Peraturan Presiden 175/2024 (Peraturan Presiden Nomor 175 Tahun 2024 tentang Kementerian Kehutanan) is an Indonesian presidential regulation that establishes the Ministry of Forestry (Kementerian Kehutanan) and sets out its position, tasks, functions and organisation. It was signed by President Prabowo Subianto on 5 November 2024 and took effect on its promulgation the same day, as Lembaran Negara 2024 No. 371.[1] It is one of the institutional instruments of forestry and land use regulation in Indonesia.

The regulation separated forestry from the former Ministry of Environment and Forestry. It revoked Peraturan Presiden 92/2020, which had organised the combined ministry, and transferred that ministry's environmental functions, staff, assets and budget to the Ministry of Environment/Environmental Control Agency.[2] It organises the new ministry into a secretariat-general, six directorates-general, an inspectorate-general, an agency for extension and human resources, and four expert staff.[3]

Its closing chapters set working procedures, including performance accountability, business processes set by the minister and interoperability of data, and require the minister to coordinate forest-area policy with the minister responsible for spatial planning.[4] CRPG's regulatory tracker published an analysis of the regulation in March 2026.[5]

Background

The regulation was issued to implement Pasal 11 of Law 39/2008 on State Ministries, as amended by Undang-Undang 61/2024, and lists among its legal bases Peraturan Presiden 140/2024 on the organisation of state ministries.[6] It was signed on the same date as Peraturan Presiden 176/2024 on the Ministry of Agrarian Affairs and Spatial Planning.[1:1][7]

Under Pasal 1 and Pasal 5, the ministry administers government affairs in forestry to assist the President, and under Pasal 2 and Pasal 3 it sits under and answers to the President, is led by the minister, and may have a deputy minister appointed by the President.[8] The substantive forestry framework that the ministry administers is set by Undang-Undang 41/1999 on forestry, which the regulation does not cite.[6:1]

Functions and organisation

Pasal 6 lists the ministry's functions. The first is the formulation, determination and implementation of policy on consolidating forest areas (pemantapan kawasan hutan), managing the conservation of natural resources and ecosystems, improving the carrying capacity of river basins and rehabilitating forests, sustainable forest management, the competitiveness of the forest products industry, social forestry (perhutanan sosial), and forest protection and law enforcement. The others cover technical guidance and supervision, internal administration, state property, oversight, extension and human-resource development in forestry.[8:1]

Pasal 7 creates the units that carry those fields.[3:1] The Directorate General of Forestry Planning (Planologi Kehutanan) handles forest-area planning, the use of forest areas, forest management units, inventory and monitoring of forest resources, and the gazettement of forest areas.[9] The Directorate General of Natural Resources and Ecosystem Conservation manages national parks, nature recreation parks, nature reserves, wildlife reserves and hunting parks, species and genetic conservation, and the use of environmental services.[10] The Directorate General of River Basin Management and Forest Rehabilitation is responsible for river basin management, forest seed supply, forest and land rehabilitation, soil and water conservation and mangrove rehabilitation.[11]

The Directorate General of Sustainable Forest Management covers forest management units, the use of production and protection forests, multi-business forestry, processing and marketing of forest products, and forestry levies.[12] The Directorate General of Social Forestry prepares social forestry areas, designates customary forests (hutan adat) and handles tenurial conflicts within forest areas.[13] The Directorate General of Forestry Law Enforcement covers prevention, security, complaints, supervision, investigation, the application of administrative, civil and criminal law in forestry, and forest fire control.[14] The four expert staff advise the minister on revitalising the forest industry, economics and international trade, climate change, and inter-agency relations and digital transformation.[15]

Working procedures and transition

Pasal 38 and Pasal 39 allow technical implementing units to be formed by the minister with the written approval of the minister for state apparatus. Pasal 40 to Pasal 47 require the minister to apply the government performance accountability system, national development risk management and national digital transformation; to set business processes between units; to report to the President periodically and as needed; to prepare job analyses and workload analyses; and to support coordination with interoperable data and information. Pasal 48 requires the minister to coordinate policy on consolidating forest areas with the minister responsible for spatial planning.[16][4:1] The ministry is funded from the state budget.[17]

Pasal 53 keeps officials of the former ministry in post for forestry functions until new posts are filled. Pasal 54 to Pasal 56 integrate the environmental functions of the former ministry into the Ministry of Environment/Environmental Control Agency and transfer the related staff, assets, budget and documents to it, and Pasal 57 makes the former secretary-general the secretary-general of the new ministry. Pasal 58 keeps implementing rules of Perpres 92/2020 in force where consistent, and Pasal 59 revokes Perpres 92/2020.[2:1] Regulations issued afterwards by the Minister of Forestry include Permenhut 5/2025.
