KONEKSI is the name under which the Center for Regulation, Policy and Governance (CRPG) records its part in Future proofing a basic social service: climate-resilient community-based rural water supply, a research project on the climate resilience of village water systems in Indonesia carried out in 2023 and 2024. The project was funded by the Australian Government through KONEKSI, the Australia–Indonesia knowledge partnership platform from which the CRPG page takes its name.[1][2][3] It concerned the community-based rural water supply schemes that fall within drinking water supply regulation in Indonesia, and its climate focus places it also within carbon trading and climate regulation in Indonesia.

The project was coordinated by the University of Technology Sydney, working with the engineering faculty of Universitas Indonesia, Universitas Gadjah Mada and CRPG.[1:1][3:1] CRPG was responsible for two of its four components: a review of national and local regulation with an institutional analysis, and engagement with policy makers and stakeholders.[1:2]

Design

According to the project page published by CRPG in July 2023, the research had four objectives: a country climate-risk profile for rural water supply to inform national vulnerability assessment; a pilot of a monitoring and assessment procedure for climate-resilient rural water supply that is responsive to gender equality, disability and social inclusion (GEDSI), tested for large-scale use by the national government and by PAMSIMAS, Indonesia's national community-based water supply and sanitation programme; an assessment of the vulnerability of PAMSIMAS schemes in the areas studied; and recommendations on how local and national regulations and institutions could sustain inclusive and resilient rural water supply and the water resources on which it depends.[1:3] The last objective touches the allocation of raw water, governed by the water resources law of Indonesia.

The CRPG page stated that the project was to begin in July 2023 and end in July 2024.[1:4]

Activities

The CRPG page listed five proposed study sites: Sleman and Bekasi in Java, Lampung Selatan in Sumatra, Sintang in Kalimantan and East Sumba in Nusa Tenggara, one of which was to be chosen for the institutional analysis.[1:5]

A national workshop under the project title was held in Jakarta on 19 September 2023. The engineering faculty of Universitas Indonesia reported that the monitoring and evaluation tool developed in the project was to be tested in more than eighty PAMSIMAS schemes in several regions, and that a further national hearing was planned for 2024 to disseminate the tool and the regulatory recommendations.[3:2]
