Peraturan Presiden 94/2025 (Peraturan Presiden Nomor 94 Tahun 2025 tentang Layanan Digital Terpadu pada Komoditas Mineral dan Batubara) is an Indonesian presidential regulation that establishes an integrated digital service for mineral and coal commodities (Layanan Digital Terpadu Minerba), a single electronic channel linking the licensing, production, sales, payment, export and shipping processes of the ministries involved in the sector. It was signed by President Prabowo Subianto and promulgated on 11 September 2025, and took effect on promulgation.[1] It forms part of the body of rules described at mining and energy regulation in Indonesia and at trade and commodity regulation in Indonesia.

The service joins the systems and business processes of eight ministries, from mining and finance to trade, transport, industry, environment, forestry and manpower, and is operated by the unit of the Ministry of Finance that manages the Indonesia National Single Window.[2] Coal, tin, nickel, bauxite and copper were to be integrated by 2025 at the latest, and other commodities after that.[3] The regulation sets out the minimum services each ministry provides, the use of the data the service produces, fallback arrangements when it fails, and monitoring by the coordinating minister, who reports to the President.[4][5][6][7] CRPG's regulatory tracker published an analysis of the regulation in March 2026.[8]

Background

The preamble states that good governance is needed for the use of mineral and coal commodities for the greatest prosperity of the people, that an integrated digital service is needed to achieve it from upstream to downstream and to optimise state revenue, and that the service may serve as a model for integrated digital services for other natural resource commodities, built through cross-sector integration of business processes. Its only legal basis cited is Pasal 4 ayat (1) of the Constitution.[9]

Pasal 1 defines the service as the facilitation of digital services, in an integrated, single and synchronised manner, for submitting applications, processing them and delivering decisions across upstream and downstream activities in mineral and coal commodities. It defines a business actor (Pelaku Usaha) as an individual or business entity engaged in any stage of mineral and coal management, including mining, processing or refining, transport and sale.[10]

Aims and scope

Under Pasal 2 the service is meant to integrate systems and business processes through a cross-sector single window. Its aims are clean, effective, efficient, transparent and accountable governance of mineral and coal commodities; securing domestic supply; better legal compliance in meeting state revenue obligations; and accurate and complete transaction data to optimise state revenue and improve governance.[11] Pasal 3 requires it to follow the rules on electronic-based government systems and on Satu Data Indonesia (One Data Indonesia), part of data governance in Indonesia, and to cover integration of business processes and information systems, data interoperability and system security.[11:1]

Pasal 4 extends the service to all mineral and coal commodities. Coal, tin, nickel, bauxite and copper were to be integrated by 2025 at the latest, and other commodities after 2025.[3:1]

Participating ministries and processes

Pasal 5 ayat (1) names the ministries whose systems are integrated: those responsible for mineral and coal mining, state finance, trade, transport, industry, the environment (whose minister also heads the Environmental Control Agency), forestry, and manpower. Each must integrate its internal business processes and the cross-sector processes within its remit and monitor and evaluate them periodically.[2:1] To ensure integration and interoperability, the Minister of Finance assigns the unit that manages the Indonesia National Single Window and operates the INSW system as the manager of the service.[2:2]

Pasal 6 lists the processes the service covers, among them licensing data, mineral and coal resources and reserves, purchase, production and sales plans and their realisation, proof of payment of fees and royalties, sales verification reports, export licensing, surveyor reports on export verification, export declarations, inter-island cargo manifests, vessel departure notices, transactions under the coal domestic market obligation and its compensation fund, and downstream processing. The output of one process is used as a reference for others: mining licence data feed the registration of exporters; state revenue transaction numbers feed surveyor reports, manifests and vessel clearances; sales verification data feed vessel departure notices; and production and sales plans feed confirmation of domestic supply obligations.[12]

Services by ministry

Pasal 7 to Pasal 13 set the minimum services each ministry provides through the platform.[4:1] The ministry responsible for mining, organised under Perpres 169/2024, guarantees the interoperability of mining licence data, processes applications from business actors, administers transaction data (plans and realisation of purchases, production and sales, proof of payment of fees and royalties, surveyor reports and domestic market obligation transactions), and ensures that commodities produced and traded have validated resources and reserves and match the work plan and budget (rencana kerja dan anggaran biaya). The Ministry of Finance issues billing codes and state revenue transaction numbers for fees and royalties, supervises compliance with revenue payments, processes customs matters and facilitates electronic integration. The Ministry of Trade processes and administers export licences and surveyor reports and issues inter-island trade documents. The Ministry of Transportation processes vessel arrival and departure notices and issues manoeuvring and sailing approvals. The Ministry of Industry provides interoperability of industrial licences, administers the purchase, production and sales data of industrial licence holders for mineral and coal products, and integrates downstream processing.[4:2]

The environment and forestry ministers notify the service of environmental and forestry violations by business actors (Pasal 12), and the manpower minister notifies it of labour violations (Pasal 13).[4:3]

Data, disruption and monitoring

Under Pasal 14 and Pasal 15, the participating ministers may use the data the service produces for their own tasks, the integrated data are shared reference data for policy-making in the sector, and each minister receives access rights from the operator, which may be delegated to a designated official.[5:1] Pasal 16 provides that, when technical problems obstruct the service, the ministries' own applications or other lawful mechanisms are used; the operator announces the problem, coordinates with the ministries on data continuity, and notifies ministers and business actors when the service resumes.[6:1]

Under Pasal 17, the minister coordinating government affairs in mineral and coal mining monitors and evaluates the service under the guidelines for electronic-based government systems and reports the results to the President periodically or when needed. The results are used in rewarding the units involved and in deciding, through a ministerial-level coordination meeting, which further minerals are to be integrated; the coordinating minister also has access rights to the service.[7:1]
