undang-Undang 30/2014 on government administration, promulgated on 17 October 2014, defines government administration (Administrasi Pemerintahan) as the procedure for taking decisions and actions by government bodies and officials, and government functions as regulation, service, development, empowerment and protection.[3:1] The planning statute, Undang-Undang 25/2004, and the regional government statute, Undang-Undang 23/2014, are treated under their own sub-fields below, as is the disaster management statute, Undang-Undang 24/2007.

Organisation of ministries and agencies

The 2024 reorganisation

Undang-Undang 61/2024, promulgated on 15 October 2024, removed the ceiling of 34 ministries and left their total number to the President, allowed a ministry to be formed around a sub-affair or a detail of a government affair, and let the President change a ministry's organisational elements by implementing regulation even where another statute names them.[8:1][9:2] Six days after it took effect, Peraturan Presiden 140/2024 listed 48 ministries, seven of them coordinating ministries, sorted the others into three groups according to how the 1945 Constitution refers to their affairs, and set the common rules for their organisation, from the maximum size of each organisational element to deputy ministers, expert and special staff, technical implementing units and a periodic institutional evaluation.[10:1][18] It revoked Peraturan Presiden 68/2019 on the same subject.[19] Peraturan Presiden 90/2025 amended it on 8 September 2025 to add a Ministry of Hajj and Umrah, bringing the number of ministries to 49.[11:1] The administration of the hajj reached the Constitutional Court in Constitutional Court Decision 264/PUU-XXIV/2026, a petition by an individual citizen against the special hajj quota in the hajj and umrah law, which the Court declared unclear (obscuur) and inadmissible on 12 August 2026; the review of the field's statutes more generally is surveyed at constitutional review in Indonesia.[12:1]

Ministry charters

The organisation of each ministry is then set by a presidential regulation of its own. On 5 November 2024 the President signed a series of them. Peraturan Presiden 158/2024 gives the Ministry of Finance a secretariat general, nine directorates general, an inspectorate general and two agencies, with vertical offices of four directorates general in the regions, and replaced Peraturan Presiden 57/2020.[20][21] Peraturan Presiden 169/2024 organises the Ministry of Energy and Mineral Resources into five directorates general, among them one for law enforcement in the sector, and replaced Peraturan Presiden 97/2021; the ministry's sectoral work is surveyed at mining and energy regulation in Indonesia.[22][23] Peraturan Presiden 175/2024 separated forestry from the former Ministry of Environment and Forestry, establishing a Ministry of Forestry and transferring the combined ministry's environmental functions to the Ministry of Environment/Environmental Control Agency.[24] Peraturan Presiden 176/2024 sets out the Ministry of Agrarian Affairs and Spatial Planning as the ministry for land and for the sub-affair of spatial planning, and requires its minister to collaborate with the ministers for forestry and for marine affairs on forestry planning and marine spatial planning; both belong also to forestry and land use regulation in Indonesia.[25][26]

The same day produced a pairing of ministry and agency for migrant workers. Peraturan Presiden 165/2024 placed the protection of migrant workers, a sub-affair of manpower, in a ministry of its own and transferred to it the staff, assets and budget of the former protection agency, while Peraturan Presiden 166/2024 re-established the Indonesian Migrant Workers Protection Agency (BP2MI) as a non-ministerial agency headed by the minister and working through the ministry's units.[27][28][29]

Agencies and committees

Non-ministerial agencies are organised on the same pattern. Peraturan Presiden 200/2024 established the Creative Economy Agency (Bekraf) as an agency headed by the Minister of Creative Economy, separating the creative economy from tourism.[30][31] Peraturan Presiden 83/2024 created the National Nutrition Agency (Badan Gizi Nasional) in August 2024 and transferred to it the nutrition functions of the National Food Agency; its field is surveyed at health sector regulation in Indonesia.[32][33] In January 2025 two amendments added a deputy head to agencies and gave their heads financial rights at ministerial level: Peraturan Presiden 1/2025 for Statistics Indonesia (Badan Pusat Statistik) and Peraturan Presiden 2/2025 for the Financial and Development Supervisory Agency (BPKP), the government's internal auditor, which also gained a deputy for community empowerment and food.[34][35][36]

