Peraturan Menteri Energi dan Sumber Daya Mineral 13/2012 (Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 13 Tahun 2012 tentang Penghematan Pemakaian Tenaga Listrik) was an Indonesian ministerial regulation on saving electricity in public buildings, officials' residences, street lighting and advertising. It was signed by the Minister of Energy and Mineral Resources on 29 May 2012, promulgated on 30 May 2012 in Berita Negara 2012 No. 556, and took effect on 1 July 2012.[1][2] It forms part of the body of rules surveyed at mining and energy regulation in Indonesia.
The regulation set a final target of cutting electricity use in its four areas by 20 per cent against the average of the six months before it took effect, or of reaching a minimum efficiency criterion, within six months, and of keeping consumption at that level afterwards.[3] It prescribed measures for air conditioning, lighting and supporting equipment in state and state-enterprise buildings, lighter measures for officials' homes, and switching hours for street lamps, decorative lights and billboards.[4][5][6]
Senior officials, regional secretaries and the directors of state and regional enterprises supervised the measures with the help of task forces and reported every six months to the minister, who was to announce the results of an evaluation.[7] The regulation revoked a 2005 ministerial regulation on energy saving, and was itself revoked by a 2018 regulation that repealed several rules on new and renewable energy and energy conservation.[8][9]
The preamble states that electricity should be used efficiently and rationally, without reducing safety, comfort or productivity, in order to increase savings. Its Mengingat clause cites Undang-Undang 30/2007 on energy, Undang-Undang 30/2009 on electricity, and Peraturan Pemerintah 14/2012 on electricity supply business.[10] It was issued on the same day as Peraturan Menteri Energi dan Sumber Daya Mineral 14/2012 on energy management, which applied to large energy users and repeated its measures for buildings among the ways of saving energy.[11]
Pasal 2 applied the regulation to four areas: state buildings (Bangunan Gedung Negara), meaning buildings for official use that are state or regional property financed from the national or a regional budget; buildings of state-owned enterprises (BUMN), regional enterprises (BUMD) and state-owned legal entities (BHMN), including subsidiaries under their control; officials' residences; and public street lighting, decorative lights and billboards.[12] The officials' residences covered were those of ministers, the Attorney General, the commander of the armed forces, the chief of police, heads of non-ministerial agencies and secretariats of state institutions, governors, regents and mayors, the management of BUMN, BUMD and BHMN, and structural officials of central and regional government and those enterprises.[12:1]
Under Pasal 3, the saving was to reach a final target of 20 per cent, calculated against average use in the six months before the regulation took effect, or a level meeting the minimum efficiency criterion. The target had to be reached within six months of entry into force, and use after that had to stay at least at the target level.[3:1]
Pasal 4 required savings in state and enterprise buildings through air conditioning, lighting and supporting equipment. For air conditioning, the measures included inverter units sized to the room, hydrocarbon refrigerants, shaded compressors, switching units off in empty rooms, and room thermometers. Workrooms were to be kept at 24 to 27 °C with relative humidity of 55 to 65 per cent, and lobbies and corridors at 27 to 30 °C with 50 to 70 per cent humidity, in line with the national standard (SNI). Central systems were to start their fans thirty minutes before working hours and their compressors an hour later, and to stop compressors thirty minutes before the end of work. Glazing that reduces solar heat, planting and water features were also listed.[4:1]
For lighting, the regulation called for energy-saving lamps, electronic ballasts, reflective fittings, grouped and automatic switching, daylight and cleaning of lamps, and set maximum power densities with minimum illumination for each type of room, from 13 watts per square metre at 300 lux in reception areas and 12 watts per square metre at 350 lux in workrooms to 4 watts per square metre at 100 lux in car parks. Measures for supporting equipment included lifts stopping only at every second floor, speed controls and motion sensors on escalators, switching off computers left for more than thirty minutes, capacitor banks to raise the power factor, and diversification towards solar and wind energy.[4:2]
Pasal 5 applied a shorter list to officials' residences: inverter air conditioners, rooms at 24 to 27 °C, timer switches, energy-saving lamps, daylight, and maximum lighting densities of 5 watts per square metre in living rooms, 7 in workrooms, dining rooms, bedrooms, bathrooms and kitchens, and 3 in garages and terraces, each with a minimum illumination. Household appliances were to be used only as needed.[5:1]
Under Pasal 6, public street lamps on main and arterial roads were to burn at full power from 18.00 to 24.00 and at half power from 24.00 to 05.30. Decorative lights and billboards were to be lit from 18.00 to 24.00, although decorative lights could stay on until 05.30 for religious holidays, national days and the anniversaries of the institution or company concerned. The schedule did not apply to lighting in tunnels or in bad weather.[6:1]
The minister, through the Director General for new and renewable energy and energy conservation, supervised the officials responsible for each area. Echelon I officials supervised state buildings in their institutions; provincial and district or city secretaries supervised regional buildings, street lighting, decorative lights and billboards; and enterprise directors supervised enterprise buildings. Each was assisted by a task force formed by the head of the institution, region or enterprise.[7:1]
Reports were due to the Director General every six months, in January and July, covering buildings and officials' residences, with regional secretaries reporting on street lighting and advertising as well; for the first and second reports the period was three months. Reports followed the format in the annex, and the minister was to announce the results of an evaluation based on them.[7:2]
Pasal 13 revoked Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 0031 Tahun 2005 on procedures for energy saving, and Pasal 14 set 1 July 2012 as the date of entry into force.[8:1] The regulation was revoked by Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 9 Tahun 2018, signed on 5 February 2018 and in force from 8 February 2018, which repealed ministerial regulations on new and renewable energy and energy conservation, among them rules on renewable power purchase and energy conservation services.[9:1]
