Peraturan Pemerintah 30/2026 (Peraturan Pemerintah Nomor 30 Tahun 2026 tentang Jenis dan Tarif atas Jenis Penerimaan Negara Bukan Pajak yang Berlaku pada Kementerian Hukum) is an Indonesian government regulation that sets the types and rates of non-tax state revenue collected by the Ministry of Law (Kementerian Hukum), including the fees for company registration and for patents, trademarks and other intellectual property. It was signed by President Prabowo Subianto and promulgated on 2 July 2026, and took effect thirty days after promulgation.[1] It is one of the fee schedules surveyed at public finance and non-tax revenue in Indonesia.[2]
The regulation names five revenue types: legal services, functional training for legislative drafters, intellectual property services, use of facilities, and legislation services. All five are priced in an annex, with two exceptions: the curator's fee in bankruptcies handled by the Estate Administration Office, set by court order, and international trademark registration under the Madrid Protocol, priced by the rules of the World Intellectual Property Organization.[3] It sets several zero and reduced tariffs, among them for government requests, cooperatives, and patents held by small enterprises, educational institutions and government research bodies.[4][5]
It replaced the provisions on those revenue types in Peraturan Pemerintah 45/2024, the schedule made for the former Ministry of Law and Human Rights.[6] Earlier in 2026 the government had issued schedules of the same design for other bodies, among them the research agency (PP 13/2026), the Audit Board (PP 17/2026) and the Ministry of Defence (PP 18/2026).[7][8][9]
The preamble states that the regulation was made because the organisational structure of the Ministry of Law had changed and the types and tariffs set in PP 45/2024 needed adjustment, and that it implements Pasal 4 ayat (3), Pasal 8 ayat (3), Pasal 10 ayat (2) and Pasal 12 ayat (2) of the Law on Non-Tax State Revenue, UU 9/2018. It also cites Peraturan Pemerintah 44/2025 on tariff-setting and PNBP management.[2:1] The general elucidation gives the same two reasons, and states that the ministry's non-tax revenue is to be managed and used to improve services to the public.[10]
Pasal 1 ayat (1) lists the five revenue types, and ayat (2) places their types and tariffs in the annex, whose tariffs the elucidation describes as maximum rates.[3:1][10:1] Pasal 1 ayat (3) provides that the curator's fee (imbalan jasa kurator) for bankruptcy work by the Estate Administration Office (Balai Harta Peninggalan) is set by a court decision with permanent legal force, and ayat (4) that the tariff for international trademark registration under the Madrid Protocol follows the rules of the World Intellectual Property Organization; under Pasal 2 ayat (3) that tariff includes international banking and payment charges.[3:2][11]
Pasal 2 ayat (1) and (2) exclude transport, accommodation and daily allowances from the tariff for drafter training; the payer bears them under the applicable rules, which the elucidation identifies as the Minister of Finance's regulation on standard costs.[11:1][10:2] Under Pasal 3, the ministry may also carry out competency assessment of civil servants, priced by reference to the government regulation on the non-tax revenue of the National Civil Service Agency (Badan Kepegawaian Negara).[11:2]
The annex prices the registration of a limited liability company by its authorised capital: 300,000 rupiah for capital of up to 25 million rupiah, 600,000 rupiah above that up to 1 billion, 1,500,000 rupiah above that up to 5 billion, and 5,000,000 rupiah above 5 billion.[12] A patent application of up to ten claims costs 350,000 rupiah for micro and small enterprises, educational institutions and government research and development bodies, and 1,250,000 rupiah for other applicants; a simple patent application costs 200,000 and 800,000 rupiah respectively.[12:1] The legislation services consist of the publication of the establishment, amendment and dissolution of companies and foundations in the State Gazette and its supplement, at 100,000 rupiah per application.[12:2]
Pasal 4 ayat (1) sets at zero four legal services when requested in the government's interest, which the elucidation explains as including investigation, prosecution, taxation and humanitarian purposes: information on legal-services data; the blocking and unblocking of companies, foundations, associations and partnerships; fingerprint services; and citizenship services. Pasal 4 ayat (2) sets at zero the approval of the deed of establishment of a cooperative, amendments to its articles and its dissolution.[4:1][10:3]
Pasal 5 concerns intellectual property. Annual fees for a patent or simple patent from the sixth year may be charged at 10 per cent of the annexed rate for micro and small enterprises, educational institutions and government research bodies, and at zero for the last two in certain circumstances, which the elucidation gives as including a patent not yet commercialised. A patent donated or endowed (dihibahkan atau diwakafkan) for social or public purposes pays no annual fee, changes of data not caused by the applicant's error are free, and a patent application deemed withdrawn at substantive examination may be revived at half the examination fee.[5:1][10:4] Pasal 6 allows any other tariff to be set as low as zero on certain considerations, under a Minister of Law regulation approved in advance by the Minister of Finance.[13]
Pasal 7 requires all of the ministry's non-tax revenue to be deposited into the State Treasury.[14] Pasal 8 keeps the implementing rules of PP 45/2024 in force so far as they do not conflict. Pasal 9 revokes the types and tariffs set in PP 45/2024 for legal services, drafter training, intellectual property services, use of facilities and civil-servant competency assessment, rather than revoking that regulation as a whole.[6:1] Pasal 10 brings the regulation into force thirty days after promulgation.[1:1]
CRPG's regulatory tracker published an analysis of the regulation on 21 July 2026, which set out its revenue categories and a selection of its patent and design tariffs.[15]
