Peraturan Badan Pengawas Obat dan Makanan 10/2026 (Peraturan Badan Pengawas Obat dan Makanan Nomor 10 Tahun 2026 tentang Informasi Nilai Gizi pada Label Pangan Olahan) is a regulation of Indonesia's Food and Drug Authority (Badan Pengawas Obat dan Makanan, BPOM) on the nutrition information that must appear on the labels of processed food. It was signed by the head of the authority on 9 June 2026 and took effect on its promulgation on 17 June 2026.[1][2] It replaced three earlier BPOM instruments on the nutrition label reference values, on nutrition information for food made by micro and small enterprises, and on nutrition information on processed food labels.[3] It belongs to the body of health sector regulation in Indonesia.
The regulation requires producers and distributors of processed food to print a nutrition information table, backed by laboratory analysis, listing seven mandatory nutrients per serving, and it sets tolerance limits between the declared and the analysed values.[4][5][6] It introduces front-of-pack nutrition information: a voluntary "healthier choice" logo for processed food generally, and a mandatory four-grade nutri-level mark for ready-to-drink beverages, powdered drinks and concentrates, graded by sugar, salt and fat content.[7] Products already licensed have 24 months from promulgation to comply, and the nutri-level requirement applies only after the same period.[8] CRPG's regulatory tracker published a summary of the regulation in July 2026.[9]
The preamble states that nutrition information on processed food labels is needed so that the public can choose processed food according to its nutritional needs, and that the rules previously spread over Peraturan Kepala BPOM Nomor 9 Tahun 2016 on the nutrition label reference, Peraturan BPOM Nomor 16 Tahun 2020 on nutrition information for food produced by micro and small enterprises, and Peraturan BPOM Nomor 26 Tahun 2021 on nutrition information on processed food labels had to be adjusted to developments in science and technology and replaced. Its legal bases are Undang-Undang Nomor 18 Tahun 2012 on food, Peraturan Pemerintah Nomor 86 Tahun 2019 on food safety as amended by Peraturan Pemerintah Nomor 1 Tahun 2026, and Peraturan Presiden Nomor 80 Tahun 2017 on BPOM.[10]
Pasal 1 defines nutrition information (Informasi Nilai Gizi, ING) as the list of the nutrient and non-nutrient content of a processed food, as sold, in a standardised format. It also defines the serving size (Takaran Saji), the nutrition label reference (Acuan Label Gizi, ALG), the recommended dietary allowances for Indonesians (Angka Kecukupan Gizi, AKG), claims, fortified food, intermediate processed food, the tolerance limit for analytical results, and several categories of food for special nutritional purposes (PKGK), including infant formula, follow-on formula, growing-up formula, complementary feeding for infants (MP-ASI) and food for special medical purposes (PKMK).[11]
Under Pasal 2, every business that produces or distributes processed food must include nutrition information on the label. Pasal 3 exempts ground, instant and decaffeinated coffee and coffee beans, dried tea, bottled drinking water of several kinds, soda water, herbs, spices, five-spice powder, black garlic, vinegar, yeast and food additives, and Pasal 4 prohibits nutrition information on the labels of alcoholic beverages.[4:1] The information is presented as a table showing the serving size, the servings per pack, the nutrients and non-nutrients, their amounts, the percentage of the AKG and footnotes. The table must be supported by analysis from a government or accredited laboratory; imported products may rely on an accredited laboratory in the country of origin or one covered by a mutual recognition arrangement. Micro enterprises may instead use nutrient values set by the head of BPOM or, failing both, values calculated from the ingredients used, except for food for special nutritional purposes.[4:2]
The table is stated per serving, which must come from a single pack. Infant formula, follow-on formula and food for special medical purposes are labelled per 100 grams or millilitres and per 100 kilocalories; intermediate and fortified foods per 100 grams or millilitres; and packs smaller than one serving per pack.[12] Pasal 12 lists the seven nutrients that must be declared: total energy, total fat, saturated fat, protein, total carbohydrate, total sugar and salt, the salt figure being derived from analysis of the sodium content. Other nutrients and non-nutrients set in the ALG or other legislation may be added, and vitamins and minerals only where they reach at least five per cent of the AKG.[5:1][13]
