Peraturan Menteri Energi dan Sumber Daya Mineral 2/2017 is an Indonesian ministerial regulation issued by the Minister of Energy and Mineral Resources that designates the groundwater basins of Indonesia. Its full title is Cekungan Air Tanah di Indonesia (groundwater basins in Indonesia). It was signed and promulgated on 9 January 2017 and took effect on promulgation.[1][2]

The regulation sets the criteria for a groundwater basin, classifies basins by whether they lie within one province, cross provincial boundaries, or cross national borders, and lists and maps every designated basin in two annexes. Provisions

Groundwater, as part of water resources, is to be managed in a whole, integrated and environmentally sound way, integrated with surface water, and on the basis of groundwater basins (Cekungan Air Tanah).[8] A basin is defined as an area bounded by hydrogeological boundaries in which all hydrogeological events such as recharge, flow and discharge of groundwater take place.[9] An area is designated a basin where it meets three criteria together: it has hydrogeological boundaries controlled by geological and/or hydraulic conditions; it has recharge and discharge areas within one system of groundwater formation; and it forms a single aquifer system.[10]

Basins are of three kinds: within a province, across provinces, and across national borders.[11] The designation is set out in the list and map of groundwater basins in the two annexes, which form an integral part of the regulation.[12] The minister and governors, each within their competence, must use the designated basins as the reference in designating groundwater conservation zones, in the use and commercial exploitation of groundwater, and in controlling the damage groundwater can cause.[5:1] A basin may be reviewed on the basis of physical change in it or of new data, in accordance with the legislation on groundwater.[13] The regulation has eight articles and took effect on promulgation.[14]

Annex I lists each basin with its number, name, area in square kilometres, the coordinates of its extent, the provinces and districts it covers, and its class. The totals at the end of the annex are 381 basins within a province, 36 across provinces and 4 across national borders, 421 in all.[3:1] The first entry is the Banda Aceh basin of 1,470 square kilometres, covering the city of Banda Aceh and Aceh Besar regency; the last is the Timika-Merauke basin in Papua, which extends into Papua New Guinea.[3:2] Annex II maps the basins by province with hydrogeological cross-sections.[15]
