Peraturan Presiden 6/2025 (Peraturan Presiden Nomor 6 Tahun 2025 tentang Tata Kelola Pupuk Bersubsidi) is an Indonesian presidential regulation on the governance of subsidised fertiliser for farmers and fish farmers. It was signed by President Prabowo Subianto and promulgated on 30 January 2025, and was recorded as Lembaran Negara 2025 No. 10.[1] It governs the procurement and distribution of a subsidised commodity that the regulation places under supervision, a subject treated at trade and commodity regulation in Indonesia.[2]
The regulation sets the aim of optimising the procurement and distribution of subsidised fertiliser in order to achieve food security, under coordination by the coordinating minister for food.[3] The Minister of Agriculture determines the recipients, types, quantities, prices and stocks of subsidised fertiliser after a ministerial coordination meeting, and assigns procurement and distribution to the state-owned fertiliser enterprise, which is fully responsible for delivering the fertiliser to designated delivery points.[4][5] It also governs billing and payment, an integrated information system, and supervision and evaluation.[6][7][2:1]
The regulation replaced Peraturan Presiden 77/2005 on the designation of subsidised fertiliser as goods under supervision, as amended by Peraturan Presiden 15/2011.[8] CRPG's regulatory tracker published an analysis of it in April 2026.[9]
The preamble describes fertiliser as a means of agricultural and fisheries production that raises output towards national food security, notes that the government subsidises the procurement and distribution of certain types of fertiliser, and states that good governance of that procurement and distribution is needed.[10] It records that Peraturan Presiden 77/2005, as amended in 2011, no longer matched legal developments and had to be replaced.[10:1]
Pasal 1 defines subsidised fertiliser (Pupuk Bersubsidi) as fertiliser whose procurement and distribution receive a government subsidy for the needs of farmers and fish farmers under government programmes in agriculture and fisheries. It defines governance of subsidised fertiliser as its planning, procurement, distribution, supervision, billing, payment, evaluation and reporting, and the state-owned fertiliser enterprise (BUMN Pupuk) as a state-owned limited liability company that procures and distributes subsidised fertiliser under an agreement or the law.[11] A delivery point (Titik Serah) is the place where subsidised fertiliser is received, evidenced by a record of receipt.[11:1] The regulation's target is procurement and distribution that are right in type, quantity, price, place, time, quality and recipient.[3:1]
The determination of subsidised fertiliser covers at least the target recipients, the commodities for which it may be used, the types of fertiliser, their quantity and quality, the cost of goods sold, the highest retail price and stock availability. The Minister of Agriculture makes it on the basis of a ministerial coordination meeting led by the coordinating minister; allocations for fish farmers are set on the proposal of the minister for marine affairs and fisheries.[4:1] The subsidised types are urea, NPK, organic fertiliser, SP-36 and ZA, and the list may be changed through the same procedure.[4:2]
Subsidised fertiliser is reserved for farmers who belong to a farmer group, including members of forest village community institutions who meet the legal criteria, and for fish farmers who belong to a fish-farmer group (Pokdakan).[12] Procurement and distribution are carried out by the state-owned fertiliser enterprise on the Minister of Agriculture's assignment and within the allocations the minister sets. The enterprise must guarantee national stocks for agriculture and fisheries and submit its procurement plan to the coordinating minister and the Minister of Agriculture.[5:1] Fertiliser may be imported where the enterprise cannot meet demand, on a decision of a ministerial coordination meeting.[5:2] The enterprise is fully responsible for distribution up to the delivery point, where the recipients are farmer-group associations (Gapoktan), fish-farmer groups, retailers or cooperatives in the fertiliser trade that meet ministerial requirements; they in turn are responsible for passing the fertiliser on to farmers and fish farmers.[5:3]
The enterprise bills the government after the fertiliser has been distributed, redeemed by the farmers or fish farmers, and verified by the ministries of agriculture and of marine affairs and fisheries.[6:1] Those ministries must build an integrated information system for subsidised fertiliser, coordinated by the coordinating minister, to be used for registering recipients, planning, distribution, billing and payment, and monitoring and evaluation, in accordance with the rules on Satu Data Indonesia and electronic government.[7:1]
Pasal 17 designates subsidised fertiliser as goods under supervision (barang dalam pengawasan). Supervision covers the same elements as the determination, is carried out by the ministries of agriculture and of marine affairs and fisheries, and is complemented by financial accountability supervision by the government's finance and development supervisory institution; evaluation covers the information system and the results of procurement and distribution.[2:2] Billing and payment under the regulation rest on the state's subsidy, a subject treated at public finance in Indonesia.[6:2]
Where farmer-group associations, fish-farmer groups and retailers did not yet meet the requirements for delivery points, distribution could continue through distributors and retail kiosks for up to six months after the regulation took effect.[13] The implementing regulations of Peraturan Presiden 77/2005 remain in force so far as they do not conflict with the new regulation, which revoked that regulation and its 2011 amendment and took effect on promulgation.[8:1][1:1]
