Peraturan Menteri Lingkungan Hidup dan Kehutanan 75/2019 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor P.75/MENLHK/SETJEN/KUM.1/10/2019 tentang Peta Jalan Pengurangan Sampah oleh Produsen) is the Indonesian ministerial regulation that sets a roadmap (peta jalan) for the reduction of waste by producers over the period 2020 to 2029. It was issued by the Minister of Environment and Forestry to implement Pasal 15 ayat (2) of PP 81/2012, which requires producers' shift to decomposable, recyclable and reusable materials and packaging to be phased over ten years through a roadmap set by the minister. It was signed on 18 October 2019 and promulgated and in force on 5 December 2019.[1][2] It is an instrument of extended producer responsibility in Indonesia within solid waste management law.
The roadmap is set to achieve a 30 per cent reduction of waste by producers compared with the quantity of waste generated in 2029. It applies to producers in manufacturing, in food and beverage services, and in retail, and targets products, packaging and containers made of plastic, aluminium cans, glass and paper that are hard to decompose, cannot be recycled or cannot be reused.[3] Producers must plan, implement, monitor, evaluate and report their reduction, submitting a planning document to the minister and reporting as part of their environmental permit or SPPL reporting.[4]
The annex sets product-level measures by sector and material, including prohibitions on certain single-use plastics that take effect on 1 January 2030.[5] The regulation provides for awards and published performance ratings as incentives and disincentives, and leaves sanctions to other legislation.[6] CRPG's regulatory tracker published an analysis of the regulation on 26 November 2025.[7]
UU 18/2008 on waste management, and PP 81/2012 which implements it for household and household-type waste, divide waste management into reduction and handling.[8] PP 81/2012 defines a producer as a business that makes goods using packaging, distributes imported packaged goods, or sells goods in containers that cannot or can hardly be decomposed by natural processes, and obliges producers to limit, recycle and reuse waste.[9] Its Pasal 15 requires that the move to such materials be made in stages over ten years through a roadmap, and that the environment minister set the roadmap in coordination with the minister for industry and after public consultation with producers. Permen LHK 75/2019 is that roadmap, and adopts the same definition of producer.[9:1][1:1]
Pasal 2 sets the period as 2020 to 2029 and the target as a 30 per cent reduction of waste by producers compared with the quantity of waste generated in 2029. Pasal 3 names three fields of business. Manufacturing covers the food and beverage industry, the consumer goods industry, and the cosmetics and personal-care industry. Food and beverage services cover eating houses, cafés, restaurants, catering services and hotels. Retail covers shopping centres, modern shops and traditional markets (pasar rakyat).[3:1]
Pasal 4 applies the reduction to products, packaging and containers that are hard to decompose by natural processes, cannot be recycled, or cannot be reused, and names four materials: plastic, aluminium cans, glass and paper.[3:2] Reduction is carried out by limiting waste generation, by recycling and by reuse. Recycling and reuse must be accompanied by the take-back of waste from products and packaging and by collection facilities that are protected from rain and heat, use closed and labelled containers, and are distinguished by material, shape or colour. For these facilities producers may cooperate with registered waste banks, with neighbourhood 3R processing sites (TPS 3R) or with recycling centres, and may engage licensed businesses for recycling and reuse.[10]
Pasal 9 requires producers to plan, implement, monitor, evaluate and report. The plan must name a person in charge, set a baseline of waste generation, fix reduction targets and deadlines, identify and quantify the products and packaging concerned, choose the reduction methods, and include a reduction trial and a communication plan. Targets may be set individually or jointly through the association of the business field. Products and packaging chosen as part of a reduction method must carry a label stating that they are compostable, recyclable or reusable, and producers must adjust their plans to any local government ban on particular products or packaging.[4:1] Planning for producers in commercial areas is coordinated by the area manager, and for franchisees required to hold only an SPPL (a statement of environmental management capacity) it may be coordinated by the parent company.[4:2]
The planning document goes to the minister through the director general, with a copy to the governor or regent or mayor, and becomes the basis for implementation. Producers monitor at least once every six months, evaluate the results against their targets, and revise the plan where they meet obstacles. They must prepare implementation reports, which form part of their environmental permit or SPPL reports, and which the minister, governors and regents or mayors use to verify national producer reduction, the reduction of product and packaging waste reaching landfills, and the recycling partners and collection facilities used.[4:3]
Lampiran I contains the roadmap table for 2020 to 2029 and lists, for each field of business and material, measures under three headings: limitation (R1), recycling (R2) and reuse (R3). For manufacturers these include minimum pack sizes for certain bottled products, embossed labels in place of plastic or printed labels, use of fully recyclable material or 50 per cent recycled content, and closed-loop or open-loop recycling.[5:1]
The annex sets several prohibitions effective 1 January 2030. For manufacturers it bans single-use products, packaging or containers of polyvinyl chloride and polystyrene, flexible plastic sachets under 50 millilitres or 50 grams, and plastic straws attached to beverage packaging. For food and beverage services it bans plastic bags and single-use eating and drinking utensils, including spoons, forks and straws. For retail it bans single-use plastic carrier bags. Until each prohibition takes effect, recycling of the materials concerned is mandatory.[5:2]
The minister supervises producer reduction, develops criteria for measuring recycling rates, minimum recycled content and packaging marking, coordinates and evaluates implementation, and develops incentive schemes; governors and regents or mayors supervise at least once a year, and the minister takes over supervision where they do not.[11] Pasal 21 directs the minister, governors and regents or mayors to apply sanctions to producers that do not reduce waste, in accordance with other legislation.[6:1]
Under Pasal 22 the incentives are awards and the publication of good performance ratings, and the disincentive is the publication of poor performance ratings, both through print or electronic media. Awards may go to associations, area managers and parent companies that oversee producers. The minister may also propose financial assistance for local governments' waste management through the minister of finance, assessed under the rules of the Adipura programme.[6:2] The costs of reduction are borne by producers.[12]
The regulation sits beneath PP 81/2012 and UU 18/2008 and runs alongside the national policy and strategy for household waste set by Perpres 97/2017, one of whose reduction strategies is the application of producers' obligations.[13] The CRPG post of November 2025 described the regulation as implementing a 2018 presidential regulation on marine debris; the regulation's preamble cites only Pasal 15 ayat (2) of PP 81/2012.[7:1][1:2]
