Adipura is an Indonesian national programme under which the environment ministry monitors and ranks the performance of district and city governments in managing waste and public green open space, and gives awards to those that perform well. Its current legal basis, a 2019 regulation of the Minister of Environment and Forestry, defines Adipura as an instrument for supervising the performance of district and city governments in waste management and green open space, with the aim of a clean, shaded and sustainable environment.[1]
The programme runs through planning, monitoring and assessment, incentives or disincentives, and guidance. Districts are classified by population and by the state of their waste management, and those that have not adopted a regional waste policy and strategy are not monitored and may be subject to disincentives.[2][3] The awards are the Adipura Kencana, the Adipura, the Adipura certificate and the Adipura plaque, each tied to a minimum score and other conditions.[4]
Adipura connects the national waste policy set by Perpres 97/2017 to local government practice, as part of solid waste management law in Indonesia. The regulation replaced a series of earlier ministerial guidelines, and CRPG's regulatory tracker analysed the programme in a post in December 2025.[5][6]
The regulation, Permen LHK 76/2019 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor P.76/MENLHK/SETJEN/KUM.1/10/2019 tentang Adipura), was signed on 18 October 2019 and promulgated on 16 December 2019, with retroactive effect from 1 January 2019. It revoked the 2016 Adipura implementation guideline as amended in 2018.[5:1] Earlier ministerial guidelines had described Adipura as a national work programme of the environment ministry for environmentally sound cities; the 2011 guideline revoked a 2009 regulation on the programme, and the 2014 guideline revoked the 2011 guideline as amended in 2013.[7] CRPG's regulatory tracker described the programme as dating from 1986.[6:1]
Classification depends on a district's regional waste policy and strategy (Jakstrada). Under Perpres 97/2017, governors and regents or mayors must prepare and adopt provincial and district Jakstrada documents, by governor's and regent's or mayor's regulation, following the national strategy, which sets targets of a 30 per cent reduction and 70 per cent handling of household and similar waste by 2025.[8]
Districts and cities are grouped into functional categories by population: small (20,000 to 100,000 people), medium (100,001 to 500,000), large (500,001 to one million) and metropolitan (over one million). They are then placed in five classifications according to their Jakstrada status, waste management capacity, landfill operation and green space. Classification 1 requires a regent's or mayor's regulation on Jakstrada, a sanitary landfill, capacity to manage at least 70 per cent of potential waste generation and green space of at least 20 per cent of the district's area; classifications 2 to 4 set progressively lower conditions, down to capacity below 50 per cent with an open or controlled landfill; and classification 5 covers districts that have not adopted a Jakstrada. Districts in classifications 1 to 4 are monitored; those in classification 5 are not.[3:1]
The minister forms an Adipura advisory council (Dewan Pertimbangan Adipura), whose members include community and environmental figures, waste and urban planning experts, journalists, a sociologist, a cultural figure, a non-governmental activist and a senior ministry official, and a technical team chaired by the director general responsible for waste. Monitoring teams of the ministry and of the provinces carry out the fieldwork.[9] Monitoring covers a calendar year and consists of a first round and, where members of the public complain, a verification round.[10]
Teams must monitor urban infrastructure in the district capital: housing areas, arterial and collector roads, markets, shops, offices, schools, hospitals and clinics, urban forests and parks, open drains, government waste facilities such as recycling centres, incinerators, integrated waste sites and waste-to-energy plants, community facilities such as waste banks, reduce-reuse-recycle sites and compost houses, and the final disposal site.[11] They assess waste reduction, the five stages of waste handling, landfill operation, cleanliness, and the extent, distribution, upkeep and diversity of green space, using criteria, indicators and weightings set out in the annexes.[12] Members of the implementing bodies must act objectively and independently, may not give or accept anything connected with the assessment, and may not disclose in advance the time or location of visits. Residents may lodge complaints through the Adipura website or by letter, with identification and dated photographs, and complaints are considered in the verification round.[13]
The Adipura Kencana is given to a district that has won the Adipura three times in a row in the last three years or holds the Kencana from the previous period, scores at least 75, manages at least 70 per cent of its waste and does not operate an open-dump landfill, and that shows innovation: a facility using energy from waste, a policy reducing single-use plastics, green space of 20 per cent with a plant-diversity park, and sustainable-city measures such as cycle lanes, mass transit, car-free programmes or solar street lighting. Nominees present their innovations to the advisory council, which may visit and then recommends recipients to the minister.[14] The Adipura is given for a score of at least 73; a certificate for a score from 71 to below 73 combined with increased waste management capacity; and a plaque for the best-rated markets, terminals, parks, urban forests, waste banks or reduce-reuse-recycle sites. The minimum scores may be adjusted by the minister after three years.[4:1]
Beyond awards, the minister may give well-performing districts recommendations for waste financing assistance, publicity and training, and may impose disincentives on classification 5 districts. The minister and governors provide guidance, including support for classification 1 and 2 districts to reach full waste management capacity and sanitary landfill operation. Costs are met from the national and provincial budgets and other lawful sources.[15]
