Peraturan Menteri Kesehatan 12/2026 (Peraturan Menteri Kesehatan Nomor 12 Tahun 2026 tentang Perubahan atas Peraturan Menteri Kesehatan Nomor 26 Tahun 2023 tentang Organisasi dan Tata Kerja Balai Besar Laboratorium Biologi Kesehatan) is an Indonesian ministerial regulation that amends the organisational charter of the Balai Besar Laboratorium Biologi Kesehatan, the Ministry of Health's health biology laboratory centre. It was signed by the Minister of Health on 17 June 2026 and took effect on its promulgation on 19 June 2026.[1] It forms part of health sector regulation in Indonesia and of the reorganisation of central government technical units described at public administration in Indonesia.

The centre was organised under Peraturan Menteri Kesehatan Nomor 26 Tahun 2023. The preamble of the 2026 amendment gives three grounds for revising that charter: the optimisation of performance and the simplification of the bureaucracy, the fact that several of its provisions no longer matched legal developments and organisational needs, and the approval of the reorganisation by the Minister for State Apparatus Empowerment and Bureaucratic Reform. It was issued to implement Pasal 240 of Peraturan Menteri Kesehatan Nomor 21 Tahun 2024 on the organisation of the Ministry of Health, as amended by Peraturan Menteri Kesehatan Nomor 17 Tahun 2025.[7] Its legal bases include Undang-Undang Nomor 39 Tahun 2008 on state ministries as amended by Undang-Undang 61/2024, the health law Undang-Undang Nomor 17 Tahun 2023 and its implementing Peraturan Pemerintah Nomor 28 Tahun 2024, and Peraturan Presiden Nomor 161 Tahun 2024 on the Ministry of Health.[7:1]
The amending article, Pasal I, contains fourteen numbered changes to the 2023 charter.[8] The new Pasal 1 defines a technical implementation unit (Unit Pelaksana Teknis, UPT) as an autonomous work unit that carries out specific technical operational or technical support tasks of its parent organisation, and defines the Director General and the Directorate General by reference to the management of primary and community health (pengelolaan kesehatan primer dan komunitas). Under Pasal 2, the centre sits under and answers to that Director General; the amended second paragraph provides that it is coordinated and supervised administratively by the Secretary of the Directorate General and technically by the director responsible for the governance of primary health services.[2:1]
Pasal 7, as amended, reduces the structure of the centre to its head and the holders of functional and executor positions (jabatan fungsional dan jabatan pelaksana) and deletes its second paragraph; Bab VI is renamed accordingly. Under the new Pasal 10, functional positions provide functional services according to expertise and skill, executor positions carry out public services and government and development administration, and both are grouped by job family. Pasal 11 provides that the number of functional and executor groups is set by need on the basis of job analysis and workload analysis, and leaves their tasks, types and grades to the general civil service rules. Pasal 12 allows position holders and groups to be assigned individually or in work teams, with assignments set by the performance appraisal official or the head of the unit.[3:1]
Pasal 13 requires the head of the centre to apply the government agency performance accountability system, national development risk management and national digital transformation. Pasal 14 requires the work of the centre's units to rest on business processes applying coordination, integration, synchronisation and collaboration, and provides that those processes are set by the Minister. Pasal 17 extends the same principles to relations with other government agencies and institutions and requires them to be supported by data and information interoperability, and Pasal 19 makes each unit leader responsible for directing and coordinating staff.[4:1] Under the amended Pasal 21 and Pasal 22, the head of the centre holds a senior executive post (jabatan pimpinan tinggi pratama) or an echelon II.b structural post and is appointed and dismissed by the Minister; the second paragraph of each article is deleted, and the organisation chart in the annex is replaced.[9]
Pasal II keeps all existing positions and their holders in office until new positions are formed and new officials appointed, and brings the amendment into force on the date of promulgation.[5:1] The regulation was signed on the same day as Permenkes 11/2026, which makes parallel changes to the charter of the ministry's biomedical and health genomics centre, and two days after Permenkes 9/2026, which amends the charter of the environmental health laboratory centres in similar terms.[10][11]