Coordination bodies sit outside the ministerial structure. Peraturan Presiden 83/2025 established a non-structural Government Digital Committee under the President, chaired by the Special Adviser to the President on Digitalisation and Government Technology, to coordinate the priority agenda for government digital services.[37][38] Supervisory powers over the private digital sector are conferred on ministers by regulation: Peraturan Pemerintah 17/2025 gives the minister responsible for communications powers of monitoring, investigation and sanction over operators of electronic systems likely to be used by children, a subject treated at data governance in Indonesia.[39]

Technical units and internal organisation

Below the charters, ministers regulate the organisation and working procedures of their technical implementing units (unit pelaksana teknis). In June 2026 the Minister of Health amended the charters of the ministry's units in a series of regulations that reduce each unit's structure to its head and the holders of functional and executor positions, and require the head to apply the government performance accountability system, national development risk management and national digital transformation. They cover the public health laboratories (Permenkes 7/2026), the health quarantine units at ports and border posts (Permenkes 8/2026), the environmental health laboratories (Permenkes 9/2026), the units for the safety of health equipment and facilities (Permenkes 10/2026), the biomedical and health genomics centre (Permenkes 11/2026), the health biology laboratory centre (Permenkes 12/2026) and the health service units (Permenkes 14/2026).[40][41][42][43][44][45][46] Permenkes 13/2026 applied the same reform to the ministry's health polytechnics, institutions of vocational higher education that also fall within education law of Indonesia.[47]

Other ministries regulate their units in the same way. Permen ESDM 10/2026 allowed the head of the ministry's oil and gas testing centre to be a professional who is not a civil servant, and Permen ESDM 15/2025 rewrote the functions of units within SKK Migas, the task force for upstream oil and gas, requiring its head to obtain the minister's approval in principle before issuing working guidelines.[48][49] Permenhut 5/2025 organises the 34 watershed management offices and three forest tree seed offices of the Ministry of Forestry, the field agencies through which watershed management, a subject of the water resources law of Indonesia, is carried out.[50] In July 2026 Permenhut 9/2026 amended the Ministry of Forestry's own organisation regulation of 2024 to add eight Forest Ecosystem Management Centres, supporting units responsible to the Minister through the Secretary-General, divided into 35 regional offices that coordinate, synchronise and monitor forest ecosystem policies and programmes; the preamble records the written approval of the Minister of State Apparatus Empowerment and Bureaucratic Reform for their creation.[51] Permentan 1/2026 creates seven offices of the Ministry of Agriculture for the management of agricultural land and tertiary irrigation.[52]

Civil service

The capacity development and learning of the civil service is the task of the Lembaga Administrasi Negara (LAN), whose statute, Peraturan Presiden 93/2024, implements the 2023 civil-service law, places the agency under the President through the minister responsible for the state apparatus, and replaced Peraturan Presiden 79/2018.[53][54]

Allowances and position classes

The largest body of instruments in the field governs pay. The performance allowance (tunjangan kinerja) of each ministry or agency is set by a presidential regulation that pays employees a monthly amount according to the class of their position, fixed in an annex, and lists the employees excluded. Instruments of this kind cover the Coordinating Ministry for Human Development and Culture (Peraturan Presiden 102/2024, whose seventeen classes run from Rp2,531,250 to Rp33,240,000 a month), the National Search and Rescue Agency (Peraturan Presiden 118/2024) and the Ministry of Manpower (Peraturan Presiden 133/2024), all signed in September and October 2024.[55][56][57] After the education ministry was divided, three regulations signed on 27 March 2025 granted allowances, retroactive to 1 January 2025, to the staff of the Ministry of Primary and Secondary Education (Peraturan Presiden 18/2025), the Ministry of Higher Education, Science and Technology (Peraturan Presiden 19/2025) and the Ministry of Culture (Peraturan Presiden 20/2025).[58][59][60]

Ministers then regulate how the allowance is paid. Permen ESDM 5/2026 calculates the allowance at the Ministry of Energy and Mineral Resources from the performance of the organisational unit (20 per cent), the employee's own performance (40 per cent) and attendance (40 per cent), with graded deductions for poor ratings, absence and disciplinary penalties.[61][62] At the Ministry of Forestry, Permenhut 5/2026 measures the allowance against performance and attendance discipline and sets deductions of up to 75 per cent for poor performance and up to 25 per cent for breaches of attendance discipline.[63][64]

