Peraturan Menteri Lingkungan Hidup dan Kehutanan 15/2019 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor P.15/MENLHK/SETJEN/KUM.1/4/2019 tentang Baku Mutu Emisi Pembangkit Listrik Tenaga Termal) is an Indonesian ministerial regulation that sets the air emission standards for thermal power plants and the obligations of their operators to monitor and report emissions. It was signed by the Minister of Environment and Forestry on 5 April 2019 and took effect on its promulgation on 23 April 2019, as Berita Negara 2019 No. 455.[1][2] It belongs to the body of rules described at mining and energy regulation in Indonesia.

The regulation covers nine kinds of thermal power plant, from coal-fired steam plants to plants fuelled by biomass or household waste, and applies its standards to both the production process and the auxiliary engines that support it.[3] It requires continuous emission monitoring systems (CEMS) at larger plants and periodic manual monitoring elsewhere, sets the rules for calculating emission loads, greenhouse gas loads and combustion performance, and requires the results to be reported to the official who issued the plant's environmental permit.[4][5][6][7]

Operators must also manage monitoring data, fugitive emissions and emergencies, and coal-fired plants already in operation were given three years to install CEMS and meet the standards for mercury and carbon dioxide.[8][9]

Scope

Pasal 1 defines a thermal power plant (Pembangkit Listrik Tenaga Termal) as an activity producing electricity from solid, liquid or gaseous fuel, a mixture of them, or geothermal steam.[3:1] Pasal 2 lists the nine kinds covered: steam power plants (PLTU), gas turbine plants (PLTG), combined-cycle plants (PLTGU), diesel plants (PLTD), gas engine plants (PLTMG), geothermal plants (PLTP), biomass plants (PLTBm), waste power plants (PLTSa), which the regulation defines as generating electricity from household waste and waste similar to household waste, and mixed-fuel plants.[3:2]

Under Pasal 3, every operator must meet the emission standard (baku mutu emisi), defined as the maximum concentration and/or maximum load of emissions that may be released into ambient air. The standards apply to all sources of emissions from the production process, set in Lampiran I to VIII, and from the operation of auxiliary engines, set in Lampiran IX.[3:3] The numerical limits in those annexes are not reproduced in the copy held by the CRPG regulation vault.[3:4]

Monitoring

Monitoring proceeds in four stages: a monitoring plan, the monitoring itself, the calculation of emission loads and combustion performance, and a monitoring report (Pasal 5). The plan identifies, names and codes every source of emissions, and must be prepared by an air pollution control officer holding a certificate of competence. Its main parameters include particulates, nitrogen oxides, sulphur dioxide, carbon monoxide, mercury, hydrogen chloride, hydrogen sulphide, hydrogen fluoride and ammonia, and its supporting parameters carbon dioxide, oxygen, temperature and flow rate.[10]

Continuous monitoring by CEMS is required under Pasal 9 at all sources in gas engine plants of 15 megawatts or more, and in PLTU, PLTG, PLTGU, PLTD, PLTBm and PLTSa plants of 25 megawatts or more, or below 25 megawatts where they run continuously on fuel with a sulphur content above two per cent. The CEMS must measure every parameter of the applicable standard, oxygen and flow rate, and at coal-fired sources also mercury and carbon dioxide.[4:1] Continuous data are valid where a daily average rests on at least 75 per cent of the hourly readings, and a plant complies where its daily averages over three months do not exceed the standard; in abnormal conditions, namely a failure of third-party power supply, start-up, shutdown or testing, or a fault in pollution control equipment, up to five per cent of the daily averages in a reporting period may exceed it.[11] Where a CEMS is out of service for three months to a year, the operator must monitor manually at least once every three months and keep its own records until the system works again.[11:1]

Other sources, and auxiliary engines, are monitored manually: production sources at least once every six months, and auxiliary engines once a year at 500 kilowatts to 3 megawatts and once every six months above 3 megawatts. Engines below 76.4 kilowatts, engines running under 1,000 hours a year, those used for emergencies or maintenance for no more than 200 hours a year, and those driving cranes and welding equipment are exempt. Manual sampling of particulates and flow rate must be isokinetic, and must follow national standard (SNI) methods and be done by a laboratory registered with the minister.[12]

Emission loads and combustion performance

Emission loads are calculated for the main parameters of each plant's standard and for the greenhouse gases carbon dioxide, nitrous oxide and methane, the last two by calculation; the methods are set in Lampiran XV.[6:1] Combustion performance is calculated from measurements of carbon dioxide and carbon monoxide under Lampiran XVI.[6:2] The greenhouse gas parameters connect the regulation to the rules described at carbon trading and climate regulation in Indonesia.

Reporting

The monitoring report under Pasal 19 covers the monitoring results, emission loads and combustion performance. It is prepared once a year for the monitoring plan, every three months for CEMS results and for manual results while a CEMS is out of service, and every six months for other manual results.[6:3] Pasal 20 requires the reports to be submitted to the official who issued the environmental permit (izin lingkungan), with a copy to the minister where a governor, regent or mayor issued it, and allows the data to be submitted electronically.[7:1] Environmental permits were later folded into the environmental approval described at environmental approval in Indonesia, with existing permits kept in force by PP 22/2021.[13]

Operational duties and emergencies

Operators must also manage monitoring data and information, fugitive emissions, stack lifts and emergencies (Pasal 21). Records of calibration, maintenance and abnormal conditions, including the cause, community complaints and the response within 3 × 24 hours, must be kept for at least five years.[8:1] Fugitive emissions are managed through housekeeping, maintenance, standard operating procedures and records, as part of occupational safety and health.[8:2] For emergencies, the operator must have an organisation, procedures, a response plan and communication equipment, and must report an emergency to the minister, governor and regent or mayor within 24 hours, with weekly progress reports and a full report within five working days of the last progress report.[8:3]

Transition

Pasal 26 gave operators of coal-fired thermal plants operating before the regulation took effect three years to install CEMS and meet the standards for mercury and carbon dioxide, and gave all operators of thermal plants two years to integrate their monitoring results into the online continuous emission reporting system.[9:1] Ash from the thermal treatment of household waste is governed separately by Permen LHK 26/2020.[14]

CRPG's regulatory tracker published an analysis of the regulation on 26 November 2025.[15]
