The climate change bill of Indonesia (Rancangan Undang-Undang tentang Pengelolaan Perubahan Iklim, the climate change management bill) is a bill of the Dewan Perwakilan Rakyat (DPR), Indonesia's House of Representatives, on the management of climate change. DPR's legislative information system, SIMASLEG, records it under id 757 as a DPR proposal, placed on the priority National Legislation Programme (Prolegnas) for 2025 on 19 November 2024, and under harmonisation by the DPR's legislation body, the Badan Legislasi, in January and February 2026.[1] It is part of the field described at carbon trading and climate regulation in Indonesia, in which carbon pricing and emission control are governed by a presidential regulation, Peraturan Presiden 110/2025, issued under UU 32/2009 on environmental protection and management.[2]
The SIMASLEG record gives the bill's title as four alternatives separated by slashes: a bill on climate change management, a bill on climate change (twice), and a bill on climate justice (Keadilan Iklim).[1:1] As of the record retrieved on 26 September 2026, the bill stood at the second of the five constitutional stages of law-making, penyusunan (drafting), and the record showed no later entry than a meeting of the Badan Legislasi on 4 February 2026.[1:2][3]
CRPG, which publishes this encyclopedia, published a policy brief in September 2025 setting out proposals for a climate law, which it described as input to the draft under study in the DPR; its website reported the brief in November 2025.[4]
Under UU 12/2011 on the making of legislation, the making of a law passes through five stages: planning, drafting, deliberation, approval or enactment, and promulgation.[3:1] The Prolegnas is the planning instrument; it is set for the medium term and, each year, as a priority list prepared by the DPR and the government.[5] The SIMASLEG record's first entry, dated 19 November 2024, states that the bill was set in accordance with the list of bills in the priority Prolegnas for 2025.[1:3]
The next two entries fall in the drafting stage and concern harmonisation. For a bill originating in the DPR, the harmonisation, rounding and consolidation of its conception are coordinated by the DPR body responsible for legislation, which is the Badan Legislasi.[6] On 15 January 2026 a plenary meeting of the Badan Legislasi, held in its meeting room, heard the proposer's explanation of the harmonisation request, given by the faction of the National Mandate Party (PAN). On 4 February 2026 a meeting of the Badan Legislasi received the expert team's presentation of its study of the harmonisation, rounding and consolidation of the bill's conception.[1:4] The record lists a short report (laporan singkat) and minutes (risalah) for each of the two meetings, and a supporting document for the Prolegnas entry; their links did not resolve when the record was collected.[1:5]
The record held by CRPG shows no decision of a DPR plenary sitting adopting the bill as a DPR initiative, no letter from the DPR leadership transmitting it to the President, who then assigns ministers to deliberate it with the DPR, and no list of issues (Daftar Inventarisasi Masalah), which for a DPR bill is submitted by the President.[1:6][7][8] SIMASLEG also holds an earlier entry, id 573, under the title RUU tentang Pengelolaan Perubahan Iklim, proposed by the DPR and associated with the Prolegnas for 2022, with no dated track-record entries.[9]
CRPG Policy Brief No. 01/2025, Facing Climate Disasters: Indonesia's Critical Need for a Climate Law, dated 14 September 2025 and supported by the Westminster Foundation for Democracy, was described by CRPG as its input to a draft climate law under study in the DPR. According to CRPG's report of it, the brief proposed three paths: a specific law on climate change management, the gradual integration of adaptation and mitigation into sectoral laws, and fuller use of the DPR's oversight and budget functions.[4:1]
The brief, as reported, set out seven principles for the law, among them stringent due diligence, climate and intergenerational justice, the integration of indigenous knowledge with science, and adaptive management. Its recommendations included binding greenhouse gas reduction targets aligned with the medium-term development planning cycle and barred from regression; an integrated climate change management plan running from national to district level; a National Climate Authority under and responsible to the President, with an expert council and an executive unit, recommendation powers and a national climate fund; and five-year national carbon budgets allocated by sector.[4:2] It also proposed climate-risk disclosure for large companies and financial institutions on the model of the Task Force on Climate-related Financial Disclosures, a legal framework for people displaced by climate change, rights of access to information, participation and justice including standing on behalf of future generations, support for a just transition, and a harmonisation period in which the climate law would prevail over conflicting sectoral law on climate matters.[4:3]
The carbon pricing and emission control rules in force when the bill was under harmonisation were set by Perpres 110/2025, signed on 10 October 2025, which cites UU 32/2009 among its legal bases and replaced Perpres 98/2021.[2:1] The CRPG brief, as reported, proposed that the law adopt the carbon pricing mechanisms of the existing presidential regulation, including carbon trading, results-based payment and carbon levies.[4:4] Carbon exchange rules are made by the Financial Services Authority (Otoritas Jasa Keuangan), whose carbon exchange regulation was amended in 2026 by POJK 10/2026 to align it with Perpres 110/2025.[10]