Separate instruments govern functional positions and position classes. Peraturan Presiden 110/2024 grants a monthly functional-position allowance, at three rates by level, to civil servants serving as agricultural infrastructure and facilities analysts, paid from the state or regional budget according to where the holder works.[65][66] Permen KP 3/2026 lists every managerial and non-managerial position in the Ministry of Marine Affairs and Fisheries with its position class (kelas jabatan), the grade on which pay and the performance allowance depend.[6:1]

Conduct, risk and records

Ministries also regulate the conduct and internal management of their staff. Permen ESDM 9/2026 sets a code of ethics and conduct built on the seven basic values of the ASN, with rules on conflicts of interest, harassment, social media and displays of a lavish lifestyle, enforced by an ad hoc ethics council chaired by the Inspector General.[67][68] Permenhut 1/2026 integrates risk management within the Ministry of Forestry into the government internal control system and the national development risk management framework, and Permenhut 4/2026 governs the management of the ministry's records under the 2009 archives law.[69][70]

The boundary between the civil administration and the police came before the Constitutional Court in Constitutional Court Decision 256/PUU-XXIV/2026, a petition against the rules, inserted into the police law in 2026, under which serving police officers may hold posts outside the police organisation. The Court declared the petition inadmissible on 30 July 2026 because its supporting evidence bore no duty stamp, and did not reach the merits.[13:1]

Development planning

Undang-Undang 25/2004 on the national development planning system, promulgated on 5 October 2004, provides that the national long-term development plan (RPJP Nasional) is enacted by statute and the national medium-term plan (RPJM Nasional) by presidential regulation within three months of the President's inauguration, and that the strategic plans of ministries and agencies (Renstra-KL) are set by their heads after being aligned with the medium-term plan.[71][4:1] Undang-Undang 59/2024 enacts the long-term plan for 2025 to 2045, stating a vision of an "Indonesia Emas 2045" pursued through eight development missions, and makes it the legal basis of the five-year medium-term plans and the guide for new legislation and for the platforms of candidates for president and regional head.[72][73][74] It succeeded the plan for 2005 to 2025.[75]

Peraturan Presiden 12/2025, signed on 10 February 2025, enacts the medium-term plan for 2025 to 2029 as the elaboration of the programme of the President and Vice-President elected in 2024, makes it the basis of ministries' strategic plans, regional medium-term plans and the government's annual work plan, and treats its targets and funding needs as indicative.[76][77] Peraturan Presiden 80/2025 governs how ministries and agencies prepare, have reviewed and amend their five-year strategic plans and annual work plans, tying the latter to budget ceilings and giving the planning ministry and the Ministry of Finance the task of reviewing them.[78][79] The planning ministry itself is organised by Peraturan Presiden 195/2024, which defines Bappenas as a non-ministerial institution under the President, headed by the Minister of National Development Planning, with ten deputies.[80][81]

International development goals enter the planning system through presidential regulation. Peraturan Presiden 59/2017 set national targets for the Sustainable Development Goals for 2017 to 2019, made the Minister of National Development Planning responsible for a national roadmap and action plan, created a national coordination team chaired by the President and required governors to prepare regional action plans.[82][83][84]

Public works, infrastructure and buildings

The ministry responsible for public works regulates its own organisation, the bodies that regulate infrastructure sectors, and the administration of buildings. Permen PUPR 8/2024, the second amendment to the ministry's organisation regulation of 2020, reorganised the Directorate General of Water Resources, adding irrigation development to its functions and creating a subdirectorate for institutions and licensing.[85][86]

Toll roads are administered under Peraturan Pemerintah 23/2024, which places authority over them with the central government, exercised through the minister responsible for roads and, for regulating and supervising toll-road companies, through the Toll Road Regulatory Agency (Badan Pengatur Jalan Tol, BPJT). Toll roads are operated under concession agreements awarded by open tender or by assignment to a state-owned enterprise, and surplus toll revenue becomes non-tax state revenue for the development of the network, a subject of public finance and non-tax revenue in Indonesia.[87][88][89] The agency was constituted by Permen PUPR 43/2015 as a non-structural body under the minister, and has been constituted since April 2023 by Permen PUPR 6/2023, under which it tenders toll road investment, recommends tariffs and the takeover of concessions, and supervises concession holders.[90][91]

