Peraturan Menteri Lingkungan Hidup dan Kehutanan 11/2024 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 11 Tahun 2024 tentang Penerapan Kerangka Kualifikasi Nasional Indonesia Bidang Pengelolaan Limbah Bahan Berbahaya dan Beracun) is the Indonesian ministerial regulation that applies the Indonesian National Qualifications Framework (Kerangka Kualifikasi Nasional Indonesia, KKNI) to the management of hazardous and toxic waste (limbah B3). It requires businesses that manage hazardous waste to employ workers holding certificates of competence in the field, and sets the qualification levels against which those workers are trained and certified.[1][2] It was signed by the Minister of Environment and Forestry on 30 August 2024 and promulgated and in force on 4 September 2024 as Berita Negara 2024 No. 526.[3][4]
The obligation covers three groups: hazardous-waste management services, generators of hazardous waste that hold a technical approval for its management, and eleven kinds of activity with a high environmental risk, among them cement, petrochemicals, large dams, refineries, submarine and land tailing disposal, large steam power plants and nuclear reactors.[1:1] The framework has two levels, an operator level 3 and a managerial level 6. Certificates are issued by professional certification bodies after a competency test, remain valid for up to three years, and are subject to annual surveillance; businesses that do not employ certified workers face administrative sanctions.[5][6]
The regulation belongs to hazardous waste regulation in Indonesia, part of solid waste management law. CRPG's regulatory tracker published an analysis of it on 1 April 2026.[7]
According to its abstract in the JDIH BPK database, the regulation was issued on the basis of Pasal 9 ayat (1) of Perpres 8/2012 on the KKNI, under which the framework is applied in each sector or profession by the ministry or agency responsible for it. Its legal bases include PP 22/2021 on environmental protection and management and Permen LHK 15/2021.[4:1] The copy of the regulation held in the CRPG regulation vault begins at Pasal 1 and does not include the preamble.[3:1]
The regulation defines the KKNI as a framework of qualification levels that matches and integrates education, job training and work experience in order to recognise competence according to the job structure in each sector. It adopts the standard definitions of hazardous substances, hazardous waste and hazardous-waste management, the last covering reduction, storage, collection, transport, utilisation, treatment and landfilling (penimbunan), and defines dumping as the placing of waste in a particular environmental medium under set conditions.[1:2]
Pasal 2 obliges businesses in hazardous-waste management to employ workers certified as competent in the field. The businesses are of three kinds. Management services are those that store, collect, utilise, treat or landfill hazardous waste and hold a technical approval for it. Generators are covered where they hold a technical approval for storage, utilisation, treatment, landfilling or dumping of their waste.[1:3]
The third group consists of eleven kinds of activity treated as carrying a high environmental risk: the cement industry; petrochemicals; active pesticide ingredients; ammunition and explosives; dams and reservoirs at least 15 metres high or with a 200-hectare inundation area; oil and gas refineries, LPG and LNG plants and pipelines above set capacities, pressures or lengths; mineral extraction with submarine or land-based tailing placement; radioactive minerals; hydropower with a weir of at least 15 metres or 200 hectares of inundation; steam power plants with units of at least 1,000 megawatts; and nuclear power or non-power reactors of at least 2 megawatts.[1:4] Lampiran I states for each group and activity whether a level 3 or level 6 certificate is mandatory (wajib) or optional (pilihan).[8]
Pasal 4 applies the framework at level 3 and level 6, each described by its codification, level description, work attitude, work role, possible positions and packaging of competency units, as set out in Lampiran II.[2:1] Level 3 describes operators who carry out specified tasks in storage, collection, landfilling, dumping, remediation of contaminated land, treatment and utilisation, with possible positions ranging from storage and collection operators to incinerator operators and operators using hazardous waste as a substitute fuel or raw material for cement, bricks or ready-mix concrete; it requires at least seven competency units, three core and four elective.[9]
Level 6 is divided into two sub-fields. Sub-field A covers managers responsible for collection, dumping, utilisation, treatment and remediation of contaminated land, and requires at least nine units, seven core and at least two elective. Sub-field B covers managers of landfilling in final disposal facilities, injection wells and placement in former mining areas, and requires ten units, seven core and three elective.[9:1]
The formulation is used as a guide for competency-based training curricula, for certification, for human-resource development, and for recognising competence and equating qualifications. Training must be given by institutions accredited or quality-assured by the ministry's unit responsible for accrediting environmental and forestry training institutions.[2:2]
Certificates are obtained through a competency test conducted by a professional certification body (Lembaga Sertifikasi Profesi, LSP) that holds a licence from the National Professional Certification Agency and has registered its certification scheme with the environment ministry. A certificate is valid for at most three years and may be extended; LSPs must report certificates issued every month to the minister through the head of the ministry's agency for extension and human-resource development (the Kepala Badan), and must conduct surveillance of certificate holders once a year, whose results inform extension.[5:1]
The Kepala Badan guides and monitors the application of the framework, with periodic reviews at least once a year and ad hoc reviews on complaints from the public, test providers or certified workers; the results feed into review of the competency standard.[10] Pasal 13 subjects a business that does not employ certified workers to administrative sanctions under the applicable legislation, and Pasal 14 keeps certificates issued before the regulation valid until they expire.[6:1]
The general procedures for hazardous-waste management are set by Permen LHK 6/2021, under which an application for a technical approval for hazardous-waste management must include copies of the competency certificates of the workers concerned.[11] The CRPG post of April 2026 presented a three-year period for obtaining certification under Pasal 7; Pasal 7 ayat (2) sets the maximum validity of a certificate at three years and contains no deadline for obtaining one.[7:1][5:2]
