Peraturan Menteri Kehutanan 1/2026 (Peraturan Menteri Kehutanan Nomor 1 Tahun 2026 tentang Manajemen Risiko di Lingkungan Kementerian Kehutanan) is an Indonesian ministerial regulation that sets the method and governance of risk management within the Ministry of Forestry. It was signed by the Minister of Forestry, Raja Juli Antoni, on 7 January 2026 and took effect on its promulgation on 28 January 2026.[1][2] It is an internal instrument of the ministry responsible for forestry, and one of the rules described at public administration in Indonesia.[3]
The regulation integrates risk management into the government internal control system (sistem pengendalian intern pemerintah, SPIP) and adjusts the ministry's practice to the national development risk management framework (manajemen risiko pembangunan nasional, MRPN) established by Peraturan Presiden 39/2023.[4][3:1] It requires every employee to apply risk management, sets out stages of communication and consultation, risk identification and risk analysis, and fixes levels of risk tolerance, from zero tolerance for fraud to high tolerance for minor performance risks.[5][6]
Monitoring takes place every three months, reports go through the Secretary General to the minister, and the Inspectorate General provides quality assurance.[7][8] The regulation replaced the risk-management provisions of the former Ministry of Environment and Forestry's 2023 regulation as they applied to the ministry.[9] CRPG's regulatory tracker reported it in June 2026.[10]
According to its preamble, the regulation was made to achieve effective, efficient, transparent and accountable governance through risk management aligned with the government's planning, budgeting and internal control systems, and to support national development risk management under Peraturan Presiden 39/2023.[4:1] Its legal basis also includes the law on state ministries as amended by Undang-Undang 61/2024, Peraturan Pemerintah 60/2008 on the government internal control system, Peraturan Presiden 175/2024 on the Ministry of Forestry and the ministry's 2024 regulation on its organisation and working procedures.[4:2]
Pasal 1 defines risk (risiko) as an event that may occur and, if it occurs, has a negative effect on the achievement of the organisation's objectives. It defines risk magnitude (besaran risiko) as the combination of the level of likelihood and the level of impact, risk level as low, medium or high, risk appetite (selera risiko) as the magnitude of risk the risk owner is willing to accept in pursuing an objective, and risk tolerance (toleransi risiko) as the maximum acceptable deviation from that appetite.[3:2] Pasal 2 lists the aims of risk management, among them good governance, the optimisation of the internal control system and the protection of the organisation from risks that could hinder its objectives, and Pasal 3 makes risk management part of the internal control plan documented under that system.[3:3]
Pasal 4 requires every employee to apply risk management in their activities, coordinated by the heads of first-echelon units and working units, who form implementation teams within the internal control system. Application proceeds in three stages: communication and consultation, risk identification and risk analysis.[5:1] Risks are identified against national development targets and international commitments, national priorities, priority programmes, strategic and programme targets, the minister's strategic policies, budget execution and organisational performance.[5:2] The strategic policies are listed as protecting forests as the lungs of the world and regulators of water, equitable control of forests, the use of forests for food, energy and water security, a one-map policy for all forestry mapping, and the digitalisation of forestry services.[5:3]
Identification covers the context, risk events, causes, impacts and stakeholders, and assigns each risk to at least one of five categories: external, strategic, fraud and irregularity in budget execution and state asset management, reputational, and policy risks. It draws on audit findings, records of adverse events including public complaints, expert opinion and comparative data.[5:4]
Risk analysis under Pasal 11 has four stages: assessing likelihood, determining risk magnitude, determining risk appetite and tolerance, and deciding on mitigation. Likelihood is assessed from the frequency and the impact of a risk, and may take existing controls into account.[6:1] The ministry's risk appetite and tolerance are set by the minister and serve as the reference for all units.[6:2]
Pasal 15 and Pasal 16 set four tolerance levels. There is no tolerance for fraud risks in budget execution, the management of state assets, public services, the control of other parties through licences, approvals and cooperation, the collection of non-tax state revenue, construction and procurement, and the distribution of goods. Low tolerance applies to integrity and reputational risks in the code of ethics and staff discipline, the eradication of corruption, law enforcement, the settlement of state losses and occupational safety. Medium and high tolerance apply to risks to the quality of performance.[6:3] Under Pasal 17, a risk at the zero or low level is to be avoided; reduction, sharing or impact mitigation apply at medium or high tolerance; and acceptance with adaptation applies only at high tolerance.[6:4]
Risk management in each unit is carried out by the internal control system team through the development of a risk-aware culture and of a risk management information system managed by the Inspectorate General.[11] The ministry's national development risk management consists of its structure, its framework and a strategy for building a risk culture.[11:1]
Unit heads monitor the application of risk management every three months and evaluate it on the basis of the monitoring. Reports cover the monitoring of risk controls, a list of risk levels and a review of new risks, and are submitted by the heads of first-echelon units to the Secretary General, who compiles a risk profile of the ministry's key performance indicators for the minister.[7:1] The heads of first-echelon units are responsible for the quality and effectiveness of risk management in their units, and the Inspectorate General supervises it through quality assurance under guidelines set by the Inspector General.[8:1]
Pasal 33 declares that the provisions on risk management within the ministry based on Peraturan Menteri Lingkungan Hidup dan Kehutanan 5/2023 on risk management cease to apply, and Pasal 34 brings the regulation into force on promulgation.[9:1] It was promulgated in Berita Negara 2026 No. 66.[2:1]
