Peraturan Pemerintah 30/2024 is an Indonesian government regulation on the management of water resources. Its full title is Peraturan Pemerintah Nomor 30 Tahun 2024 tentang Pengelolaan Sumber Daya Air (Government Regulation Number 30 of 2024 on Water Resources Management). It was signed by the President and promulgated on 14 August 2024, taking effect on the same day, and it is the general implementing regulation of Undang-Undang 17/2019 on water resources as amended by Undang-Undang 6/2023 on job creation.[1][2]

The regulation sits at the centre of the water resources law of Indonesia. It restates the statute's organising triad of conservation, productive use and control of water's destructive force, and fills it in with rules on planning, construction and maintenance of water infrastructure, licensing of water use, information systems, financing, supervision, the rights of the public, and administrative sanctions. It allows part of the water management tasks of central and regional governments in a river territory to be assigned to a water resources manager, which may be a state-owned or regionally owned enterprise.[3]

On its entry into force the regulation revoked three earlier government regulations: PP 22/1982 on water regulation, PP 6/1981 on levies for the operation and maintenance of irrigation infrastructure, and PP 121/2015 on commercial use of water resources.[4] CRPG's regulatory tracker published two analyses of the regulation in November 2025.[5][6]

Background

Undang-Undang 17/2019 left a large number of matters to be settled by government regulation. The considerations of PP 30/2024 list the provisions of the statute, as amended in 2023, that it implements, among them Pasal 8, 22, 27, 34, 37, 39, 40, 40A, 41, 43, 53, 54, 56, 60, 61, 62, 63 and 75A, and the regulation is issued under Pasal 5 ayat (2) of the 1945 Constitution, which empowers the President to issue government regulations to implement statutes.[2:1]

The regulation takes the place of three earlier instruments: PP 6/1981 on levies for irrigation infrastructure, PP 22/1982 on tata pengaturan air (water regulation), and PP 121/2015 on pengusahaan sumber daya air (the commercial use of water resources), all of which it revokes.[4:1] Its transitional provisions keep existing regulations and determinations on water resources management in force so far as they do not conflict with it and have not been replaced, and allow conservation, use and damage-control activities under existing river territory management plans to continue until new management patterns (pola) and plans (rencana) are adopted under the regulation.[7]

Principles and scope

Pasal 2 provides that water resources management is carried out in a comprehensive, integrated and environmentally sound manner, with the aim of achieving sustainable benefit from water resources by ensuring and protecting access to and use of water for the greatest prosperity of the people.[8] Pasal 3 sets the scope of the regulation in three parts: the preparation and adoption of water resources management policy, patterns and plans; the construction of water infrastructure, non-construction work, construction on water sources, and operation and maintenance; and the conservation and use of water resources together with the control of water's destructive force.[9]

The body of the regulation follows that scope. After general provisions and a chapter on the basis of management, it contains separate chapters on planning (Bab III); on construction, non-construction work and operation and maintenance (Bab IV); on conservation (Bab V); on productive use (Bab VI); on control of destructive water force (Bab VII); on licensing (Bab VIII); on the water resources information system (Bab IX); and on financing, supervision, the rights and obligations of the public, reports and complaints, administrative sanctions, other provisions, and transitional and closing provisions (Bab X to Bab XVII).[10]

Water resources managers

Pasal 4 provides that part of the tasks and powers of the minister responsible for water resources, the minister responsible for energy and mineral resources, governors and regents or mayors in managing water resources within a single river territory (wilayah sungai) may be assigned to a water resources manager (pengelola sumber daya air). The manager may be a technical implementing unit of a ministry or region, or a state-owned or regionally owned enterprise in the water resources field.[3:1]

An enterprise that serves as a water resources manager must meet six conditions: it must carry out part of the management function, including construction, operation and maintenance; it may use water resources for business needs only within its working area; it must provide quality service on sound corporate principles; it must collect, receive and use the water resources management service fee (Biaya Jasa Pengelolaan Sumber Daya Air, BJPSDA); it must hold special assignments from central or regional government; and it must not be oriented solely to profit.[3:2] Assignment by the minister to a state-owned enterprise is governed by a separate government regulation, and assignment by a governor, regent or mayor to a regional enterprise by a regional head regulation.[3:3] The extension in April 2026 of the working area of the public corporation Perum Jasa Tirta I to four further river territories, by Presidential Decision 9/2026, was made within this framework.

Conservation and river borders

Conservation includes the protection and preservation of surface water sources, which the regulation lists as including the maintenance of water sources, catchment and recharge areas, the regulation of sanitation infrastructure, the control of land cultivation in upstream areas, the regulation of river border areas, forest and land rehabilitation, and the preservation of protected forests and conservation areas.[11] The regulation defines a Daerah Sempadan Sumber Air as the area around a water source bounded by its border line. Border areas are regulated to secure the function of water sources and infrastructure, are set by the minister, governor or regent or mayor within their powers under guidelines issued by the minister, and are to be kept free of buildings and land use that disturb flow or reduce the capacity of the water source, and of waste disposal.[11:1]

Productive use and licensing

Pasal 77 divides the productive use of water resources (pendayagunaan) into four activities: allocation (penatagunaan), provision (penyediaan), use (penggunaan) and development (pengembangan).[12] Use for non-business and business needs requires, respectively, a water use approval (persetujuan penggunaan sumber daya air) or a business licence to use water resources, each issued separately for surface water and for groundwater.[13]

Approvals and licences are issued strictly in an order of priority. The list begins with basic daily needs of groups that require large quantities of water and ends with business use by private enterprises and individuals; use for drinking water supply systems and business use by state-owned, regionally owned and village-owned enterprises rank ahead of private business use.[13:1] No approval is needed where water is taken for the basic daily needs of individuals or for smallholder agriculture within an existing irrigation system.[14] The detailed rules on business licences to use water resources are left to a separate government regulation.[13:2] Use of groundwater falls within the same licensing chapter and is treated in more detail at groundwater regulation in Indonesia.

Destructive water force

Control of water's destructive force comprises prevention, response and recovery, with priority given to prevention through damage-control planning built into the water resources management pattern of each river territory. Response and recovery are to be planned in an integrated and coordinated way, the public is to be involved, and responsibility is shared among ministers, heads of non-ministerial agencies, governors, regents and mayors, river territory water resources managers and the public.[15]

Financing and sanctions

Pasal 132 lists the sources of financing for water resources management: the state budget, regional budgets, private funds, receipts from the BJPSDA, and other lawful sources. State and regional budgets are designated for management of river territories. The BJPSDA is collected from users who hold a business licence to use water resources. Water infrastructure may be provided through financing cooperation with private enterprises or foreign governments, but such cooperation does not extend to operation and maintenance.[16]

Breaches of the regulation's conservation obligations expose a person or community group to administrative sanctions imposed by the competent minister, governor, regent or mayor: a written warning, temporary suspension, freezing of the water use approval, or its revocation. A written warning may be given up to three times in succession, each for seven working days.[17]

Commentary

CRPG's regulatory tracker published two English-language analyses of the regulation in November 2025, describing it as the consolidated implementing framework for the 2019 statute and setting out its governance, utilisation, disaster-control and financing provisions.[5:1][6:1] Both analyses carry a notice that they were prepared with AI-assisted tools, and the enactment date and gazette number given in the earlier of them differ from those in the regulation's closing formula.[1:1]
