Peraturan Menteri Kehutanan 5/2025 is an Indonesian ministerial regulation that sets the organisation and working procedures of the technical implementing units (unit pelaksana teknis, UPT) of the Directorate General of Watershed Management and Forest Rehabilitation in the Ministry of Forestry. Its full title is Peraturan Menteri Kehutanan Nomor 5 Tahun 2025 tentang Organisasi dan Tata Kerja Unit Pelaksana Teknis Direktorat Jenderal Pengelolaan Daerah Aliran Sungai dan Rehabilitasi Hutan. It was signed by the Minister of Forestry on 19 March 2025 and promulgated on 21 March 2025, and it revoked the 2022 regulation of the former Ministry of Environment and Forestry on the same units.[1][2]
The regulation provides for two kinds of unit: 34 watershed management offices (Balai Pengelolaan Daerah Aliran Sungai, BPDAS), which plan and evaluate watershed management, strengthen watershed institutions and carry out forest, land and mangrove rehabilitation, and three forest tree seed offices (Balai Perbenihan Tanaman Hutan, BPTH).[3][4] The watershed offices are the field agencies through which the national government carries out watershed management, a subject that links the water resources law of Indonesia with forestry and land use regulation in Indonesia.
As an internal organisation regulation, it sets structure, duties, reporting lines and staffing grades rather than obligations for the public, and changes to it require the approval of the minister responsible for the state apparatus.[5] CRPG's regulatory tracker reported the regulation in April 2026.[6]
Each BPDAS reports to the Director General and is headed by a chief. Its task is to prepare plans for and evaluate watershed management, to strengthen institutions, to apply soil conservation techniques, and to carry out forest and land rehabilitation and mangrove rehabilitation. Its functions include preparing watershed management plans and rehabilitation designs, building watershed management models, monitoring and evaluation, institutional strengthening and support for watershed management, and presenting data and information.[7]
A BPDAS comprises an administrative subsection and three sections: planning and evaluation of watersheds, strengthening of watershed institutions, and forest and land rehabilitation, together with functional and implementing positions.[8] The institutional-strengthening section is responsible for strengthening watershed institutions and supporting activities.[9] The multi-stakeholder watershed coordination forums regulated by Peraturan Menteri Kehutanan 61/2013 send copies of their periodic reports to the head of the ministry's technical implementing unit responsible for watershed management.[10] Lampiran III names the 34 offices, their seats and the districts and cities in their working areas; BPDAS Serayu Opak Progo, seated in Yogyakarta, covers the whole of the Special Region of Yogyakarta and nine districts and cities of Central Java.[4:1]
Each BPTH is likewise headed by a chief and reports to the Director General. Its task covers planning and evaluation of forest tree seed supply, certification, monitoring of the circulation of seed and seedlings, development and management of seed sources, and management of genetic resources. It is organised into an administrative subsection and sections for seed planning and evaluation, for seed sources and genetic resources, and for certification and monitoring of seed and seedling circulation.[11] The three offices, seated in Palembang, Makassar and Yogyakarta, cover Sumatra and Kalimantan; Sulawesi, Maluku and Papua; and Java, Bali and Nusa Tenggara respectively.[4:2]
The heads of the offices report periodically to the Director General, must prepare a business process map, job analyses and workload analyses, and must apply the government's internal control system.[12] The heads are administrator-grade (Eselon III.a) posts and the heads of subsections and sections supervisor-grade (Eselon IV.a) posts, appointed and dismissed by the Minister.[13] Existing officials continued in post until new positions were formed and officials appointed under the regulation, and the regulation revoked Permen LHK 14/2022 on the same units.[14]
