Peraturan Menteri Lingkungan Hidup dan Kehutanan 10/2022 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 10 Tahun 2022 tentang Penyusunan Rencana Umum Rehabilitasi Hutan dan Lahan Daerah Aliran Sungai dan Rencana Tahunan Rehabilitasi Hutan dan Lahan) is an Indonesian ministerial regulation that sets how the government plans the rehabilitation of forest and land, through a ten-year general plan for each watershed and annual plans drawn from it. It was signed by the Minister of Environment and Forestry on 12 July 2022 and took effect on its promulgation on 22 July 2022.[1] It was issued to implement Pasal 16 ayat (7) and Pasal 18 of Government Regulation 26/2020 on forest rehabilitation and reclamation, and belongs to forestry and land use regulation in Indonesia.[2]

The general plan, the Rencana Umum RHL DAS (RURHL-DAS), is an indicative ten-year plan built on the biophysical, social, economic and cultural conditions of a watershed, prepared under the minister and set by the director general in the minister's name.[3][4][5] The annual plans, prepared one year before the work, come in two kinds: one for rehabilitation inside the forest estate, set by the minister, a regional head or the holder of a right or permit over the area, and one for rehabilitation outside it, set by the governor.[6] Because the plans treat the watershed as the planning unit and must include the development of water resources, the regulation is also part of the water resources law of Indonesia.[7][8]

The regulation consolidated three earlier forestry planning rules, which it revoked: the 2009 rule on technical watershed rehabilitation plans, the 2010 rule on rehabilitation management plans and the 2010 rule on annual plans.[9] CRPG's regulatory tracker published three analyses of it on 26 November 2025.[10][11][12]

Background

Law 41/1999 on forestry describes forest and land rehabilitation as the restoration, maintenance and improvement of the functions of forest and land so that their carrying capacity, productivity and role in supporting life are sustained, and lists reforestation, greening, maintenance, enrichment planting and soil conservation among its activities.[13] Permen LHK 10/2022 adopts a matching definition of rehabilitasi hutan dan lahan (RHL).[3:1] Its preamble cites Government Regulation 26/2020 on forest rehabilitation and reclamation, which left the preparation of the general and annual plans to a ministerial regulation.[2:1]

Before 2022, rehabilitation planning ran through a chain of three instruments of the Ministry of Forestry. A technical plan for each watershed was prepared under Regulation P.32/Menhut-II/2009; a five-year management plan for each district and forest management area was prepared under Regulation P.37/Menhut-V/2010; and annual plans were prepared under Regulation P.38/Menhut-V/2010. Pasal 40 revoked all three, replacing the chain with a ten-year general plan and annual plans.[9:1]

The general watershed plan

Scope and sources

The minister prepares and sets the RURHL-DAS, and may coordinate through the director general with the ministries responsible for agrarian affairs and spatial planning, marine affairs and fisheries, energy and mineral resources, public works and housing, and home affairs.[4:1] The plan must refer to the national forestry plan, the watershed management plan, the water resources management plan, the spatial plan, and maps of critical land, national mangrove cover, groundwater basins and land cover; it must also take account of maps of flood and landslide hazard, peat damage and the condition of water recharge areas.[7:1] It is drawn up for a watershed ecosystem unit or watershed region, runs for ten years, may be reviewed every five years, and applies to land, mangrove and coastal-border, and peat ecosystems.[4:2]

Preparation

The plan is prepared in five stages: forming a team, collecting data, analysis, drafting and assessment. The drafting team, led by the head of the regional watershed management office (Balai), includes the forest area managers, the provincial forestry agency and the district or city grand forest park units, and may include universities or a watershed forum.[14] The team collects biophysical data (location and area, climate, soils, topography, land cover, springs, lakes and reservoirs), social, economic and cultural data (including population density, farming households, local wisdom, incentive systems and social conflict) and institutional data, drawing on satellite imagery, thematic geospatial information and field surveys.[15] Spatial analysis harmonises map projections, builds rehabilitation target mapping units (satuan pemetaan sasaran, SPS RHL) of land with similar degradation, and overlays the maps; the resulting initial recommendation is checked in the field before the final recommendation is fixed.[3:2][16]

Content

A plan must contain at least six elements: a plan for restoring forest and land, the pattern of rehabilitation activities, erosion and sedimentation control, water resources development, institutions, and monitoring and evaluation.[8:1] Planting inside the forest estate is reforestation (reboisasi), including ecosystem restoration in conservation areas; planting outside it is greening (penghijauan), through privately owned forest, environmental greening or urban forest. Reforestation may be intensive or agroforestry, and greening may be agroforestry or pure stands.[17]

Erosion and sedimentation are controlled by civil-engineering, vegetative or chemical soil conservation techniques. The civil works include check dams, retaining dams, infiltration wells, biopores, gully control, eco-hydraulic works, rainwater harvesting and retention ponds, as well as terraces and drains; the vegetative techniques include grass strips, alley cropping and riverbank planting; and the chemical techniques use lime, dolomite or bitumen as soil ameliorants.[18] Water resources development protects springs and the catchments of lakes in land ecosystems, and regulates inundation in peat ecosystems.[19]

Evaluation and adoption

Monitoring gathers data on the physical progress of planting and soil conservation works and on problems met. Output evaluation, which assesses planted area, species, survival and the condition of conservation structures, is carried out every year; outcome evaluation every five years and impact evaluation every ten years, both measuring erosion, sedimentation and land cover.[20] The draft is assessed by a team drawn from the directorates general responsible for watersheds and rehabilitation, forest area consolidation, conservation, sustainable forest management and pollution control; if it complies, the director general sets it in the minister's name. Technical guidance is in Lampiran I.[21]

Annual plans

The annual plan (rencana tahunan, RTnRHL) has two parts: the annual forest rehabilitation plan (RTnRH) for land inside the forest estate and the annual land rehabilitation plan (RTnRL) for land outside it. Each covers one year, follows the general plan, and is set one year before the work begins.[6:1] The RTnRH is set by the minister for conservation, protection and production forest not subject to a right or approval; by the governor, regent or mayor for grand forest parks; and by the holder of a management right, forest utilisation business permit, social forestry approval, forest area use approval or forest area release approval for the area it holds. The RTnRL is set by the governor.[6:2]

Location analysis ranks the targets. On land, critical land in a critical recharge area prone to disaster comes first; in mangroves, open land, accreted land and abraded areas come before sparse mangrove, ponds and moderate mangrove; on coasts, areas prone to abrasion come first; and in peat, the priority is heavily or very heavily damaged mature or semi-mature shallow peat.[22] Targets for the area to be rehabilitated must take account of national and regional development policy and the available budget.[23] After field checks, the plan sets out the activities, their location by watershed, administrative area, forest function and mapping unit, the volume of planting and structures, the costs and funding sources, and the schedule, in the format of Lampiran II.[24] Plans are assessed against the general plan by the forest rehabilitation directorate or the head of the Balai before adoption.[25] The same procedure applies to holders of rights and permits, under the supervision of the director general.[26]

Reception

The regulation's text does not mention carbon. Of the three posts CRPG's tracker published on it on 26 November 2025, two treated it as rehabilitation planning guidance, while the third presented it within a series on carbon and climate regulation, as an instrument for enhancing carbon sinks.[10:1][11:1][12:1]
