Peraturan Pemerintah 13/2026 (Peraturan Pemerintah Nomor 13 Tahun 2026 tentang Jenis dan Tarif atas Jenis Penerimaan Negara Bukan Pajak yang Berlaku pada Badan Riset dan Inovasi Nasional) is an Indonesian government regulation that sets the types and rates of non-tax state revenue collected by the National Research and Innovation Agency (Badan Riset dan Inovasi Nasional, BRIN). It was signed by President Prabowo Subianto and promulgated on 27 March 2026, and took effect thirty days after promulgation.[1] It is one of the agency fee schedules surveyed at public finance and non-tax revenue in Indonesia.[2]
The regulation names eight sources of revenue, from research, nuclear and space services to research-vessel hire and intellectual-property royalties. Five are priced in an annex; the other three, and certain services outside the annex, are priced by the value of a cooperation contract.[3] Any tariff may be reduced to zero on certain considerations, with the prior approval of the Minister of Finance.[4]
It replaced five government regulations that had set the fees of the ministry and agencies merged into the research agency, keeping their implementing rules in force where they do not conflict.[5][6] It was signed on the same day as the schedules for the food and drug agency (PP 15/2026), the Audit Board (PP 17/2026) and the Ministry of Defence (PP 18/2026).[1:1][7][8][9]
According to the general elucidation, Presidential Regulation 78/2021 on the research agency merged into it the Ministry of Research and Technology, the Agency for the Assessment and Application of Technology (BPPT), the National Nuclear Energy Agency (BATAN), the National Institute of Aeronautics and Space (LAPAN) and the Indonesian Institute of Sciences (LIPI). The merged agency's fees were then set by an urgent-needs Minister of Finance regulation, PMK 210/PMK.02/2021, amended by PMK 129/PMK.02/2022, derived from the government regulations of the merged bodies.[10] The elucidation states that the change of organisation, new revenue types and changed tariffs required the schedule to be set again by government regulation, as the Law on Non-Tax State Revenue, UU 9/2018, requires; the preamble cites Pasal 4 ayat (3), Pasal 8 ayat (3), Pasal 10 ayat (2) and Pasal 12 ayat (2) of that law.[2:1][10:1]
Pasal 1 ayat (1) lists eight revenue types: research, development, assessment, application, nuclear and space services; functional training in science, technology, research and innovation; use of facilities; education at the Indonesian Nuclear Technology Polytechnic (Politeknik Teknologi Nuklir Indonesia); educational tourism (eduwisata); use of the agency's research vessels; intellectual-property royalties; and research, nuclear, space and industry-facilitation services built to a user's specification.[3:1] The elucidation defines industry facilitation as cooperation with a partner in the use of research facilities for research-based cooperation, licensing, trials of research results or products, and industrial guidance.[10:2]
The first five types are priced in the annex, whose tariffs the elucidation describes as maximum rates. The last three are carried out under a cooperation contract, as are assessment, surveillance and sampling within the first type and uses of facilities not listed in the annex; for all of these the tariff is the nominal value stated in the contract.[3:2][10:3] Pasal 2 adds education services at the polytechnic under the higher-education tridharma (teaching, research and community service), also priced by contract.[11]
Under Pasal 3, the research-permit charges in the first revenue type do not apply to foreigners who already hold a work permit in Indonesia or who are enrolled at an Indonesian university. Pasal 4 excludes transport, accommodation and laboratory equipment from the training tariffs; the payer bears them under the applicable rules, which the elucidation identifies as the Minister of Finance's regulation on standard costs.[11:1][10:4]
The annex prices a research permit for a researcher from a foreign institution at 500,000 rupiah per person per month, and for a foreigner or foreign student at 150,000 rupiah. It also prices the registration of audit institutions and auditors for the electronic-government system (SPBE), assessors by the hour, and product certification, assessment, surveillance and sampling, with foreign work in United States dollars by region.[12] Tuition at the polytechnic is set at 4,200,000 rupiah per semester for students enrolled from the 2022/2023 academic year, with a separate per-credit scale for earlier cohorts, and entry to the botanic gardens and science museum at 15,000 rupiah on weekdays and 25,000 rupiah on weekends and national holidays.[12:1]
Pasal 5 allows the tariffs under Pasal 1 and Pasal 2 to be set as low as zero on certain considerations, under an agency regulation approved in advance by the Minister of Finance. The elucidation lists examples including the anniversaries of the agency and of the botanic gardens, religious and state events, force majeure, persons with disabilities, the elderly, the poor, students, government agencies, micro, small and medium enterprises, children under three and foreign parties.[4:1][10:5] Pasal 6 requires all of the agency's non-tax revenue to be deposited into the State Treasury.[13]
Pasal 7 keeps in force the implementing rules of the five earlier regulations so far as they do not conflict, and Pasal 8 revokes those regulations: PP 13/2014 (Ministry of Research and Technology), PP 51/2018 (BPPT), PP 8/2019 (BATAN), PP 14/2019 (LAPAN) and PP 62/2021 (LIPI).[5:1][6:1] Pasal 9 brings the regulation into force thirty days after promulgation.[1:2]
CRPG's regulatory tracker published an analysis of the regulation on 23 July 2026, which described its two pricing tracks of annexed and contract-priced services.[14]
