Peraturan Menteri Energi dan Sumber Daya Mineral 10/2026 (Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 10 Tahun 2026 tentang Perubahan atas Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 5 Tahun 2022 tentang Organisasi dan Tata Kerja Balai Besar Pengujian Minyak dan Gas Bumi) is an Indonesian ministerial regulation that amends the organisation rules of the Centre for Oil and Gas Testing (Balai Besar Pengujian Minyak dan Gas Bumi), a unit of the Ministry of Energy and Mineral Resources. It was signed by the Minister of Energy and Mineral Resources, Bahlil Lahadalia, on 17 June 2026 and promulgated, and took effect, on 18 June 2026.[1][2] It forms part of the ministry's own organisational law, an area of public administration in Indonesia that touches the oil and gas sector covered at mining and energy regulation in Indonesia.
The regulation rewrites two articles of Permen ESDM 5/2022. According to its preamble, the regulation was issued to make the performance of the centre's duties and functions smoother, more effective and more efficient, and to strengthen coordination and policy synergy in the energy and mineral resources sector, and because Permen ESDM 5/2022 no longer fitted the development and needs of the organisation.[6] Its legal basis includes the oil and gas law, UU 22/2001, as amended by UU 6/2023 on job creation; the ministries law, UU 39/2008, as amended by UU 61/2024; Peraturan Presiden 169/2024 on the Ministry of Energy and Mineral Resources; and Permen ESDM 12/2025 on the ministry's organisation and work procedures.[6:1]
The amended Pasal 23 ranks the head of the centre (Kepala) as equivalent to a Jabatan Pimpinan Tinggi Pratama (a senior executive post) or to structural echelon II.b. A head of division (Kepala Bagian) is equivalent to an administrator post (Jabatan Administrator) or echelon III.a, and a head of subdivision (Kepala Subbagian) to a supervisor post (Jabatan Pengawas) or echelon IV.a. A fourth paragraph provides that the head's post may also be held by a non-civil-servant professional as needed.[3:1] The amended Pasal 24 provides that the head, the heads of division and the heads of subdivision are appointed and dismissed by the Minister of Energy and Mineral Resources.[4:1]
Pasal II brings the regulation into force on the date of promulgation. The regulation contains no other amendment and no transitional provision, so the remainder of Permen ESDM 5/2022 continues to govern the centre.[1:1]
