Peraturan Menteri Lingkungan Hidup dan Kehutanan 27/2021 (Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 27 Tahun 2021 tentang Indeks Kualitas Lingkungan Hidup) was an Indonesian ministerial regulation on the environmental quality index (Indeks Kualitas Lingkungan Hidup, IKLH), a composite measure of environmental conditions. It was signed by the Minister of Environment and Forestry on 16 December 2021 and promulgated on 27 December 2021 in Berita Negara 2021 No. 1426, and was issued to implement Pasal 489 huruf b of Peraturan Pemerintah 22/2021.[1][2][3]
The regulation governed how the index is calculated, in stages of planning, implementation and publication, and how its results are presented as a set of sub-indices.[2:1] It was revoked in September 2025 by a regulation of the Minister of Environment on the status and condition of the environment.[1:1][4] CRPG's regulatory tracker published three analyses of the regulation in November 2025, after its revocation, one of them in a series on carbon trading and climate regulation in Indonesia.[5][6][7]
Undang-Undang 32/2009 on environmental protection and management is among the legal bases the regulation cites, together with Peraturan Pemerintah 22/2021, which implements that law. Pasal 489 of the government regulation leaves further rules on four environmental information instruments to a ministerial regulation, one of them being the environmental quality index.[2:2][3:1] Before 2021 the index had been dealt with in Peraturan Menteri Lingkungan Hidup dan Kehutanan P.78/2016 on the ministry's key performance indicators; according to the abstract of Permen LHK 27/2021, the new regulation revoked the provisions of that instrument concerning the index.[2:3] The JDIH BPK database records Permen LHK 27/2021 as revoking P.78/2016.[1:2] The ministry's 2020-2024 strategic plan, Permen LHK 16/2020, had also been issued to replace P.78/2016.[8]
According to the official abstract, the index is calculated in three stages: planning, implementation and publication. The results are expressed as an index made up of indices for water quality, air quality, sea water quality, land cover, peat ecosystems and land.[2:4] The instrument runs to 82 pages, of which 58 are its annex.[2:5]
Peraturan Menteri Lingkungan Hidup/Badan Pengendalian Lingkungan Hidup Nomor 14 Tahun 2025 on the status and condition of the environment and the response to environmental change was signed on 4 September 2025 and promulgated and in force on 9 September 2025, in Berita Negara 2025 No. 681. The JDIH BPK database records that it revoked Permen LHK 27/2021.[4:1][1:3]
