Peraturan Menteri Kesehatan 8/2026 (Peraturan Menteri Kesehatan Nomor 8 Tahun 2026 tentang Perubahan atas Peraturan Menteri Kesehatan Nomor 10 Tahun 2023 tentang Organisasi dan Tata Kerja Unit Pelaksana Teknis Bidang Kekarantinaan Kesehatan) is an Indonesian ministerial regulation that amends the organisational charter of the Ministry of Health's health quarantine units, the field offices that work to prevent diseases and public health risk factors from leaving or entering the country through seaports, airports and land border posts. It was signed by the Minister of Health on 15 June 2026 and took effect on its promulgation on 18 June 2026.[1][2] It forms part of health sector regulation in Indonesia and of the reorganisation of central government technical units described at public administration in Indonesia.
The amendment reduces the internal structure of every class of quarantine unit to a head and the holders of functional and executor positions, sets rules for the work areas that the units run at individual ports, and requires the head of each unit to apply the government performance accountability system, national development risk management and national digital transformation.[3][4][5] Existing posts and officials remain in place until new positions are formed and filled.[6] CRPG's regulatory tracker published a summary of the regulation on 1 September 2026.[7]
The health quarantine units were organised under Peraturan Menteri Kesehatan Nomor 10 Tahun 2023. The preamble of the 2026 amendment gives three grounds for revising that charter: the optimisation of performance and the simplification of the bureaucracy, the fact that several of its provisions no longer matched legal developments and organisational needs, and the approval of the reorganisation by the Minister for State Apparatus Empowerment and Bureaucratic Reform. It was issued to implement Pasal 240 of Peraturan Menteri Kesehatan Nomor 21 Tahun 2024 on the organisation of the Ministry of Health, as amended by Peraturan Menteri Kesehatan Nomor 17 Tahun 2025.[8] Its legal bases include Undang-Undang Nomor 39 Tahun 2008 on state ministries as amended by Undang-Undang 61/2024, the health law Undang-Undang Nomor 17 Tahun 2023 and its implementing Peraturan Pemerintah Nomor 28 Tahun 2024, Peraturan Presiden Nomor 161 Tahun 2024 on the Ministry of Health, and Peraturan Menteri Kesehatan Nomor 9 Tahun 2023 on the classification of the quarantine units.[8:1]
The amending article, Pasal I, contains eighteen numbered changes to the 2023 charter.[9] The new Pasal 1 defines a technical implementation unit (Unit Pelaksana Teknis, UPT) as an autonomous work unit that carries out specific technical operational or technical support tasks of its parent organisation, and a health quarantine UPT as one that works to prevent and ward off the exit or entry of diseases and public health risk factors in the working areas of seaports, airports and land border crossing posts. It defines the Director General and the Directorate General by reference to disease control (penanggulangan penyakit).[2:1]
The 2023 charter recognises four classes of quarantine unit: the Balai Besar Kekarantinaan Kesehatan, the Class I and Class II Balai Kekarantinaan Kesehatan, and the Loka Kekarantinaan Kesehatan. Pasal 8 to Pasal 11, as amended, give each class the same structure, consisting of a head and holders of functional and executor positions (jabatan fungsional dan jabatan pelaksana), and delete the second paragraph of each article.[3:1]
A work area (wilayah kerja, Wilker) is defined as a functional work unit of a quarantine UPT located at a port, an airport or a land border post.[2:2] Under the amended Pasal 15, a work area sits under and answers to the head of the UPT and is led by a coordinator who holds a non-structural position and is assisted by a group of functional officials. The coordinator is appointed and dismissed by the head of the UPT after the Director General has given approval.[4:1]
Bab VII is renamed "Functional Positions and Executor Positions". Under the new Pasal 16, functional positions provide functional services according to expertise and skill, executor positions carry out public services and government and development administration, and both are grouped by job family. Pasal 17 provides that the number of groups is set by need on the basis of job analysis and workload analysis, and Pasal 18 allows position holders to be assigned individually or in work teams by the performance appraisal official or the head of the unit.[5:1] Pasal 19 requires the head of a UPT to apply the government agency performance accountability system, national development risk management and national digital transformation, and Pasal 20 provides that the business processes linking the units within a UPT are set by the Minister.[5:2] Pasal 23 extends the principles of coordination, integration, synchronisation and collaboration to relations with other government agencies and requires them to be supported by data and information interoperability.[10]
The amended Pasal 27 grades the heads of the four classes: the head of a Balai Besar holds a senior executive post (jabatan pimpinan tinggi pratama) or an echelon II.b post, the heads of Class I and Class II units hold administrator posts at echelon III.a and III.b, and the head of a Loka holds a supervisor post at echelon IV.a. Under Pasal 28, the Minister appoints and dismisses the heads. Pasal 33 of the 2023 charter is deleted and the organisation chart in its annex is replaced.[10:1]
Pasal II provides that all existing positions and the officials holding them under the 2023 charter remain in place and continue to perform their duties until new positions are formed and new officials appointed under the amendment, and that the amendment takes effect on the date of its promulgation.[6:1] The regulation was one of a series of amendments to the charters of Ministry of Health technical units signed in June 2026, which also included Permenkes 7/2026 on public health laboratories and Permenkes 9/2026 on environmental health laboratories, both signed on the same day.[1:1][11][12]
