Peraturan Menteri Lingkungan Hidup 19/2010 (Peraturan Menteri Negara Lingkungan Hidup Nomor 19 Tahun 2010 tentang Baku Mutu Air Limbah bagi Usaha dan/atau Kegiatan Minyak dan Gas serta Panas Bumi) is an Indonesian ministerial regulation that sets effluent quality standards for oil, gas and geothermal activities. It was signed by the State Minister of Environment and promulgated on 30 November 2010, taking effect on promulgation.[1] It was issued to implement Pasal 20 of Undang-Undang 32/2009 on environmental protection and management, and it replaced a 2007 regulation on the same subject.[2][3]

The regulation covers five groups of activity: exploration and production of oil and gas, offshore and onshore; exploration and production of geothermal energy; oil refining; integrated LNG and LPG refining; and oil installations, depots and terminals, each with its own annex of limits.[4][5] It sits within the sectoral standards described at wastewater and sanitation regulation in Indonesia and at mining and energy regulation in Indonesia.

Its provisions on domestic and sanitary wastewater from offshore facilities were revoked by Permen LH 11/2025 with effect from 9 September 2025.[6][7] CRPG's regulatory tracker published an analysis of the regulation on 26 November 2025.[8]

Scope and structure

Pasal 1 defines the regulated sector as activities in oil, gas or geothermal energy, including oil and gas exploration and production on and off shore, geothermal exploration and production, oil refining, LNG and LPG refining, and oil installations, depots and terminals. It also defines produced water (air terproduksi), the brine brought up from hydrocarbon-bearing strata, or the steam condensate in geothermal activity, including formation water, injection water and added chemicals.[4:1] Pasal 2 assigns each group an annex. For all groups except refining, the standard is a limit on concentration; for oil refining it limits both concentration and pollution load.[5:1][9]

Where an onshore oil and gas facility produces water with a produced-water content above 90 per cent and discharges it to the sea, the standard for that produced water is set by the minister through the permit for discharge to the sea.[5:2]

Effluent limits

Lampiran I divides oil and gas exploration and production into offshore facilities, onshore facilities planned before 1996, and onshore facilities planned after 1996. Offshore, produced water is limited to 50 mg/L of oil and grease, deck drainage may contain no free oil, and domestic wastewater no floating matter or foam; sanitary wastewater is limited to 2 mg/L of residual chlorine.[10] For onshore facilities the produced-water limits are graded by age.[10:1]

Produced water, onshore Planned before 1996 Planned after 1996
COD 300 mg/L 200 mg/L
Oil and grease 25 mg/L 25 mg/L
Dissolved sulphide (as H₂S) 1 mg/L 0.5 mg/L
Ammonia (as NH₃-N) 10 mg/L 5 mg/L
Total phenol 2 mg/L 2 mg/L
Temperature 45 °C 40 °C

Both classes also carry a pH range of 6 to 9 and a total dissolved solids limit of 4,000 mg/L that does not apply when produced water is discharged to the sea, and onshore drainage water is limited to 15 mg/L of oil and grease and 110 mg/L of total organic carbon.[10:2]

For geothermal produced water, Lampiran II sets 1 mg/L of dissolved sulphide, 10 mg/L of ammonia, 0.005 mg/L of total mercury, 0.5 mg/L of total arsenic, a temperature of 45 °C and a pH of 6 to 9.[11] Lampiran III sets limits for oil refinery process wastewater both as concentrations and as loads per cubic metre of crude processed, together with a ceiling of 1,000 cubic metres of wastewater per 1,000 cubic metres of crude.[12] Lampiran IV, for integrated LNG and LPG refining, limits process wastewater to 25 mg/L of oil and grease and 2 mg/L of residual chlorine, and Lampiran V limits the effluent of oil installations, depots and terminals to 25 mg/L of oil and grease and 110 mg/L of total organic carbon.[13]

Obligations and stricter standards

Pasal 4 obliges those responsible for the activities to comply with the annexed standards. Under Pasal 10 they must manage their wastewater so that it does not exceed the standard, test the parameters at an accredited laboratory at least once a month, prepare procedures for abnormal and emergency conditions, and report abnormal conditions within 48 hours and emergencies within 24 hours to the regent or mayor, the governor, the minister and the technical agency. Refineries must in addition install a flow meter, record daily flows and report at least every three months.[14]

The annexed standards may be made stricter at several levels. A governor may add parameters with the minister's approval, which must be given or refused within four months; a province may set stricter standards by regional regulation; and a stricter standard required by an environmental impact assessment or by a study of the effects of discharge prevails. Whichever standard applies must be written into the wastewater discharge permit.[15] Standards set before 2010 that were stricter remained in force, and looser ones had to be brought into line within one year.[16]

Later changes

Permen LH 11/2025, in Pasal 14 huruf b, revoked the provisions on domestic wastewater in Lampiran I huruf A angka 3 and on sanitary wastewater in Lampiran I huruf A angka 4, that is the offshore limits on floating matter and residual chlorine for those two streams.[6:1] The discharge permit procedures to which the regulation refers were replaced in 2021 by the technical approval and operational worthiness letter regime of Permen LHK 5/2021, which revoked, among other instruments, the 2006 regulation on discharge of wastewater to the sea and the 2007 regulation on the injection of wastewater from upstream oil, gas and geothermal activities.[17]
