Keputusan Presiden Nomor 9 Tahun 2026, catalogued in some legal databases as Instruksi Presiden 9/2026, is an Indonesian presidential decision that added four river territories to the working area of the state-owned public corporation Perum Jasa Tirta I. It was signed in Jakarta on 22 April 2026 and took effect on the day it was signed.[1]
The decision is an instrument of the water resources law of Indonesia, under which management of a river territory (wilayah sungai) may be assigned in part to a water resources manager (pengelola sumber daya air). It names Perum Jasa Tirta I as the water resources manager in the four territories and leaves the content of its duties to the regulation establishing the corporation and to water resources legislation.[2]

The legal bases listed in the decision are Pasal 4 ayat (1) of the 1945 Constitution; Law 19/2003 on state-owned enterprises, as last amended by Law 16/2025; Undang-Undang 17/2019 on water resources, as amended by Undang-Undang 6/2023; and PP 46/2010.[5:1] Under Peraturan Pemerintah 30/2024, a state-owned enterprise serving as water resources manager must, among other conditions, carry out part of the management function, use water for business only within its working area, and collect and use the water resources management service fee; the assignment of such an enterprise by the minister is governed by a separate government regulation.[6]
The dictum has three parts. The first (KESATU) adds the Bali-Penida, Pompengan-Larona, Saddang and Parigi-Poso river territories to the working area of Perum Jasa Tirta I as water resources manager. The second (KEDUA) provides that the corporation, as water resources manager, carries out part of the tasks and responsibilities of managing water resources in those territories in accordance with PP 46/2010 and legislation in the water resources field. The third (KETIGA) provides that the decision takes effect on the date it is signed.[2:1]
The decision sets no operational duties, charges or transfer of assets of its own; those matters remain with PP 46/2010 and the general water resources framework to which the second part refers.[2:2]
Perum Jasa Tirta I reported in August 2026 that it had begun preparing for its role in the Bali-Penida river territory, that a socialisation of the decision had been held on 30 June 2026 with the Ministry of Public Works, and that its tasks there would include operation and maintenance of water infrastructure, monitoring of water quantity and quality, and management of water use.[4:1] CRPG's regulatory tracker noted in August 2026 that the decision leaves the division of functions between the corporation and the river basin organisations already operating in the four territories to subordinate arrangements.[3:1]
