PESPA (Pemuda untuk Sistem Pangan Kota Bandung, "Youth for the Food System of Bandung City") is a consortium project on the urban food system of Bandung, West Java, carried out under Urban Futures, a global programme on urban food systems, youth well-being and climate action. The consortium was led by Article 33 Indonesia, with Sinergantara, IATL ITB and the Center for Regulation, Policy and Governance (CRPG) as members.[1][2] CRPG's role was to design and deliver the project's training programmes: a food system diplomacy course for young people, a food journalism course, and training in monitoring, evaluation and learning and in communications for the consortium partners.[3]
According to CRPG's account, the project worked with young people, economically vulnerable women and persons with disabilities, and ran its programme activities from early 2025 to July 2025; Article 33 Indonesia's pages give the project period as 2024 to 2025 and as 2023 to 2025.[3:1][2:1][1:1] CRPG published six accounts of the project on crpg.id in November 2025.[3:2][4][5][6][7][8]
Urban Futures is described by Article 33 Indonesia as a five-year programme running from 2023 to 2027 that combines urban food systems, youth well-being and climate action, managed by Hivos, Yayasan Humanis dan Inovasi Sosial and the RUAF Global Partnership on Sustainable Urban Agriculture and Food Systems, and operating in ten intermediate cities in Colombia, Ecuador, Indonesia, Zambia and Zimbabwe; its Indonesian cities are Bandung and West Manggarai.[2:2] Its stated aims for Bandung include influencing urban food policy through multi-stakeholder forums and youth movements, shaping narratives about inclusive and climate-resilient cities, and enabling young entrepreneurs in sustainable food.[2:3] CRPG's posts state that the consortium's activities were funded by Yayasan Humanis dan Inovasi Sosial through the Urban Futures programme.[3:3]
The Food System Diplomacy Training (FOODS), designed and delivered by CRPG, was a five-day course held in Bandung from 19 to 23 February 2025 for fifty participants, twenty-five of them young people with disabilities and twenty-five economically marginalised young people and women.[3:4][4:1] CRPG's account describes sessions on the seven pillars of food sovereignty, gender and intersectionality in food access, urban food sovereignty in Bandung, diplomacy and multi-stakeholder negotiation, and social business models, together with a field visit to food markets and a negotiation role-play; it reports that sign language interpretation and accessible materials were provided.[4:2] Participants documented their own food system experiences in reflective essays, which CRPG published as a separate account.[7:1]
CRPG also designed and delivered a three-day food journalism course for twenty-two journalists, based on a World Resources Institute model for food systems education.[3:5][5:1] According to CRPG's account, its modules covered marine food safety and seafood supply chains, inclusion in food systems, forestry and land use, urban agriculture, and the farming of black soldier fly larvae to turn organic waste into feed and fertiliser, a practice relevant to solid waste management.[5:2]
For the consortium partners, CRPG ran training in participatory monitoring, evaluation and learning, including outcome harvesting, and in communications planning and finance management; CRPG's account reports eleven participatory evaluation frameworks shared with partners. The dates given for this training differ between CRPG's posts, which place it variously in 2024 and in March and April 2025.[8:1][3:6]
Sinergantara facilitated a Food Sovereignty Campaign of five workshops for about fifty community members between May and July 2025, covering food sovereignty, social capital, rights-based advocacy, practical urban food skills and collective action planning.[6:1][3:7]
In February 2026 Article 33 Indonesia and AKATIGA published a policy paper on building an integrated food system for Bandung, compiled by members of the PESPA consortium and of a second consortium, Paguyuban Pangan. The paper identifies Bandung's dependence on supplies from outside the city, weakening local production, distribution losses and waste, and the limited room given to young people in food system decisions.[9] CRPG's posts refer to a food system diplomacy training module, facilitator guides and participant essays produced in the project.[3:8][4:3]
