Peraturan Menteri Kehutanan 9/2026 (Peraturan Menteri Kehutanan Nomor 9 Tahun 2026 tentang Perubahan atas Peraturan Menteri Kehutanan Nomor 1 Tahun 2024 tentang Organisasi dan Tata Kerja Kementerian Kehutanan) is an Indonesian ministerial regulation that amends the organisation and work-procedures regulation of the Ministry of Forestry in order to create Forest Ecosystem Management Centres (Pusat Pengelolaan Ekosistem Hutan). It was signed by the Minister of Forestry, Raja Juli Antoni, on 13 July 2026 and took effect on its promulgation the same day, as Berita Negara 2026 No. 468.[1][2] It belongs to the ministry's organisational instruments described at forestry and land use regulation in Indonesia and public administration in Indonesia.

The regulation inserts a new chapter of 105 articles into Permenhut 1/2024, creating eight centres, one for each of eight forest ecosystem types, divided into 35 regional offices. Every office has the same task, the coordination, synchronisation and monitoring of forest ecosystem policies, programmes and activities at regional level, and the same internal structure.[3][4] A second annex names each office, fixes its seat and defines its working area by river basin (daerah aliran sungai, DAS).[5]

The amendment has two articles. Pasal I replaces the organisation chart, inserts the new chapter and replaces the annex of the 2024 regulation; Pasal II provides for entry into force. Its provisions concern the ministry's internal structure and are addressed to its own units.[3:1][1:1] CRPG's regulatory tracker published an analysis of the regulation on 30 September 2026.[6]

Background

The preamble gives two reasons for the amendment: that Forest Ecosystem Management Centres are needed within the ministry so that forest ecosystems are managed in an integrated and effective way that improves the quality of forestry governance, and that the Minister of State Apparatus Empowerment and Bureaucratic Reform had given written approval for their creation.[7] Its legal bases are Pasal 17 ayat (3) of the Constitution, the State Ministries Law of 2008 as amended by Undang-Undang 61/2024, Peraturan Presiden 175/2024 on the Ministry of Forestry, and Permenhut 1/2024 itself, promulgated as Berita Negara 2024 No. 1002.[7:1]

Ministry structure

Pasal I angka 1 amends Pasal 7 ayat (2) of Permenhut 1/2024 so that the chart of the ministry's organisation is the one in Lampiran I of the new regulation. The list of units in Pasal 7 ayat (1), restated in the amendment, is unchanged: the Secretariat General; six directorates general, for forestry planning, conservation of natural resources and ecosystems, watershed management and forest rehabilitation, sustainable forest management, social forestry and forestry law enforcement; the Inspectorate General; the Agency for Extension and Human Resources Development; and four expert staff positions, on forestry industry revitalisation, economics and international trade, climate change, and inter-institutional relations.[3:2] Lampiran I, which replaces the annex of the 2024 regulation under Pasal I angka 3, reproduces the charts of these units and adds a chart for each of the eight new centres.[8]

Forest Ecosystem Management Centres

Pasal I angka 2 inserts Chapter XVIIIA between Chapters XVIII and XIX, in nine parts, as Pasal 533A to Pasal 533DA.[3:3] Under Pasal 533A the centres are supporting elements (unsur pendukung) of the ministry, placed under and responsible to the Minister through the Secretary-General, each led by a Head of Centre. The article names eight centres: swamp and heath forest (rawa dan kerangas), monsoon forest, mountain forest, tropical rain forest, mangrove and coastal forest, savanna forest, Wallacea forest, and lowland and dipterocarp forest.[4:1]

Each centre is divided into regional offices named after a province. The swamp and heath forest centre has five, in Pekanbaru, Pangkal Pinang, Jambi, Palembang and Banjarbaru (Pasal 533B); the monsoon forest centre two, in Yogyakarta and Sidoarjo (Pasal 533O); the mountain forest centre eight, in Banda Aceh, Medan, Padang, Bandar Lampung, Bandung, Bogor, Ternate and Nabire (Pasal 533AB); and the tropical rain forest centre six, in Bengkulu, Mataram, Palangka Raya, Ambon, Manokwari and Jayapura (Pasal 533AO).[9] The mangrove and coastal forest centre has four, in Tanjung Pinang, Denpasar, Tanjung Selor and Sorong (Pasal 533BB); the savanna forest centre two, in Kupang and Merauke (Pasal 533BO); the Wallacea forest centre six, in Manado, Gorontalo, Palu, Mamuju, Makassar and Kendari (Pasal 533CB); and the lowland and dipterocarp forest centre two, in Pontianak and Samarinda (Pasal 533CO).[9:1]

Tasks and internal structure

The provisions on each centre follow one pattern, set out first for the swamp and heath forest centre. Its task is to coordinate, synchronise and monitor the policies, programmes and activities for managing its ecosystem at regional level (Pasal 533C). Its eight functions run from preparing the centre's plan, programme and budget, through coordinating planning, synchronising programmes and facilitating the coordination of policy implementation for the ecosystem, to policy analysis and recommendations, the management and supply of data and information, monitoring and evaluation, and the centre's own administration (Pasal 533D).[4:2]

Each centre consists of a General Affairs and Administration Section, a Forest Ecosystem Planning Division, a Forest Ecosystem Monitoring Division, and functional and implementing positions (Pasal 533E). The planning division coordinates and synchronises plans, programmes and activities for the ecosystem, and the monitoring division is responsible for analysis, data and information, monitoring and evaluation. Both have a function concerning forestry issues that cut across the technical implementation units (unit pelaksana teknis) in the centre's working area: the planning division coordinates their handling and the monitoring division monitors and reports on it.[10] The same articles are repeated, with the name of the ecosystem changed, for each of the other seven centres.[4:3]

Working areas

Lampiran II defines each regional office's working area as the forest ecosystems in named river basins of one or more provinces. The Riau swamp and heath forest office covers the Indragiri and Rokan basins; the Central Java monsoon forest office, seated in Yogyakarta, covers the Serayu Opak Progo, Pemali Jratun and Bodri basins in Central Java and the Special Region of Yogyakarta.[5:1] Some basins are split by province. The Bandung office of the mountain forest centre covers the Ciliwung and Citarum basins, among others, in West Java, while the Banten office, seated in Bogor in West Java, covers the same two basins in Jakarta and Banten; the Barito basin appears both in the South Kalimantan swamp and heath forest office and in the Central Kalimantan tropical rain forest office.[5:2]

Besides the Central Java and Banten offices, other offices also cover more than one province. The Papua Tengah mountain forest office in Nabire covers Central Papua and Highland Papua, including the upper Mamberamo; the East Kalimantan lowland and dipterocarp forest office in Samarinda covers basins in East and North Kalimantan, among them the Kayan, Sesayap and Sebuku, which are also in the working area of the North Kalimantan mangrove and coastal forest office in Tanjung Selor. The working area of the Sorong mangrove and coastal forest office is defined by four named rivers rather than by basins.[5:3]

Relationship to other instruments

The ministry's organisation rests on Perpres 175/2024, which the amendment cites as a legal basis.[7:2] Earlier in 2026 the ministry issued Permenhut 4/2026 on records management within the ministry, Permenhut 5/2026 on performance allowances for its employees, and Permenhut 8/2026 on the national forestry plan for 2011 to 2030.[11][12][13] The CRPG analysis of 30 September 2026 placed the amendment in that series of 2026 instruments.[6:1]
