Peraturan Pemerintah 15/2026 (Peraturan Pemerintah Nomor 15 Tahun 2026 tentang Jenis dan Tarif atas Jenis Penerimaan Negara Bukan Pajak yang Berlaku pada Badan Pengawas Obat dan Makanan) is an Indonesian government regulation that sets the types and rates of non-tax state revenue collected by the National Agency of Drug and Food Control (Badan Pengawas Obat dan Makanan, BPOM). It was signed by President Prabowo Subianto and promulgated on 27 March 2026, and took effect sixty days after promulgation.[1] It is one of the agency fee schedules surveyed at public finance and non-tax revenue in Indonesia, and sits within health sector regulation in Indonesia as the price list for the agency's product registration, inspection and certification.[2]
The regulation names four revenue types: registration, notification and evaluation services; inspection services; certification and the issue of implementation permits; and administrative fines for breaches of drug and food legislation. The first three are priced in an annex; fines follow the legislation that imposes them.[2:1] Several services are free for domestic micro and small enterprises, and any tariff may be cut to zero on certain considerations with the approval of the Minister of Finance.[3][4]
It replaced Peraturan Pemerintah 32/2017, the agency's earlier schedule, and applies the tariff in force at the time of application to applications already lodged.[5][6] It was signed on the same day as the schedules for the Audit Board (PP 17/2026), the research agency (PP 13/2026) and the Ministry of Defence (PP 18/2026).[1:1][7][8][9]
The preamble states that the regulation was issued to adjust the types and tariffs set by PP 32/2017 and to implement Pasal 4 ayat (3), Pasal 8 ayat (3) and Pasal 12 ayat (2) of the Law on Non-Tax State Revenue, UU 9/2018; it also cites Peraturan Pemerintah 44/2025 on tariff-setting and PNBP management.[10] The general elucidation gives two reasons for a new regulation: the enactment of UU 9/2018 after the 2017 schedule was made, and the adjustment of the revenue types and tariffs. It states that the agency's non-tax revenue is to be managed and used to improve services to the public.[11]
Pasal 1 ayat (1) lists the four revenue types. Under ayat (2) the first three have the types and tariffs set out in the annex, which the elucidation describes as maximum rates. Under ayat (3) the tariff for administrative fines is whatever the applicable legislation provides, so the regulation records fines as agency revenue without setting their amount.[2:2][11:1]
Pasal 2 provides that the tariffs for inspecting production facilities of imported products and for inspecting bioequivalence test centres abroad exclude transport, accommodation and meals, which the payer bears under the applicable rules. The elucidation explains these as the costs of the agency's own staff during the inspection, and identifies the applicable rules as the Minister of Finance's regulation on standard costs.[12][11:2]
Part I of the annex prices registration, notification and evaluation. Pre-registration of a medicine costs 1,000,000 rupiah per item; registration of a medicine with a new active substance, a new biological product or a new combination costs 30,000,000 rupiah; and registration of a generic medicine costs 2,000,000 rupiah.[13] Registration of a domestically produced natural medicine in a simple form for external use costs 200,000 rupiah, and of an imported natural medicine 15,000,000 rupiah.[13:1] Notification of a cosmetic made outside the member states of the Association of Southeast Asian Nations costs 1,500,000 rupiah per item and of one made within them 500,000 rupiah.[13:2]
Part II covers inspection: a desktop inspection of an imported medicine costs 7,500,000 rupiah per product and an inspection of a foreign manufacturing facility 50,000,000 rupiah per facility. Part III covers certification, including good manufacturing practice certification for medicines at 15,000,000 rupiah per certificate per dosage form, export certificates, and batch release certification for vaccines at 150,000 rupiah per batch.[13:3]
Pasal 3 ayat (1) sets at zero the registration and notification tariffs of annex parts I.A and I.B for micro and small enterprises producing in Indonesia. Pasal 3 ayat (2) sets at zero four certification services: approval for micro natural-medicine enterprises to share production facilities with cosmetics and processed-food producers; certification of commitment to a processed-food safety management system in distribution outlets, for market operators and micro and small enterprises; certification of compliance with that system's standard, for domestic micro and small enterprises other than importers; and export certificates for processed food and food packaging produced by micro and small enterprises.[3:1]
Pasal 4 further allows any other tariff to be set as low as zero on certain considerations, the amount and procedure to be set by an agency regulation with the prior approval of the Minister of Finance. The elucidation lists as examples social, religious and state events, force majeure, poor communities, high-achieving or poor students, micro, small and medium enterprises, and government policy to stimulate economic growth.[4:1][11:3]
Pasal 5 requires all of the agency's non-tax revenue to be deposited into the State Treasury.[14] Under Pasal 6, an application lodged before the regulation took effect is charged at the tariff in force when it was lodged.[5:1] Pasal 7 keeps the implementing rules of PP 32/2017 in force so far as they do not conflict with the new regulation, and Pasal 8 revokes PP 32/2017.[6:1] The regulation has nine articles and one annex.[1:2]
CRPG's regulatory tracker published an analysis of the regulation on 24 July 2026, which discussed its treatment of administrative fines as a revenue type priced outside the annex.[15]
