Peraturan Menteri Lingkungan Hidup dan Kehutanan 16/2019 is a regulation of the Indonesian Minister of Environment and Forestry, Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor P.16/MENLHK/SETJEN/KUM.1/4/2019 tentang Perubahan Kedua atas Peraturan Menteri Lingkungan Hidup Nomor 5 Tahun 2014 tentang Baku Mutu Air Limbah, the second amendment to Indonesia's general regulation on wastewater quality standards, which revises the effluent standards for the textile industry. It was signed on 9 April 2019 and took effect on its promulgation on 16 April 2019.[1] It forms part of the effluent-standard layer of wastewater regulation in Indonesia.

The amendment replaces the textile annex of Permen LH 5/2014 and inserts a transitional article giving textile plants already in operation staggered periods, of three months to one year, to meet the new limits for colour, suspended solids and oxygen demand, during which an interim standard applies.[2]

Background

The preamble states three grounds: the need to regulate wastewater quality standards in implementation of Pasal 20 ayat (2) huruf b and ayat (5) of UU 32/2009 on environmental protection and management; the potential of textile wastewater to pollute water, so that standards must be applied before discharge; and the finding that the textile standards in Permen LH 5/2014, as first amended by Permen LHK P.21/2018, no longer suited conditions in the field.[3] The amended regulation had been published in Berita Negara 2014 No. 1815 and the first amendment in Berita Negara 2018 No. 926.[3:1] CRPG's regulatory tracker published an analysis of the amendment on 26 November 2025.[4]

Provisions

The amendment is made in a single article, Pasal I, of two points.[2:1] The first inserts a new Pasal 16A between Pasal 16 and Pasal 17 of Permen LH 5/2014. Under it, textile businesses already operating with a wastewater flow above 100 cubic metres a day must meet the standard for chemical and biochemical oxygen demand (COD and BOD) within one year of the amendment's entry into force, and the standard for total suspended solids within six months; the same businesses must meet the standard for colour within three months. Until those periods run out, textile businesses must meet the interim standard in Lampiran I of the amending regulation.[5] The second point replaces Lampiran XLII of Permen LH 5/2014 with Lampiran II of the amending regulation.[2:2]

Relationship to other instruments

Textile plants discharging 1,000 cubic metres a day or more are also among the sectors obliged to operate continuous online wastewater monitoring under Permen LHK 93/2018, so that the textile limits set here are among those against which continuous monitoring data are checked.[6]
