Undang-Undang 59/2024 (Undang-Undang Nomor 59 Tahun 2024 tentang Rencana Pembangunan Jangka Panjang Nasional Tahun 2025-2045) is the Indonesian statute that enacts the national long-term development plan (Rencana Pembangunan Jangka Panjang Nasional, RPJP Nasional or RPJPN) for the twenty years from 2025 to 2045. It was passed with the joint approval of the House of Representatives and the President, signed by President Joko Widodo and promulgated on 13 September 2024 as Lembaran Negara 2024 No. 194, and took effect on promulgation.[1][2] It succeeds the plan for 2005-2025 enacted by Undang-Undang 17/2007, whose period ended in December 2024, and it belongs to the body of planning and governance law surveyed at public administration in Indonesia.[3]

The statute itself has 21 articles in six chapters; the plan is carried in its annex (Lampiran), which the law makes an integral part of it.[4][5] The plan states a vision of an "Indonesia Emas 2045", a united, sovereign, advanced and sustainable unitary state, measured by five vision targets and pursued through eight development missions, seventeen development directions and forty-five main development indicators.[3:1][5:1]

The law makes the plan the legal basis of the five-year national medium-term development plans, which are set by presidential regulation within three months of each presidential inauguration, and requires regional long-term and medium-term plans to be aligned with it.[6] It also makes the plan the guide for new legislation, for the platforms of candidates for president and for regional head, and for sectoral master plans and road maps, and it provides for control, evaluation and review of the plan, with changes to the annex made by presidential regulation after consultation with the House.[7][8] CRPG's regulatory tracker published an analysis of the law on 26 November 2025.[9]

Background

The preamble derives the plan from the vision and mission of the state set out in the Preamble to the 1945 Constitution, and records that the period of the 2005-2025 plan in Undang-Undang 17/2007 would end in December 2024, so that a new plan was needed. It also says the plan is needed as the basis for the vision, mission and programmes of candidates in presidential and regional head elections.[3:2] The law cites among its bases Undang-Undang 25/2004 on the National Development Planning System.[3:3]

The elucidation (Penjelasan) gives the ending of the previous plan and the simultaneous regional head elections of 2024 as the reasons for the law's urgency. It describes the plan as drawn up with regard to expected rapid change in global demography, geopolitics, technology, urbanisation, trade, finance, competition for natural resources, climate change and the use of outer space, and as integrating the seventeen Sustainable Development Goals.[4:1]

Structure of the plan

Pasal 2 divides development planning into national planning, expressed in the long-term plan, the medium-term plan (RPJM Nasional), the annual government work plan (Rencana Kerja Pemerintah, RKP) and the five-year and annual plans of ministries and agencies, and regional planning, expressed in the regional long-term, medium-term and annual plans.[10] The long-term plan is defined as the legal basis of national development planning for the twenty years from 2025 to 2045.[10:1]

Under Pasal 5 the vision is measured by five targets: per capita income equal to that of developed countries; falling poverty and inequality; greater international leadership and influence; greater competitiveness of human resources; and falling greenhouse-gas emission intensity towards net zero emissions. The stages by which they are to be reached are set in the medium-term plans and annual work plans, which bind all government development actors.[5:2] Pasal 7 lists the eight missions: social transformation, economic transformation, governance transformation, rule of law, stability and Indonesian leadership, socio-cultural and ecological resilience, equitable regional development, quality and environmentally friendly infrastructure, and continuity of development. Their elaboration is to be set out in a detailed long-term planning document governed by a government regulation.[5:3]

Targets and stages in the annex

The annex has six chapters: a review of two decades of development, megatrends and climate change, the Indonesia Emas 2045 vision and its targets, the transformations, regional development and infrastructure, and the rules for implementation and financing.[5:4] It puts figures on the five targets: per capita income of about 23,000 to 30,300 United States dollars and a place among the five largest economies; poverty of 0.5 to 0.8 per cent and a Gini ratio of 0.290 to 0.320; a place among the top fifteen of the Global Power Index; a Human Capital Index of 0.73; and a fall in greenhouse-gas emission intensity, measured against 2010, expressed as 93.5 per cent by 2045, with an environmental quality index of 83.00.[11] The emissions target places the plan within the field described at carbon trading and climate regulation in Indonesia.

The annex divides the twenty years into four stages: strengthening of transformation (2025-2029), with projected economic growth of 5.6 to 6.1 per cent a year; acceleration of transformation (2030-2034), at 6.9 to 7.8 per cent; global expansion (2035-2039), at 6.4 to 7.6 per cent; and the realisation of Indonesia Emas (2040-2045), at 5.4 to 6.7 per cent. It also sets twenty super-priority transformative efforts, which it calls game changers.[12]

Pasal 8 makes the long-term plan the legal basis for the national medium-term plan, which is set by presidential regulation no later than three months after the inauguration of the elected president and vice-president, in four periods: 2025-2029, 2030-2034, 2035-2039 and 2040-2044. The medium-term plan in turn is the legal basis for the strategic plans of ministries and agencies and for the annual work plan, which is set by presidential regulation and guides the preparation of the state budget.[6:1] To keep development continuous, a president in the last year of office must prepare the work plan for the first year of the successor's term on the basis of the long-term plan.[6:2]

Regional long-term plans must be aligned with and based on the national plan and on spatial plans, and regional medium-term and annual plans on the national medium-term plan, the national work plan and national strategic programmes. The central government facilitates and coordinates provincial plans, provinces coordinate with the central government and districts and cities with the governor, and regional heads and members of regional legislatures who do not prepare their long-term plans in accordance with the prescribed procedure are liable to sanctions.[6:3]

Guidance for legislation, candidates and sectoral plans

The plan is the guide for the making, monitoring and review of legislation.[7:1] It is also the guide for the vision, mission and programme that pairs of candidates for president and vice-president, and for governor, regent and mayor, submit as part of their nomination requirements, campaign material and debates, a link with the rules described at elections and political parties in Indonesia.[7:2] Master plans, national strategies, road maps and similar documents that elaborate long-term and medium-term planning must be guided by it.[7:3]

Implementation, control and review

The plan is implemented by the central and regional governments with the involvement of agencies, businesses, the public and other stakeholders. The central and regional governments control and evaluate its implementation through risk management of national development, feasibility studies and an integrated data and information system, and the results are used to grant incentives or impose disincentives on ministries, agencies and regional governments.[8:1] The central government uses the results to review the plan; where a review requires a change to the annex, the change is made by presidential regulation after consultation with the House of Representatives.[8:2] The central and regional governments must disseminate the plan by electronic or non-electronic means.[8:3]

Transitional and closing provisions

Pasal 19 keeps the medium-term plan for 2020-2024 and the work plan for 2024 in force until the end of their periods, and keeps existing master plans, national strategies and road maps in force in so far as they do not conflict with the law. If the periods of presidential or regional head elections change, the periods of planning documents at every level must follow them while remaining guided by the long-term plan.[13] Implementing regulations must be issued within one year of promulgation, and the monitoring and review of the law is carried out by the House of Representatives, the Regional Representative Council and the central government.[13:1]

Implementation

The first medium-term plan under the law, for 2025-2029, was set by Peraturan Presiden 12/2025, whose preamble cites Pasal 8 ayat (2) of the law.[2:1] Sectoral regulations also refer to the long-term plan: the toll-road regulation Peraturan Pemerintah 23/2024, issued four months earlier, requires the national long-term development plan to be taken into account in toll-road planning policy.[14]
