Peraturan Presiden 115/2025 (Peraturan Presiden Nomor 115 Tahun 2025 tentang Tata Kelola Penyelenggaraan Program Makan Bergizi Gratis) is an Indonesian presidential regulation on the governance of the free nutritious meals programme (Program Makan Bergizi Gratis, MBG), a national priority programme that provides free nutritious food to target groups. It was signed by President Prabowo Subianto and promulgated on 17 November 2025, taking effect on that date, and was recorded as Lembaran Negara 2025 No. 183.[1] It belongs to the field described at health sector regulation in Indonesia, and gives the programme to the National Nutrition Agency (Badan Gizi Nasional) established by Peraturan Presiden 83/2024.[2][3]

The regulation names the target groups, sets out the planning of the programme and its delivery through the agency's regional offices and service units, and allows the agency to cooperate with public and private partners in building those units.[4][5][3:1][6] It imposes duties of food safety and quality, nutrition standards and halal assurance along the supply chain, and allocates supervisory roles among several ministries and agencies.[7][8]

It further assigns support tasks to ministries and regional governments, provides for monitoring and reporting to the President, funds the programme from the state budget, and allows direct appointment of suppliers to accelerate delivery.[9][10][11][12] The funding of the programme from the education budget was later reviewed in Constitutional Court Decision 40/PUU-XXIV/2026. CRPG's regulatory tracker published an analysis of the regulation in April 2026.[13]

Scope and definitions

Pasal 1 defines the programme as a national priority programme run by the government in the form of free, well-targeted nutritious food, intended to raise the quality of human resources by improving the nutritional status of target groups.[2:1] The regulation is a reference for government institutions, regional governments and private parties, and covers the conduct of the programme; its monitoring, supervision, control, evaluation and reporting; and its funding and procurement.[14] Its delivery units are the nutrition service offices (Kantor Pelayanan Pemenuhan Gizi, KPPG), technical units of the agency, and the nutrition service units (Satuan Pelayanan Pemenuhan Gizi, SPPG), non-structural units under each office.[2:2]

The target groups are students from early childhood education to secondary level in general, vocational, religious, special and pesantren education; children under five from six months of age; pregnant women; breastfeeding mothers; and other groups including teachers and education staff.[4:1] The President may change the groups, and the programme is to be accompanied by education on food safety and nutrition.[4:2]

Planning and delivery

The head of the agency plans the programme in coordination with the minister for national development planning, covering targets, food and budget needs, schedules, data and information systems, and supply chains and logistics.[5:1] Performance indicators take into account nutritional status, school participation, regional food vulnerability, the desirable dietary pattern score, food poisoning incidents and the number of beneficiaries.[5:2] Budgets are to be drawn up using the cost-of-living index of each region, and supply-chain planning must include contingency plans for emergencies and disasters.[5:3]

The agency carries out the programme by forming the offices and service units. Service units prepare and distribute the meals and give nutrition and food-safety education; an agglomeration unit serves at least 1,000 beneficiaries and a remote unit fewer.[3:2] Office staff are civil servants, and service unit staff are appointed as government employees on employment contracts (PPPK).[3:3] The agency may cooperate with government institutions, companies, cooperatives, state, regional and village-owned enterprises, small businesses and foundations to build service units and their facilities, including on multi-year terms, and sets the criteria and standards for those buildings.[6:1] In underdeveloped, outermost, border, remote, island or conflict-prone areas, it may involve the national police or request assistance from the armed forces.[6:2]

Food safety, nutrition and halal assurance

The agency and every party involved must guarantee food safety and quality at each point of the programme's supply chain, shown by the application of a food-safety assurance system or conformity assessment carried out by ministries, agencies or accredited bodies.[7:1] Supervision is risk-based and divided by stage: fresh food by the national food agency and the ministries of agriculture and fisheries, processed food by the food and drug supervisory agency, production and distribution facilities and the meals themselves by the health ministry periodically and the food and drug agency at any time. The results go to the head of the agency, and cross-sectoral supervision is coordinated by the coordinating minister for food.[7:2] Suspected food poisoning must be reported at once by the service unit or the beneficiaries' representatives to the nearest health facility or village head.[7:3]

The agency sets nutrition standards that respect diverse, balanced and safe consumption and local potential, under supervision by the health ministry.[8:1] Halal certification applies where it is required for the target group, supervised by the halal product assurance agency.[8:2] The agency must also build the capacity of service units through guidelines, training and certification of procurement staff and treasurers.[15]

Support and coordination

The regulation distinguishes delivery from the support of delivery. The held text of the regulation lacks Pasal 31, which lists the support measures; references to it elsewhere in the text show that they include management of civil servants, risk management, the availability and affordability of food supplies, the use of domestic products and small enterprises, the handling of food waste and packaging waste, supporting infrastructure, the role of regional governments, and partnerships.[16] The programme gives priority to domestic products and to micro and small enterprises, cooperatives, the village and urban-ward Merah Putih cooperatives and village-owned enterprises in its supply chain.[16:1]

Ministries are given specific tasks: public works prepares infrastructure at service units, and the education and religious affairs ministries prepare sanitation and clean water facilities at schools; the home affairs ministry coordinates and supervises the governors and regents; and other ministries and agencies mobilise village funds and enterprises, cooperatives, small businesses, family-planning cadres, digital infrastructure and statistics.[9:1] Governors, regents and mayors may, among other things, lend land for service units, build their facilities, speed up building approvals, issue hygiene and sanitation certificates, collect real-time beneficiary data and manage the recycling of organic and inorganic waste.[9:2]

Oversight, funding and procurement

Monitoring, supervision, control, evaluation and reporting feed into the planning and budgeting cycle, supported by integrated data management in line with Satu Data Indonesia. Internal supervision lies with the agency's internal auditor and the national finance and development supervisory agency.[10:1] The head of the agency reports to the President at least every six months.[10:2]

Delivery is funded from the state budget; the construction of service units may also be funded from regional budgets or through the agency's cooperation arrangements, and support measures from other lawful sources.[11:1] To accelerate the programme, the head of the agency, as budget user, may award procurement packages by direct appointment where no other method is possible or the work cannot be delayed, with probity audits and pre-payment reviews by the agency's internal auditor.[12:1] Service unit staff appointed on contracts may manage state finances, and exemptions from the presidential regulations on contract-staff positions and treasurer certification apply to them.[17] The regulation took effect on promulgation.[1:1]
