Peraturan Presiden 195/2024 (Peraturan Presiden Nomor 195 Tahun 2024 tentang Badan Perencanaan Pembangunan Nasional) is an Indonesian presidential regulation that sets out the position, tasks, functions and organisation of the Badan Perencanaan Pembangunan Nasional (Bappenas), the national development planning agency. It was signed by President Prabowo Subianto and promulgated on 8 November 2024, took effect on promulgation, and revoked the agency's previous statute, Peraturan Presiden 81/2021.[1][2] It is one of the institutional instruments described at public administration in Indonesia.
The regulation was issued to implement Pasal 11 of the State Ministries Law, UU 39/2008, as amended by Undang-Undang 61/2024, and cites among its legal bases Peraturan Presiden 140/2024 on the organisation of state ministries.[3] It defines Bappenas as a non-ministerial government institution under the President, headed by the Minister of National Development Planning, and gives it a deputy head, a principal secretariat, ten deputies and a principal inspectorate.[4][5]
Its later chapters set working arrangements that include national development risk management and digital transformation, provide that the agency's units also perform the tasks of the Ministry of National Development Planning, and govern its reorganisation, posts and funding. Pasal 1 defines Bappenas as a non-ministerial government institution (lembaga pemerintah non kementerian) that carries out the government's task in national development planning. Under Pasal 2 it is under and answerable to the President and is led by a head, and under Pasal 3 its task is to carry out that planning function to help the President govern.[4:1]
Pasal 4 lists the agency's functions. They include coordinating, synchronising, formulating and setting national development planning policy in support of quality and sustainable growth, poverty reduction and higher human-resource productivity; formulating the themes, targets, policy direction and priorities of national development together with its regulatory, institutional, funding, macroeconomic and regional-development frameworks; formulating and setting policy on national strategic projects (proyek strategis nasional); aligning the planning and performance management of ministries, agencies and regional governments with national targets; preparing, with the ministry responsible for finance, the state budget and its amendments; coordinating domestic and foreign funding sources, including innovative financing; monitoring, controlling and evaluating national development; and coordinating satu data (one data) for planning and its evaluation.[7]
Under Pasal 5 the agency consists of the head, a deputy head (Wakil Kepala), a principal secretariat, ten deputies and a principal inspectorate (Inspektorat Utama). The ten deputies cover macro development planning; regional development; the economy and digital transformation; politics, law, human rights, defence and security; community empowerment, population and employment; human development and culture; food, natural resources and the environment; infrastructure; development financing and investment; and development control, evaluation and risk management.[5:1]
Pasal 7 provides that the head is the Minister of National Development Planning, and Pasal 8 that the deputy head is the Deputy Minister, who assists the minister and whose detailed tasks the minister sets. The principal secretary is the Secretary of the Ministry of National Development Planning.[5:2] Each deputy is given its own task and functions; the development-control deputy, for instance, monitors, controls, evaluates and manages the risks of national development and of national strategic projects, and assesses the achievement of the national development plan and the performance of government procurement.[8] The principal secretariat may have at most five bureaus, and each deputy a deputy secretariat and at most five directorates, staffed by functional and implementing posts, with sections and subdirectorates formed selectively where functional posts cannot perform the work.[9]
The minister, as head, applies the government performance-accountability system, national development risk management and national digital transformation, and reports to the President periodically and when needed.[10] The agency's management of human resources, finance, equipment, archives, documentation and encryption is to apply electronic government in support of digital transformation, and it is funded from the state budget (APBN).[11]
Pasal 62 provides that every organisational unit and resource of Bappenas also carries out the tasks and functions of the Ministry of National Development Planning. Reorganisation of posts at the pimpinan tinggi madya (echelon I) level is made by presidential regulation on the proposal of the minister responsible for the state apparatus, and at echelon II and below by a regulation of the minister and head with that minister's written approval.[12] The principal secretary, the deputies and the principal inspector are appointed and dismissed by the President on the proposal of the minister and head.[13]
Officials in post when the regulation took effect continue in office until new posts are formed and new officials appointed. The implementing rules of Peraturan Presiden 81/2021 remain in force so far as they do not conflict with the new regulation, and Pasal 69 revokes Peraturan Presiden 81/2021.[2:1]

Under Peraturan Presiden 80/2025, the ministry responsible for national development planning reviews and approves the strategic plans and work plans of ministries and agencies.[14] Under Peraturan Presiden 59/2017, the Minister of National Development Planning/Head of Bappenas drew up the national roadmap and action plan for the Sustainable Development Goals and served as implementing coordinator of their national coordination team.[15] The civil-service capacity agency LAN, reorganised in August 2024 by Peraturan Presiden 93/2024, is by contrast answerable to the President through another minister.[16]
