Peraturan Menteri Lingkungan Hidup dan Kehutanan 59/2016 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor P.59/Menlhk/Setjen/Kum.1/7/2016 tentang Baku Mutu Lindi bagi Usaha dan/atau Kegiatan Tempat Pemrosesan Akhir Sampah) is the Indonesian ministerial regulation that sets the quality standard for leachate (lindi) discharged from final waste-processing sites, the landfills known as tempat pemrosesan akhir (TPA). It was issued by the Minister of Environment and Forestry to implement Pasal 20 ayat (2) huruf b of UU 32/2009, signed on 12 July 2016 and promulgated and in force on 19 July 2016.[1][2] It belongs to the body of solid waste management law in Indonesia, alongside UU 18/2008 on waste management, which it cites as a legal basis.[1:1]
The regulation fixes national maximum concentrations for seven parameters in leachate released to a water source, and provides that the standard may not be exceeded at any time. Governors may set stricter regional standards after a scientific study, and the official issuing the environmental permit must write the applicable standard and the technical conditions for leachate management into the permit.[3] It places a list of operating obligations on the person responsible for a landfill, from watertight leachate channels to monthly laboratory testing and quarterly reports, and assigns inventory and supervision duties to regents and mayors.[4][5]
CRPG's regulatory tracker published an analysis of the regulation on 26 November 2025.[6]
The preamble records two grounds: UU 32/2009 requires the minister to regulate wastewater quality standards, and landfills produce leachate that can pollute the environment and must therefore be treated before release. The regulation defines leachate as the liquid formed when external water enters a waste deposit and dissolves and flushes out soluble material, including organic matter from biological decomposition, and defines the leachate quality standard as the limit on pollutants tolerated in leachate to be discharged into a water source from a landfill.[1:2]
Pasal 2 states the regulation's purpose as a reference for three audiences: governors setting leachate standards, officials issuing environmental permits, and landfill operators planning leachate treatment and preparing their environmental documents, the Amdal (environmental impact assessment) or the UKL-UPL (environmental management and monitoring efforts).[3:1]
Lampiran I sets the maximum levels. The pH must lie between 6 and 9; biochemical oxygen demand may not exceed 150 mg/L, chemical oxygen demand 300 mg/L, total suspended solids 100 mg/L and total nitrogen 60 mg/L; the two metals listed are mercury, at 0.005 mg/L, and cadmium, at 0.1 mg/L.[7] Pasal 3 provides that the standard may not be exceeded at any time (setiap saat tidak boleh terlampaui).[3:2] Lampiran II lists the parameters of groundwater quality to be monitored in the monitoring wells around a landfill, grouped as physical, chemical and microbiological parameters, without numeric limits.[7:1]
A governor may set a stricter regional leachate standard, but must first carry out a scientific study covering at least the best available technology, the characteristics of the environment (climatology, soil and geohydrology, and hydrology), the characteristics of the waste, and a recommendation for the new standard. Once set, the regional standard binds the permitting official unless an environmental document yields a still stricter one; where no regional standard exists, the official applies the national standard.[3:3]
In fixing the standard in an environmental permit, the official must consider the environmental document assessing the impact of the leachate discharge, the pollution load capacity and load allocation of the receiving water set by the minister, the characteristics of the discharged wastewater, the characteristics of the waste and its processing, and any regional standard. Where the load capacity has not been set, the official must use the calculation in the environmental document.[3:4]
Every landfill must hold an environmental permit, and a permit that does not yet address leachate management must be amended. Pasal 7 ayat (3) then lists the operator's obligations. They include routing all leachate to a treatment installation; using watertight treatment installations and channels so that no leachate seeps into the environment; separating leachate channels from rainwater drains; treating leachate to the standard without diluting it; fixing a compliance point with its coordinates and a flow meter there; building monitoring wells upstream and downstream of the site; recording the waste deposited daily; and monitoring flow and pH daily.[4:1]
The operator must have the leachate parameters tested at an accredited or registered laboratory at least once a month, sample groundwater from the monitoring wells every three months, and keep standard operating procedures and an emergency-response system. Daily flow and pH, the daily waste record, climate data and the laboratory results must be reported at least every three months to the regent or mayor, with copies to the governor and the minister, and pollution arising from abnormal conditions must be reported within 24 hours.[4:2]
Regents and mayors must inventory the waste generated in their area, the type and quantity of waste processed at landfills, and the processing and leachate-treatment technologies in use, and must supervise waste processing, leachate treatment and compliance with the standard; the results go to the governor with a copy to the minister. The minister and governors in turn guide and supervise regents and mayors in permitting and in applying the standard.[5:1] Final processing of household waste at landfills is itself a duty of district and municipal governments under PP 81/2012.[8]
