Peraturan Presiden 83/2024 (Peraturan Presiden Nomor 83 Tahun 2024 tentang Badan Gizi Nasional) is the Indonesian presidential regulation that established the National Nutrition Agency (Badan Gizi Nasional, BGN), a government institution under and responsible to the President whose task is the fulfilment of national nutrition. It was signed by President Joko Widodo and promulgated on 15 August 2024, taking effect on that date.[1][2] It forms part of health sector regulation in Indonesia and of the structure of central government described at public administration in Indonesia.
The regulation names four groups as the targets of the agency's work: students from early childhood to secondary education, children under five, pregnant women and breastfeeding mothers.[3] It gives the agency a two-part organisation, a steering council and an executive body of a head, a deputy head, a principal secretariat, four deputies and a principal inspectorate, and sets rules on its working arrangements, officials, finances and funding.[4][5][6]
The regulation transferred the nutrition vulnerability functions of the National Food Agency (Badan Pangan Nasional), together with the staff, equipment, funds and documents that served them, to the new agency, and revoked the provisions on those functions in Peraturan Presiden Nomor 66 Tahun 2021 on the National Food Agency.[7][8] CRPG's regulatory tracker published two analyses of the regulation in November and December 2025.[9][10]
The preamble states that the optimisation of national nutrition fulfilment is needed for the development of quality human resources and is a realisation of human rights guaranteed by the 1945 Constitution; that the government must regulate the governance of safe and nutritious consumption; and that a National Nutrition Agency is needed to deliver nutrition services in a planned and systematic way under good governance. Its only stated legal basis is Pasal 4 ayat (1) of the Constitution, on the President's executive power.[11] The regulation has ten chapters and sixty-two articles.[1:1]
Pasal 1 defines the agency as a government institution formed by the President to carry out the task of fulfilling national nutrition, and its leadership (Pimpinan) as the steering council, the head and the deputy head.[12] Pasal 2 establishes the agency, places it under and responsible to the President, and puts it under the leadership of a head. Its single task under Pasal 3 is to carry out national nutrition fulfilment (pemenuhan gizi nasional).[12:1]
Pasal 4 lists seven functions. The first two are the coordination, formulation and setting of technical policy, and the coordination and implementation of that policy, in four fields: systems and governance, provision and distribution, promotion and cooperation, and monitoring and supervision of national nutrition fulfilment. The others are internal coordination and administrative support, the management of state property, substantive support to the agency's units, internal oversight, and other functions assigned by the President.[12:2]
Under Pasal 5 ayat (1), the targets of nutrition fulfilment are students at early childhood, basic and secondary level in general, vocational, religious, special, special-service and pesantren (Islamic boarding school) education; children under five years of age; pregnant women; and breastfeeding mothers. Pasal 5 ayat (2) allows the President to change the targets.[3:1]
Pasal 6 divides the agency into a steering council (Dewan Pengarah) of a chair, a vice-chair and members, and an executive body (Pelaksana) consisting of the head, the deputy head, the principal secretariat (Sekretariat Utama), four deputies for systems and governance, provision and distribution, promotion and cooperation, and monitoring and supervision, and the principal inspectorate (Inspektorat Utama).[4:1] The steering council gives direction to the executive body. It has seven members, including the chair and vice-chair, drawn from state figures, religious figures, community figures, retired military and police officers and retired civil servants, and academics, and it is supported by a secretariat within the principal secretariat.[13]
The head leads the agency and is responsible for its tasks and functions, taking account of the direction of the chair of the steering council and assisted by the deputy head.[14] Each deputy is responsible to the head for formulating and implementing technical policy in its field, and the principal inspectorate carries out internal oversight of performance and finances through audit, review, evaluation and monitoring.[15] The agency may form up to three centres as support units, and may set up technical implementation units with the written approval of the minister responsible for the state apparatus. Pasal 32 to Pasal 35 cap the size of each unit: up to five bureaus in the principal secretariat, up to four directorates under each deputy, and up to four inspectorates.[16]
The head must apply the government agency performance accountability system and set the business processes linking the agency's units, and must report on performance to the President once a year and on the agency's work to the chair of the steering council at least once every six months.[5:1] The agency must prepare job analyses, job maps, workload analyses and job descriptions for all its posts, and apply the principles of coordination, integration and synchronisation within the agency and in its relations with ministries, agencies and regional governments.[5:2]
The steering council, the head and the deputy head are appointed and dismissed by the President for a term of five years, renewable once, and may be dismissed at any time. The principal secretary, the deputies and the principal inspector hold senior executive posts (jabatan pimpinan tinggi madya) at echelon I.a and are appointed by the President on the head's proposal. The head and deputy head may come from inside or outside the civil service, and receive financial rights and facilities at the level of a minister and a deputy minister respectively.[6:1] The agency is funded from the state budget and other lawful, non-binding sources, and the head is its budget user. Further rules on the agency's organisation are to be set by a regulation of the agency itself, after written approval by the minister responsible for the state apparatus.[6:2] During the first five years, senior executive posts in the agency may be filled by direct appointment by the President.[17]
Until August 2024, nutrition vulnerability (kerawanan gizi) was handled by the deputy for food and nutrition vulnerability of the National Food Agency under Peraturan Presiden Nomor 66 Tahun 2021. Pasal 55 transfers those functions to the National Nutrition Agency. Under Pasal 56, civil servants who carried them out may move to the new agency, and the related equipment, funds and documents are transferred, within one year of the regulation's entry into force and in coordination with the ministries responsible for the state apparatus and for finance. Transferred staff keep their existing financial rights until the agency's own are set, and the posts and officials of the food agency's deputy remain in place until new posts are formed.[7:1]
Pasal 60 keeps the implementing regulations of Perpres 66/2021 on nutrition vulnerability in force so far as they do not conflict with the new regulation, and Pasal 61 revokes the provisions of Perpres 66/2021 on those functions. Pasal 62 brings the regulation into force on its promulgation.[8:1][2:1]
