Keputusan Presiden 18/2024 (Keputusan Presiden Nomor 18 Tahun 2024 tentang Keanggotaan Dewan Sumber Daya Air Nasional dari Unsur Pemerintah Pusat dan Nonpemerintah) is an Indonesian presidential decision that sets the membership of the National Water Resources Council (Dewan Sumber Daya Air Nasional) drawn from the central government and from outside government. It was signed in Jakarta by President Joko Widodo on 25 April 2024 and took effect on that date.[1] It belongs to the institutional side of the water resources law of Indonesia, under which the council is the national forum for coordinating water resources management.[2][3]

The decision names the coordinating ministers for maritime affairs and investment and for economic affairs as chair and vice-chair, the Minister of Public Works and Public Housing as daily chair, and the Director General of Water Resources as secretary, together with twelve ministers and three agency heads as members and nineteen representatives of non-government organisations.[4] It fixes a five-year term for the non-government members, charges the council's costs to the budget of the Ministry of Public Works and Public Housing, and revokes Keputusan Presiden 4/2019, the previous membership decision.[5]

CRPG's regulatory tracker reported the decision in March 2026 under the designation Peraturan Presiden (presidential regulation). In September 2026 it corrected the designation to Keputusan Presiden (presidential decision), which is the designation the text itself carries.[6]

Background

Undang-Undang 17/2019 on water resources requires water resources management to be coordinated at national, provincial, district and river-territory levels, and places national coordination in a council established by the President.[7] Peraturan Presiden 53/2022 on the National Water Resources Council, which replaced Peraturan Presiden 10/2017, defines the council as the coordinating forum for water resources management at national level and makes it a non-structural body answerable to the President.[3:1][8] Its functions include coordinating the formulation of national water resources policy, coordinating draft designations of river territories (wilayah sungai), and coordinating policy on hydrological, hydrometeorological and hydrogeological information systems.[3:2] Peraturan Pemerintah 30/2024 on water resources management gives the council the same coordinating role over the national water resources policy and over draft river-territory designations before they go to the President.[9]

Perpres 53/2022 provides that the council consists of a chair, vice-chair, daily chair, members and a secretary, that central-government members and six governors sit as permanent members, and that non-government representatives sit as non-permanent members on the principle of representation in water resources management. Pasal 7 ayat (2) leaves the membership to be set by the President, and the decision states that it was issued to implement that provision.[10][2:1]

Provisions

Pasal 1 ayat (1) sets the central-government membership. The Coordinating Minister for Maritime Affairs and Investment chairs the council, the Coordinating Minister for Economic Affairs is vice-chair and the Minister of Public Works and Public Housing is daily chair (ketua harian), each also serving as a member, and the Director General of Water Resources of the Ministry of Public Works and Public Housing is secretary.[4:1] The members are the ministers responsible for national development planning, home affairs, environment and forestry, agriculture, health, transport, industry, energy and mineral resources, marine affairs and fisheries, education and research, agrarian affairs and spatial planning, and tourism, and the heads of the meteorology and geophysics agency, the national disaster management agency and the national research and innovation agency.[4:2] The list follows the offices named in Pasal 7 ayat (1) of Perpres 53/2022.[10:1]

Pasal 1 ayat (2) names nineteen non-government members, each identified with the organisation that put them forward. The organisations include the Indonesian water utilities association (PERPAMSI), two associations of bottled drinking water producers, an association of groundwater drilling firms, the forest concessionaires' association, two farmers' organisations, the Indonesian national committees on irrigation and drainage and on large dams, professional bodies of engineers, hydraulic engineers and hydrologists, water foundations, networks and associations, a swamp and coastal data centre, and two river communities, one on the Ciliwung and one on the Brantas.[4:3] The decision does not name the six governors who, under Perpres 53/2022, represent regional governments for rotating two-year terms; its title limits it to the central-government and non-government members.[2:2][10:2]

Pasal 2 appoints the non-government members for five years, the term Perpres 53/2022 also sets. Pasal 3 charges all costs arising from the decision to the state budget through the budget section of the Ministry of Public Works and Public Housing. Pasal 4 revokes Keputusan Presiden 4/2019 on the same subject, and Pasal 5 brings the decision into force on the date it was signed.[5:1][1:1][11]
