Peraturan Menteri Kehutanan 8/2026 (Peraturan Menteri Kehutanan Nomor 8 Tahun 2026 tentang Rencana Kehutanan Tingkat Nasional Tahun 2011-2030) is an Indonesian ministerial regulation that reissues the national forestry plan (rencana kehutanan tingkat nasional, RKTN) for 2011 to 2030, the macro plan for the spatial use of the country's forest areas. It was signed by the Minister of Forestry, Raja Juli Antoni, on 21 April 2026 and took effect on its promulgation on 30 April 2026.[1][2] It belongs to the body of rules described at forestry and land use regulation in Indonesia, and was made under Pasal 49 of Peraturan Pemerintah 23/2021, which requires the minister to draw up and set the national plan.[3]
The regulation itself has seven articles; the plan is contained in two annexes, the first setting out the national forest-area plan and the second the plan's maps.[4] The annex divides the forest area, recorded at 123.95 million hectares in 2025, among six macro directions for spatial use, and projects an effective forest area of 115.98 million hectares in 2030.[5][6][7]
The plan is the guideline for provincial forestry plans, forest management plans, business work plans and the control of forestry development, and the reference for coordination between sectors that use forest areas.[8] It replaced the first revision of the plan, issued in 2019 by the then Ministry of Environment and Forestry.[9] CRPG's regulatory tracker reported it in July 2026.[10]
The national forestry plan for 2011 to 2030 was first set by Peraturan Menteri Kehutanan P.49/Menhut-II/2011 and revised by Peraturan Menteri Lingkungan Hidup dan Kehutanan P.41/MENLHK/SETJEN/KUM.1/7/2019 of 31 July 2019.[5:1] According to the first annex, the development context changed after that revision through the job-creation law and its implementing regulations, the President's Asta Cita agenda, the long-term national development plan for 2025 to 2045 and the medium-term plan for 2025 to 2029, carbon absorption targets under the ratified Paris Agreement, the designation of preservation areas, agrarian reform and the one-map policy, together with demand for forest space from national strategic programmes, food and energy security programmes and natural disasters.[5:2]
The annex states that the plan was evaluated in 2024, as the rules on forestry planning require at least once every five years, and that the evaluation recommended a revision. It records that the forest area fell from 130.68 million hectares in 2011 to 123.95 million hectares in 2025, of which 118.62 million hectares is land, about 62.64 per cent of the national land area, the reduction arising largely through changes of designation for non-forestry needs, including the land-reform allocation programme (TORA) and the settlement of land tenure within forest areas.[5:3] The preamble of the regulation gives as its reasons the results of that evaluation, developments in policy, global challenges linked to sustainable forestry and climate change, and institutional change; among its legal bases it cites Peraturan Presiden 175/2024 on the Ministry of Forestry.[3:1]
Pasal 1 describes the national forestry plan as the macro direction for the use of the space and potential of forest areas, for forestry development and for development outside forestry that uses forest areas, on a national scale over twenty years. It consists of a national forest-area plan and the national forestry plan map.[4:1] Under Pasal 2, the forest-area plan covers the condition and potential of forest areas, the paradigm of forest-area management, directions for the spatial use of forest areas, targets for the forestry sector, and policy directions and strategies, all set out in Lampiran I. Under Pasal 3, the map comes in a national version for 2011 to 2030 and in regional versions, set out in Lampiran II.[4:2]
The first annex groups the forest area into six macro directions: areas for conservation; areas for the protection of natural forest, peat and mangrove ecosystems; areas for rehabilitation; areas for corporate forest utilisation; areas for community-based forest utilisation; and areas for non-forestry use. It combines two approaches, a main allocation to a single use (land sparing) and a collaborative allocation in which a second use is permitted (land sharing), and derives each direction from thematic maps such as the conservation zoning maps, the PIPPIB map, the peat and mangrove maps, the indicative social forestry map and the maps of national strategic projects and food estates.[6:1]
For 2025 the annex allocates 27.67 million hectares to conservation, 38.24 million hectares to ecosystem protection, 1.06 million hectares to rehabilitation, 43.95 million hectares to corporate utilisation, 7.76 million hectares to community-based utilisation and 5.27 million hectares to non-forestry use. Of the 123.95 million hectares in total, 91.55 million hectares are main allocations and 32.40 million hectares are collaborative ones.[6:2] The annex also identifies about 20.6 million hectares of forest area as potential support for food and energy security.[6:3]
Projecting to 2030, the annex sets aside 7.97 million hectares for non-forestry development and arrives at an effective forest area of 115.98 million hectares, or 93.57 per cent of the 2025 area, with the conservation area kept at 27.67 million hectares throughout.[7:1] It also states that 2.5 million hectares of conservation forest are prepared for the implementation of carbon economic value, and links the plan to Indonesia's Nationally Determined Contribution and the FOLU Net Sink target.[5:4][7:2]
Pasal 4 makes the national plan the guideline for seven instruments: the macro plan for forestry administration, provincial forestry plans, forest management plans at the management-unit level, the indicative map for the utilisation and use of forest areas, work plans for forest utilisation businesses, forestry development plans, and the control of forestry development activities. The plan is also the guideline for coordination between sectors in the use of forest areas.[8:1]
Pasal 5 keeps in force every implementing provision of the 2019 plan so far as it does not conflict with the new regulation, and Pasal 6 revokes Permen LHK P.41/MENLHK/SETJEN/KUM.1/7/2019 (Berita Negara 2019 No. 928). Pasal 7 brings the regulation into force on promulgation.[9:1][1:1] The regulation was promulgated in Berita Negara 2026 No. 279.[2:1] The preamble cites Undang-Undang 41/1999 on forestry, as last amended by Undang-Undang 6/2023, and the 2021 ministerial regulation on forestry planning, as amended by Permenhut 20/2025.[3:2]
