Peraturan Menteri Kehutanan 2/2026 (Peraturan Menteri Kehutanan Nomor 2 Tahun 2026 tentang Penyelenggaraan Informasi Geospasial Tematik Kehutanan) is an Indonesian ministerial regulation that governs how the Ministry of Forestry produces, checks, stores, shares and updates thematic geospatial information on forests. It was signed by the Minister of Forestry on 13 January 2026 and took effect on its promulgation on 27 January 2026.[1][2] It belongs both to forestry and land use regulation and to data governance in Indonesia.

The regulation divides the ministry's geospatial work between data producers (produsen data geospasial), the units that make the information, and a single geospatial data custodian (walidata geospasial), the unit responsible for forest resource inventory and monitoring, which checks, secures and distributes it through the ministry's geospatial information network.[3] It sets the policy, institutional, technological, standards and human-resource infrastructure of that system, a five-year action plan, the stages of collection, processing, storage, dissemination and use, the formats in which users may receive data, and time limits for quality control and correction.[4][5][6]

It revoked the 2021 regulation of the former Ministry of Environment and Forestry on thematic geospatial information.[7] CRPG's regulatory tracker analysed it in April and June 2026.[8][9]

Background

Pasal 1 defines geospatial data (data geospasial, DG) as data about the geographic location, dimensions or characteristics of natural or man-made objects, and geospatial information (IG) as such data once processed for policy-making, decisions or activities concerning space. It distinguishes basic geospatial information (informasi geospasial dasar, IGD), which depicts physical features that can be seen or measured directly and change little over time, from thematic geospatial information (informasi geospasial tematik, IGT), which depicts one or more themes and is made with reference to the basic information.[10] It also defines the national geospatial information network (JIG Nasional) and the ministry's own network (JIG Kementerian) as systems for managing geospatial information jointly, in an orderly, measured, integrated and continuous way.[10:1]

The regulation replaced Regulation of the Minister of Environment and Forestry 24/2021 on the procedure for thematic geospatial information within that ministry.[7:1] The held text of the 2026 regulation does not include its preamble, so the statutes it cites as its legal basis are not described here.[11]

Forestry thematic information

Thematic information for forestry covers seven fields: forest planning (planologi kehutanan), conservation of natural resources and ecosystems, watershed management and forest rehabilitation, sustainable forest management, social forestry, forestry law enforcement, and other forestry fields. The list of information in each field is set by ministerial decree.[12] Information is kept in digital form (geographic information system files, web map services, JPEG or PDF images, and TIFF aerial photographs) and in printed form (coordinate tables, image maps, thematic maps and atlases).[12:1]

Production of thematic information must refer to basic geospatial information. Where the basic information is not yet available, producers and the custodian may use the most suitable basic information previously made for their own purposes, or work with the non-ministerial agency responsible for geospatial information to make it, following that agency's standards and specifications.[13]

Institutions and infrastructure

Data producers are the units of the ministry that generate forestry thematic information, designated by ministerial decree. They collect, process, store and update their data with its metadata, carry out quality control, and deliver the data to the custodian through the ministry's network; through it they may view, change and upload their own layers and view and download all others.[3:1] The custodian collects, secures and assures the quality of the information, manages metadata, builds and maintains the ministry's network, disseminates information through the ministry's and the national networks, controls access by producers, technical units and users, coordinates access within the Satu Data Indonesia (One Data Indonesia) framework for the ministry, and reports to the minister through the director general for forest area consolidation.[3:2]

The infrastructure has five parts: policy, institutions, technology, standards and human resources. Policy is set by the minister with reference to the national geospatial master plan and the ministry's action plan. An implementation team drawn from producers and the custodian, appointed by the secretary general, operates the network, and a ministry geospatial data forum may be formed as part of the ministry's one-data forum. Standards comprise national standards and geospatial data standards, set by ministerial decree after coordination with the national geospatial agency. Staff must have competence in forestry, earth sciences, information technology or system security, and every producer and the custodian must train them.[4:1]

Operations

Producers and the custodian prepare an action plan with reference to the national master plan, through the ministry's geospatial data forum; the minister sets it for five years, and its implementation is monitored and evaluated every year.[5:1] Operations may be carried out in-house or with third parties and run through five stages: collection, processing, storage and security, dissemination, and use.[6:1]

Several stages carry time limits. A producer that obtains thematic information made by another government agency must pass it to the custodian within seven working days. The custodian must check a producer's quality-controlled data within seven working days, and the producer must correct it within seven working days of receiving the custodian's findings. Data for a document that needs an official decision must reach the custodian before the document is signed. Producers and the custodian must keep duplicate copies to guard against loss.[6:2]

Only the custodian disseminates information, electronically through the ministry's and national networks or in print; information within the accelerated one-map policy may also be released through the one-map policy geoportal. General users receive web map services or JPEG or PDF files, while the ministry, other government agencies and universities may also receive geographic information system files. Users who publish analyses must cite the source and report their use of the data to the custodian within six months, and a user who fails to report is refused further service.[6:3]

Updating, oversight and funding

Information may be updated when a change occurs or at set intervals fixed by ministerial decree, by changes to geometry, attributes or accuracy, with the reason for the change recorded. A producer that does not update, deliver or correct its information receives a warning letter, and seven working days after the warning the custodian suspends its access to the geospatial database until it complies.[14] Producers, the custodian and the technical units monitor and evaluate the system at least once a year, and the custodian reports the results to the minister. Funding comes from the state budget and other lawful sources.[15] Data and information created before the regulation remain valid so far as they are consistent with it, and work in progress must be adjusted to it.[16]

Relationship to other instruments

Spatial data also figure in the forestry statutes. Law 41/1999, as amended in 2022, requires the gazettement of forest areas to use information technology and geographic or satellite coordinates, and Government Regulation 23/2021 allows the boundary of a forest area to be fixed as a virtual line drawn on a map from imagery.[17][18] The watershed rehabilitation planning rule, Permen LHK 10/2022, names thematic geospatial information among the sources for its ten-year plans.[19]