The construction sector has its own development board. Permen PU 10/2010 governed the selection and tasks of the Construction Services Development Board (LPJK), then built from company associations, professional associations, universities and government at national and provincial level.[92] Permen PUPR 9/2020, made under the 2017 construction services law, re-established LPJK as a single national non-structural body answerable to the minister, charged with registration, accreditation and the licensing and recognition of foreign construction workers, with a board appointed by the minister with the approval of the House of Representatives.[93][94]

Two regulations of 31 March 2021, made under the 2021 government regulation on buildings, set the administrative regimes for particular buildings. Permen PUPR 20/2021 places special-function buildings, those requiring a high level of security in the national interest or carrying a high risk, under central administration, with building approvals and certificates issued by a service unit of the ministry.[95][96] Permen PUPR 21/2021 sets the standards for green buildings and their rating at three levels, with certificates issued free of charge by regency and city governments through the national building information system.[97]

Business licensing and administrative approvals

The licensing of business is administered through the electronic Online Single Submission (OSS) system under the job-creation legislation. Undang-Undang 6/2023 enacted the job creation regulation in lieu of law of December 2022, an omnibus instrument that introduced risk-based business licensing and replaced the environmental permit with environmental approval, a regime surveyed at environmental approval in Indonesia.[98][99][100] Peraturan Pemerintah 5/2021 first classified business activities by risk level and matched each level to a form of licence, from a business identification number alone to a full permit, across sixteen sectors.[101][102] It was replaced on 5 June 2025 by Peraturan Pemerintah 28/2025, under which a business licence is issued only after the basic requirements have been met: conformity with spatial planning, environmental approval, and the building approval with its certificate of functional worthiness.[103][104]

Sectoral approvals feed into that system. Under Permen LHK 5/2021, an activity that discharges or uses wastewater and must prepare an environmental impact assessment or UKL-UPL must hold a technical approval, which becomes part of its environmental approval and business licence, and an operational worthiness letter before starting operations; the effluent standards it applies are described at wastewater and sanitation regulation in Indonesia.[105][106]

State enterprises, Danantara and state financial institutions

Undang-Undang 19/2003 defines a state-owned enterprise (Badan Usaha Milik Negara, BUMN) as a business entity all or most of whose capital the state owns through direct participation from separated state assets.[107] The Daya Anagata Nusantara Investment Management Agency (Danantara) is organised under provisions inserted into that law by Undang-Undang 1/2025. Peraturan Pemerintah 10/2025 describes the agency as a legal entity wholly owned by the government and accountable to the President, to which the President delegates part of the management of BUMN, with a supervisory board, an executive body and an advisory board.[108][109] Peraturan Pemerintah 19/2026 amended it in April 2026 after the fourth amendment of the State-Owned Enterprises Law, adding chapters on the agency's work plan and budget and its investment and operational holdings, and allowing capital from the state budget to be injected into an investment holding for national development.[110][111][112]

Public heritage assets may also be placed under corporate management. Peraturan Presiden 101/2024 divides the Borobudur Temple Complex into five zones under a single destination management assigned to PT Taman Wisata Candi Borobudur, Prambanan, dan Ratu Boko, sets the company's right to charge entrance fees in one zone and the division of revenue with the culture ministry, and places its plans and reports under the review of a coordination team that includes the ministries for state finance, culture, state-owned enterprises and tourism; it replaced a 1992 presidential decree so far as it governed Borobudur.[113][114][115][116]

Among state financial institutions, Peraturan Pemerintah 11/2026 governs the placement of funds in troubled banks by the Deposit Insurance Agency (Lembaga Penjamin Simpanan, LPS) and the powers the agency exercises when the President decides to run a Banking Restructuring Programme in a financial system crisis; the field is surveyed at financial sector regulation in Indonesia.[117][118]

