Peraturan Menteri Pertanian 1/2026 is an Indonesian ministerial regulation that establishes the regional technical offices of the Ministry of Agriculture's Directorate General of Agricultural Land and Irrigation. Its full title is Peraturan Menteri Pertanian Nomor 01 Tahun 2026 tentang Organisasi dan Tata Kerja Unit Pelaksana Teknis Lingkup Direktorat Jenderal Lahan dan Irigasi Pertanian (organisation and working procedures of the technical implementation units of the Directorate General of Agricultural Land and Irrigation). It was signed by the Minister of Agriculture on 21 January 2026 and took effect on its promulgation on 23 January 2026.[1][2]

The regulation creates seven offices, each called a Balai Pengelolaan Lahan dan Irigasi Pertanian (BPLIP, agricultural land and irrigation management office), whose task is to manage and develop agricultural land and tertiary irrigation. It sets their functions, internal structure, staffing model, working procedures, rank and regional coverage.[3][4]

It is an organisational instrument of public administration in Indonesia that bears on the farm end of the water resources law of Indonesia, where irrigation water reaches the field. The CRPG regulatory tracker reported on it in March and April 2026.[5][6]

Functions

Pasal 1 defines a technical implementation unit (unit pelaksana teknis, UPT) as an autonomous work unit that carries out particular technical operational or supporting tasks for its parent organisation, and the BPLIP as the UPT of the Directorate General charged with managing and developing agricultural land and tertiary irrigation.[3:1] Each BPLIP answers to the Director General (Pasal 3).[3:2]

Pasal 5 lists eleven functions. Besides budgeting and administration, they include identifying potential and technical planning, collecting and processing geospatial data, survey, investigation and design, facilitating construction, repairing, maintaining and developing land and tertiary irrigation infrastructure, coordinating and facilitating the conservation and development of agricultural water sources, technical assistance, and monitoring, evaluation and reporting.[3:3]

Tertiary irrigation is the last tier of an irrigation system. Law 17/2019 on water resources gives central, provincial and district governments the task of developing and managing irrigation systems as a single system in the irrigation areas within their competence, and its elucidation describes such a system as the unity of primary, secondary and tertiary irrigation.[7]

Organisation and offices

A BPLIP consists of an administrative subdivision together with functional and executive positions (Pasal 6). Functional officials provide services requiring particular expertise, executive officials carry out routine tasks, and both may work individually or in teams led by a team head and assigned by the head of the office according to competence (Pasal 8 and 9). The number of positions is fixed by job and workload analysis (Pasal 10).[8] Each unit must apply the government performance accountability system and internal control, prepare job analyses and a map of positions, and report to the Director General (Pasal 11 to 16).[8:1]

Offices are graded in two classes. The head of a Class I office holds echelon III.a rank and the head of a Class II office echelon III.b (Pasal 19).[4:1] Lampiran II places five Class I offices in Medan, Palembang, West Bandung, Makassar and Jayapura, and two Class II offices in Banjarbaru and West Lombok; the West Bandung office covers the whole of Java, from Banten to East Java.[4:2] Any change to the organisation requires the written approval of the minister responsible for the state apparatus (Pasal 21).[4:3]
