Peraturan Presiden 110/2024 (Peraturan Presiden Nomor 110 Tahun 2024 tentang Tunjangan Jabatan Fungsional Analis Prasarana dan Sarana Pertanian) is an Indonesian presidential regulation that grants a monthly functional-position allowance to civil servants serving as agricultural infrastructure and facilities analysts (Analis Prasarana dan Sarana Pertanian). It was signed by President Joko Widodo and promulgated on 10 October 2024, and took effect on promulgation.^[1][2] It is one of the civil-service pay instruments described at public administration in Indonesia.

The regulation has seven articles and a one-page annex. It defines the allowance, provides that it is paid every month, fixes three amounts according to the level of the position, assigns the cost to the state or regional budget depending on where the civil servant works, and ends the allowance when the holder moves to another post.^[3][4][5][6] CRPG's regulatory tracker published a post on the regulation in November 2025.^[7]

¶ Background

The preamble states that the allowance is given to raise the quality, performance, dedication and productivity of civil servants appointed full-time to the position, in line with its workload, responsibility and occupational risk.^[8] The regulation rests on Pasal 4 ayat (1) of the 1945 Constitution, on Undang-Undang 20/2023 on the state civil apparatus (Aparatur Sipil Negara), on Peraturan Pemerintah 7/1977 on civil-service salaries as last amended by Peraturan Pemerintah 5/2024, on Peraturan Pemerintah 11/2017 on civil-service management as amended by Peraturan Pemerintah 17/2020, and on Keputusan Presiden 87/1999 on the families of civil-service functional positions as last amended by Peraturan Presiden 116/2014.^[8:1]

A functional-position allowance (tunjangan jabatan fungsional) attaches to a particular functional position and is distinct from the performance allowance (tunjangan kinerja) that other presidential regulations set for the employees of a given ministry, such as Peraturan Presiden 133/2024 for the Ministry of Manpower.^[3:1][9] The analysts' position belongs to the agricultural field, whose ministry, the Ministry of Agriculture, is one of the ministries listed in Peraturan Presiden 140/2024 on the organisation of state ministries, signed eleven days later.^[10]

¶ Provisions

Pasal 1 defines the allowance as a position allowance given to a civil servant (Pegawai Negeri Sipil) who has been appointed and assigned full-time to the functional position of agricultural infrastructure and facilities analyst, and Pasal 2 provides that such a civil servant receives it every month.^[3:2] Under Pasal 3 the amounts are set in the annex, which covers the three levels of the expert (keahlian) career track.^[4:1]

Pasal 4 charges the allowance of civil servants working in central-government agencies to the state budget (Anggaran Pendapatan dan Belanja Negara) and that of civil servants working in regional agencies to the regional budget (Anggaran Pendapatan dan Belanja Daerah).^[5:1] Pasal 5 stops the allowance when the holder is appointed to a structural position or to another functional position, or for any other reason for which the law requires payment to stop; Pasal 6 leaves the procedure for paying and stopping it to the general legislation, and Pasal 7 brings the regulation into force on promulgation.^[6:1][1:1]