Regional government and villages

Undang-Undang 23/2014 on regional government, promulgated on 2 October 2014, divides the affairs of government into absolute affairs, which belong wholly to the central government, concurrent affairs, divided between the central government and the provinces, regencies and cities, and general affairs, which belong to the President as head of government; concurrent affairs handed to the regions are the basis of regional autonomy.[5:1] Regions must give priority to obligatory affairs relating to basic services, which follow minimum service standards set by the central government, and the organisation of regional offices is left to a government regulation.[119][120]

Sectoral ministries set the standards and the shape of the regional offices within that framework. Permen LH 19/2008 set the environmental minimum service standards for provinces, regencies and cities, with indicators, targets and a deadline of 2013.[121] Permenkes 2/2026 sets the nomenclature and structure of provincial and district health offices, classifying them into three types and allowing health affairs to be merged with related affairs in one office.[122][123] Peraturan Presiden 13/2026 on health management binds regional and village health policy to central policy and empowers the central government to reprimand and apply disincentives to regional and village governments whose planning or reporting departs from national plans.[124] Coordination across levels of government also takes the form of forums: Permenhut 61/2013 provides for watershed management coordination forums at national, provincial and district or city level, with advisory and coordinating powers only.[125][126]

Villages are governed by Undang-Undang 6/2014, promulgated on 15 January 2014.[127] Peraturan Pemerintah 16/2026 replaced its first implementing regulation in March 2026, covering in 188 articles village government and elections of village heads, village regulations, finance and assets, conservation and rehabilitation funds, development, cooperation between villages and the recognition of customary law communities.[128][129] A rule of that regulation requiring village officials who have been confirmed as candidates for village head to resign was the subject of Constitutional Court Decision 261/PUU-XXIV/2026, which declared unclear and inadmissible a petition by three village officials against Pasal 31(3) of the Village Law.[14:1]

City-level programmes also run outside the statutory framework. PESPA (Pemuda untuk Sistem Pangan Kota Bandung) was a consortium project on the urban food system of Bandung, West Java, led by Article 33 Indonesia, in which CRPG designed and delivered the training programmes.[130][131]

National strategic projects

Peraturan Presiden 3/2016 established a special regime to accelerate national strategic projects (Proyek Strategis Nasional, PSN), defined as projects of the central government, a regional government or a business entity that are strategic for growth and the equal distribution of development, listed in an annex that may be changed on a study by the committee for accelerating priority infrastructure.[132] It covers permits, spatial planning and land acquisition, government guarantees, assignments to state-owned enterprises and procurement, and provides that public complaints of irregularities or abuse of authority in a strategic project are handled first by administrative process, with findings of a criminal offence passed back to the prosecutors or police.[133][134]

The strategic-project status carries into sectoral law. The forestry implementing regulation, Peraturan Pemerintah 23/2021, allows the release of forest areas for national strategic projects, together with food and energy estates and agrarian reform, from both convertible and permanent production forest.[135]

Disaster management

Undang-Undang 24/2007 on disaster management, promulgated on 26 April 2007, makes the central and regional governments responsible for disaster management and organises it in three stages, before, during and after a disaster.[136][137] It establishes the National Disaster Management Agency (Badan Nasional Penanggulangan Bencana, BNPB) as a non-departmental government body at ministerial level, with regional disaster management agencies at provincial and district or city level.[138] A disaster emergency status is declared by the President, a governor or a regent or mayor according to the scale of the disaster. Once it is declared, the national and regional agencies obtain facilitated access in nine areas, among them the deployment of personnel, equipment and logistics, immigration, customs and quarantine, licensing, procurement, and the command of other sectors and agencies.[139]

The agency's powers outside a declared emergency rest on Peraturan Presiden 17/2018, which allows the Head of the BNPB, in "certain circumstances" (keadaan tertentu), to conduct disaster management with that facilitated access for a set period after a decision of an inter-ministerial coordination meeting. Peraturan Presiden 46/2026, signed and promulgated on 16 July 2026, rewrote the conditions for that power: a threat at the maximum level from natural, non-natural and/or social factors; evacuation, displacement or disrupted public services with wide social and economic effect; and/or a region in post-social-conflict reconciliation whose fiscal capacity is very low or low.[140][141] Its preamble records that the 2018 regulation had not comprehensively regulated disaster management in areas affected by social conflict.[142]
