Instruksi Presiden 1/2024 (Instruksi Presiden Nomor 1 Tahun 2024 tentang Percepatan Penyediaan Air Minum dan Layanan Pengelolaan Air Limbah Domestik) is an Indonesian presidential instruction on accelerating the provision of drinking water and domestic wastewater management services. It was issued by President Joko Widodo in Jakarta on 29 January 2024 and took effect on the day of issue.[1][2] The presidential instruction (instruksi presiden, Inpres) is addressed not to the public but to office-holders: six ministers, the head of the Finance and Development Supervisory Agency, and all governors, regents and mayors.[3]
The instruction ties the two services of drinking water supply and domestic wastewater management into a single programme: expansion of piped water networks, chiefly through house connections, and expansion of sewered and on-site sanitation services using faecal sludge treatment plants already built.[4] It divides the work between the planning ministry, which coordinates and selects activities, the public works ministry, which builds and hands over the infrastructure, and regional governments, which receive, operate and finance it.[5]
Among its instructions are two that reach beyond infrastructure: governors are to accelerate rules restricting the use of groundwater where piped water is available, and regents and mayors are to set charges or tariffs for wastewater services.[6][7] CRPG's regulatory tracker published two analyses of the instruction on 26 November 2025.[8][9]
The preamble links the acceleration to the fulfilment of the basic rights of the community, to improving public health with regard to waterborne disease, to reducing the prevalence of stunting and preventing it, and to reducing the rate at which the public abstracts groundwater. It frames the instruction as support for the targets of the 2020–2024 national medium-term development plan (RPJMN) and the Sustainable Development Goals.[10] The instruction was issued in the final year of that plan period, and the finance minister was directed to prepare a budget for the programme in 2024.[11]
All addressees are instructed to take coordinated and integrated steps, each within its own functions and authority, in five areas. The first is the acceleration itself: expansion of the piped drinking water supply system (Sistem Penyediaan Air Minum, SPAM) mainly through house connections (Sambungan Rumah) and the provision of raw water, and expansion of centralised (SPALD-T) and on-site (SPALD-S) domestic wastewater management services from existing faecal sludge treatment plants (Instalasi Pengolahan Lumpur Tinja, IPLT). The others are preparing technical and non-technical readiness, including budget, maintenance, regulation, institutions and community readiness; drawing up policies and programmes to sustain the services; monitoring, evaluating and reporting on implementation; and resolving obstacles.[4:1] The on-site systems covered by SPALD-S are described at septic tank regulation in Indonesia.
The Minister of National Development Planning coordinates the programme and, jointly with the Minister of Public Works and Housing, formulates readiness criteria, indicates locations, priorities and targets, verifies and assesses proposals and fixes the list of activities; the planning minister also issues implementation guidelines and reports to the President on the instruction's execution.[12] The public works minister sets technical criteria and budget ceilings, places each activity in the ministry's budget documents, carries out the works with the regional governments concerned, hands the results over to regional governments, and gives technical guidance on post-construction operation and maintenance.[13]
The Minister of Finance prepares the 2024 budget and, with the Minister of Home Affairs, facilitates the handover of completed assets to regional governments.[11:1] The home affairs minister explains the policy to regional governments, supervises them and their water and wastewater enterprises (BUMD), and guides regional internal auditors in reviewing lists of proposed beneficiaries.[14] The Minister of Health conducts communication on the benefits of piped water, triggers behaviour change to end open defecation, and guides and monitors regional drinking water quality surveillance.[15] The Minister of Environment and Forestry coordinates and carries out supervision of the effluent quality of domestic wastewater treatment plants (IPALD) and of IPLT; the national domestic effluent standard in force at the time was Permen LHK 68/2016.[16][17] The head of the Finance and Development Supervisory Agency (Badan Pengawasan Keuangan dan Pembangunan, BPKP) conducts internal oversight of financial accountability and cross-sectoral risk management.[18]
Governors guide and facilitate districts and municipalities, accelerate regulation restricting the use of groundwater, particularly in areas already served by piped drinking water, and ensure that water supply systems meet environmental health quality standards up to the household.[6:1] The first of those duties connects the instruction to groundwater regulation in Indonesia.
Regents and mayors prepare readiness documents and permits, provide budget and land ready for construction, and draw up waiting lists of prospective customers reviewed by internal auditors. They receive, operate and maintain the piped networks and SPALD handed over by the public works ministry; strengthen the operators of wastewater services, whether a regional technical unit (UPTD), a regional public service agency (BLUD) or a BUMD, and encourage the integration of wastewater services with drinking water; set retribution or tariffs for wastewater services; prepare performance improvement plans for water utilities; supervise effluent quality; and mitigate social risks before activities are proposed.[7:1]
The instruction provides that its implementation is funded from the state budget, regional budgets and other lawful, non-binding sources, and that it takes effect on the date of issue.[1:1] It does not amend any regulation and contains no sanctions; the obligations it records, such as the setting of wastewater tariffs, are expressed as instructions to office-holders "in accordance with the provisions of legislation".[7:2][1:2]
