Peraturan Menteri Perindustrian 62/2024 is an Indonesian ministerial regulation that makes the Indonesian National Standards (Standar Nasional Indonesia, SNI) for packaged drinking water mandatory for every business that produces, imports or distributes it in Indonesia. Its full title is Peraturan Menteri Perindustrian Nomor 62 Tahun 2024 tentang Pemberlakuan Standar Nasional Indonesia untuk Air Minum dalam Kemasan secara Wajib (mandatory application of the Indonesian National Standard for packaged drinking water). It was signed by the Minister of Industry on 15 October 2024, promulgated on 18 October 2024, and entered into force six months after promulgation.[1][2]
The regulation covers five kinds of air minum dalam kemasan (AMDK, packaged drinking water): mineral water, demineralised water, natural mineral water, dew water and high-pH drinking water, each tied to its own standard and customs tariff heading.[3] Compliance is shown by an SNI certificate issued by an accredited product certification body after a factory audit and product testing, followed by a ministry approval to use the SNI mark, and is maintained through annual surveillance.[4][5][6] Foreign producers can obtain certification only through an Indonesian legal entity that acts as their official representative and importer.[7]
It repealed Minister of Industry Regulation 78/M-IND/PER/11/2016, the earlier mandatory standard for four kinds of bottled water, and its 2019 amendment, with transitional periods for existing certificates, stock and labels.[8] It forms part of the product-standards side of drinking water supply regulation in Indonesia. The CRPG regulatory tracker reported on it in April 2026.[9]
Pasal 1 defines packaged drinking water as water that has been processed, without other food ingredients or food additives, packaged and safe to drink. It distinguishes mineral water, which contains minerals in given amounts without added minerals; demineralised water, purified by distillation, deionisation, reverse osmosis or an equivalent process; natural mineral water, obtained directly from a natural source or a deep well under controlled conditions; dew water, made from processed condensed atmospheric moisture; and high-pH drinking water.[3:1]
Pasal 2 applies the following standards, together with the 2024 corrigenda to two of them:[3:2]
The obligation reaches both domestic production and imports marketed in Indonesia. Products that fall under a different standard with a different scope or quality requirements, samples for certification testing or for research and development, and passengers' personal goods are exempt; samples and personal goods may not be sold or transferred, and research samples may not be used for market testing.[3:3][10]
Pasal 5 makes compliance an obligation of every business that produces, imports or distributes packaged drinking water, and refers violations to sanctions under other legislation. Where the sanction imposed is criminal, it is to be accompanied by revocation of the SNI certificate, by the certification body on the recommendation of the head of the ministry's standardisation agency, and of the mark approval, by the head of the agency.[11]
Conformity is assessed under certification system type 5, which combines an audit of the production process and of a quality management system under ISO 9001:2015 or a food safety management system with testing of product quality against the applicable SNI. The audit is carried out by a Lembaga Sertifikasi Produk (LSPro, product certification body) accredited by the Komite Akreditasi Nasional (KAN, National Accreditation Committee) and appointed by the minister; testing may be done by an accredited and appointed domestic laboratory, or by a foreign laboratory accredited under an international mutual recognition arrangement in a country that has a technical regulation agreement with Indonesia.[4:1]
Only a domestic industrial company or a foreign producer may hold an SNI certificate. Each certificate covers one production site, may list more than one brand, and is valid for five years.[4:2] A domestic company must hold an industrial business licence under business classification code 11051, its own class 32 trademark, the minimum production equipment listed for its product type, a quality or food safety management system and an account on the Sistem Informasi Industri Nasional (SIINas, national industrial information system).[12] A foreign producer must meet equivalent conditions and appoint an official representative: an Indonesian legal entity licensed to use the brand, controlling a warehouse near its seat, acting as importer and holding a SIINas account, which may as a rule represent only one foreign producer.[7:1] The regulation also sets conditions for brand cooperation and toll manufacturing (maklun), under which the certificate is held by the producing company.[13]
Applications are filed electronically through SIINas, with a separate application for each production site. The agency head verifies the application within three working days; the applicant has five working days to answer any request for clarification, failing which the application lapses. The file then passes to the certification body, whose result the agency head evaluates within five working days before validating it with an electronic mark; the certification body issues the certificate within five working days of validation.[14]
A certified product must bear the SNI mark and an electronic mark, applied only after the agency head has approved use of the mark by issuing a Surat Persetujuan Penggunaan Tanda SNI (SPPT SNI, approval letter for use of the SNI mark). The approval is granted to the domestic company or the official representative, runs for one year, and is renewable yearly while the certificate remains valid; applicants must supply evidence of production capacity and production or import plans.[5:1]
The certification body must carry out surveillance once a year, and at any time on a complaint or a ministerial instruction, and reports to the agency head through SIINas. Where the agency finds the surveillance deficient and the body fails to correct it within thirty calendar days, the agency head orders the body to suspend the certificate.[6:1] Responsibility for product quality lies with the domestic company or the official representative, and in brand cooperation or toll manufacturing is divided between the producer and the brand owner according to where the product is at the time.[15] Imported product must pass through the representative's warehouse before distribution, and stock made or cleared through customs while a certificate was valid may be sold after it expires.[16]
Pasal 57 repealed Minister of Industry Regulation 78/M-IND/PER/11/2016 on the mandatory application of the SNI for mineral, demineralised, natural mineral and dew water, as last amended by Minister of Industry Regulation 26/2019. Certificates issued under the 2016 regulation and still valid were deemed to be SNI certificates and mark approvals, but had to be brought into line with the new regulation within eighteen months of its entry into force. Product already marked under the old rules was exempted from the electronic mark and could be sold if produced or cleared through customs within one year of entry into force, and packaging labels compliant with the old rules remained usable for three years.[8:1]
The April 2026 tracker post summarised the regulation as a compliance obligation for producers, importers and distributors, and set out the certification steps through SIINas.[9:1] Bottled drinking water also appears in the pricing of raw water: under Permen PUPR 15/2017 it carries one of the highest user-group factors in the surface water tax base.[17] The regulation governs the product, not the source: the right to take the surface water or groundwater that is bottled is a matter for the water resources law of Indonesia and groundwater regulation in Indonesia.