A product that carries a claim must also declare the content of the nutrient claimed. A fatty acid claim requires mono-unsaturated and poly-unsaturated fatty acids and cholesterol to be declared, except for growing-up formula, complementary feeding and food for special medical purposes; a cholesterol claim requires both unsaturated fatty acid figures; and products for which trans fat is a defining characteristic must declare it. Food for special nutritional purposes and fortified food follow their own requirements in place of the list in Pasal 12.[13:1] Percentages of the AKG are calculated on the ALG values in Lampiran III for six population groups, and no processed food may contain more than 100 per cent of the ALG for a nutrient, or more than 50 grams of total sugar, per serving or per pack, unless its nutrient content is specifically regulated.[14]
Chapter III sets how far a laboratory result may differ from the declared value. Nutrients other than energy, fat, cholesterol, trans fat, saturated fat, sugar and salt must be at least 80 per cent of the declared value; energy, total fat, cholesterol, saturated fat, sugar and salt may not exceed 120 per cent of it; and trans fat may not exceed the declared value. Where a product carries a claim, the analysed value must at least equal the declared value, and for "low", "free" or "reduced" claims it may not exceed the threshold for the claim. Fortified food and food for special nutritional purposes follow the limits set for them in other legislation.[6:1]
Pasal 26 allows processed food to carry a "healthier choice" logo (logo pilihan lebih sehat) on the front of the pack, subject to the requirements in Lampiran IV. Pasal 27 requires ready-to-drink beverages, powdered drinks and liquid or solid concentrates to show a nutri-level mark on the front of the pack, and prohibits it on infant, follow-on and growing-up formula and food for special medical purposes. Any front-of-pack information must be accompanied by the full nutrition table.[7:1] The nutri-level runs from A, in dark green, through B in light green and C in yellow to D in red, and is set by the sugar, sodium and total fat content per 100 millilitres of the ready-to-drink product, the product taking the lowest of its three grades.[7:2][15]
| Nutrient per 100 ml | Level A | Level B | Level C | Level D |
|---|---|---|---|---|
| Sugar | 0.5 g or less | above 0.5 to 6.0 g | above 6.0 to 12.5 g | above 12.5 g |
| Salt (as sodium) | 5.0 mg or less | above 5.0 to 120.0 mg | above 120.0 to 500.0 mg | above 500.0 mg |
| Total fat | 0.5 g or less | above 0.5 to 3.0 g | above 3.0 to 17.0 g | above 17.0 g |
Lampiran V also provides that a Level A drink may contain no sweetening additive, a Level B drink only natural sweeteners, and Level C and D drinks natural or artificial sweeteners; it excludes plain liquid and powdered milk from the fat criterion. Products at Level C or D must state the sugar, salt or fat content that set their grade.[15:1]
A business that wishes to use a table format or serving size other than those in the regulation must obtain the written approval of the head of BPOM through an electronic assessment request to the directorate for processed food standardisation.[16] Under Pasal 31, processed food already licensed, or in the licensing process, must comply within 24 months of promulgation, that is by 17 June 2028, including food from household-scale producers; Pasal 32 defers the nutri-level requirement to the same point.[8:1][2:1] Pasal 33 revokes Peraturan Kepala BPOM 9/2016, Peraturan BPOM 16/2020 and Peraturan BPOM 26/2021.[3:1]
Under Perpres 13/2026 on health management, the responsibilities listed for the food and drug authority in food and beverage safety include setting policy and standards for the safety, quality, nutrition, labelling and advertising of processed food. In the same year the authority also issued Peraturan BPOM 5/2026 on the supervision of medicines in pharmaceutical service facilities.[17][18]
