Peraturan Menteri Kesehatan 11/2026 (Peraturan Menteri Kesehatan Nomor 11 Tahun 2026 tentang Perubahan atas Peraturan Menteri Kesehatan Nomor 19 Tahun 2023 tentang Organisasi dan Tata Kerja Balai Besar Biomedis dan Genomika Kesehatan) is an Indonesian ministerial regulation that amends the organisational charter of the Balai Besar Biomedis dan Genomika Kesehatan (BB Binomika), the Ministry of Health's technical unit for biomedical and health genomics services. It was signed by the Minister of Health on 17 June 2026 and took effect on its promulgation on 19 June 2026.[1] It forms part of health sector regulation in Indonesia and of the reorganisation of central government technical units described at public administration in Indonesia.
The amendment places the centre under the directorate general responsible for advanced health management, reduces its structure to a head and the holders of functional and executor positions, and requires its head to apply the government performance accountability system, national development risk management and national digital transformation.[2][3][4] Existing posts and officials remain in place until new positions are formed and filled.[5] CRPG's regulatory tracker published a summary of the regulation on 28 August 2026.[6]
BB Binomika was organised under Peraturan Menteri Kesehatan Nomor 19 Tahun 2023. The preamble of the 2026 amendment gives three grounds for revising that charter: the optimisation of performance and the simplification of the bureaucracy, the fact that several of its provisions no longer matched legal developments and organisational needs, and the approval of the reorganisation by the Minister for State Apparatus Empowerment and Bureaucratic Reform. It was issued to implement Pasal 240 of Peraturan Menteri Kesehatan Nomor 21 Tahun 2024 on the organisation of the Ministry of Health, as amended by Peraturan Menteri Kesehatan Nomor 17 Tahun 2025.[7] Its legal bases include Undang-Undang Nomor 39 Tahun 2008 on state ministries as amended by Undang-Undang 61/2024, the health law Undang-Undang Nomor 17 Tahun 2023 and its implementing Peraturan Pemerintah Nomor 28 Tahun 2024, and Peraturan Presiden Nomor 161 Tahun 2024 on the Ministry of Health.[7:1]
The amending article, Pasal I, contains fifteen numbered changes to the 2023 charter.[8] The new Pasal 1 defines a technical implementation unit (Unit Pelaksana Teknis, UPT) as an autonomous work unit that carries out specific technical operational or technical support tasks of its parent organisation, and BB Binomika as the UPT that provides services in biomedicine and health genomics. It defines the Director General and the Directorate General by reference to advanced health management (pengelolaan kesehatan lanjutan), whereas the charter of the health biology laboratory centre, amended on the same day, refers to primary and community health. Under the replaced Pasal 2, BB Binomika sits under and answers to that Director General; it is coordinated and supervised administratively by the Secretary of the Directorate General and technically by the director responsible for the development of referral health services (pengembangan pelayanan kesehatan rujukan).[2:1][9]
Pasal 6, as amended, reduces the structure of BB Binomika to its head and the holders of functional and executor positions (jabatan fungsional dan jabatan pelaksana) and deletes its second paragraph; Bab VI is renamed accordingly. Under the new Pasal 9, functional positions provide functional services according to expertise and skill, executor positions carry out public services and government and development administration, and both are grouped by job family. Pasal 10 provides that the number of functional and executor groups is set by need on the basis of job analysis and workload analysis, and Pasal 11 allows position holders and groups to be assigned individually or in work teams, with assignments set by the performance appraisal official or the head of the unit.[3:1]
Pasal 12 requires the head of BB Binomika to apply the government agency performance accountability system, national development risk management and national digital transformation. Pasal 13 requires the work of its units to rest on business processes applying coordination, integration, synchronisation and collaboration, and provides that those processes are set by the Minister. Pasal 16 extends the same principles to relations with other government agencies and institutions and requires them to be supported by data and information interoperability, and Pasal 18 makes each unit leader responsible for directing and coordinating staff.[4:1] Under the amended Pasal 20 and Pasal 21, the head of BB Binomika holds a senior executive post (jabatan pimpinan tinggi pratama) or an echelon II.b structural post and is appointed and dismissed by the Minister, and the second paragraph of each article is deleted. Pasal 26 of the 2023 charter is deleted and the organisation chart in its annex is replaced.[10]
Pasal II keeps all existing positions and their holders in office until new positions are formed and new officials appointed, and brings the amendment into force on the date of promulgation.[5:1] The regulation was signed on the same day as Permenkes 12/2026, which makes parallel changes to the charter of the ministry's health biology laboratory centre, and as Permenkes 14/2026, which amends the charter of the ministry's health service units.[9:1][11]
