Peraturan Presiden 118/2024 (Peraturan Presiden Nomor 118 Tahun 2024 tentang Tunjangan Kinerja Pegawai di Lingkungan Badan Nasional Pencarian dan Pertolongan) is an Indonesian presidential regulation on the performance allowance (tunjangan kinerja) of employees of the National Search and Rescue Agency (Badan Nasional Pencarian dan Pertolongan). President Joko Widodo signed it on 11 October 2024, and it was promulgated and took effect the same day.^[1][2] It forms part of the civil-service pay rules described at public administration in Indonesia.

The regulation replaced Peraturan Presiden 165/2015, which had governed the allowance when the agency was still named Badan SAR Nasional. It pays the agency's employees a monthly allowance set by position class in an annex, excludes four groups of employees, and leaves the detail to a regulation of the agency itself.^[3][4][5][6] CRPG's regulatory tracker published an analysis of it in April 2026.^[7]

¶ Background

According to its preamble, the regulation was made because the agency had met the criteria for an adjusted allowance on the results of its bureaucratic reform, and because Peraturan Presiden 165/2015 on the allowance of employees of the Badan SAR Nasional no longer matched that progress.^[3:1] Its legal bases are Pasal 4 ayat (1) of the 1945 Constitution, Undang-Undang 20/2023 on the state civil apparatus, and Peraturan Presiden 83/2016 on the National Search and Rescue Agency.^[3:2]

It is one of a group of allowance regulations for individual ministries and agencies issued in September and October 2024 on a common template, among them Peraturan Presiden 102/2024 and Peraturan Presiden 133/2024.^[8][9] Unlike those two, which concern ministries, it contains no provision granting an allowance to the head of the institution; and unlike Peraturan Presiden 133/2024, it does not name employees of public service agencies among those excluded.^{[5:1][8:1][9:1]}

¶ Provisions

The employees covered are civil servants, government employees with work agreements and "other employees" in approved positions who are appointed to a position and work full time in a unit of the agency.^[10] Pasal 2 grants them a monthly allowance in addition to their other income, paid with regard to each employee's performance, and Pasal 3 and 4 place the amounts in the annex and make them payable from the regulation's entry into force. Pasal 5 subjects the allowance to income tax.^[4:1]

The annex sets amounts for seventeen position classes, numbered 17 down to 1. The held copy of the table is partly illegible; its legible entries include Rp19,280,000 a month for class 15 and Rp17,064,000 for class 14.^[11]

Under Pasal 6 the allowance is not paid to employees without a specific position, to those suspended or deactivated, to those removed from their organic post and receiving waiting pay, or to those on unpaid leave or pre-retirement release.^[5:2] Pasal 8 governs employees in functional positions who receive a professional allowance: they are paid the difference between the performance allowance for their class and the professional allowance, or the professional allowance alone where it is higher.^[12]

¶ Administration and transition

The head of the agency sets the position class of each post, and a change of class requires the approval of the minister for the state apparatus and, where it changes the budget for the allowance, of the minister of finance as well.^[13] Recipients must maintain and improve bureaucratic reform, which is monitored and evaluated periodically by the head of the agency and the National Bureaucratic Reform Team, and further rules are to be made by a regulation of the agency (Peraturan Badan Nasional Pencarian dan Pertolongan).^[14]

Pasal 12 keeps the implementing rules of Peraturan Presiden 165/2015 in force so far as they are consistent with the new regulation, and Pasal 13 revokes Peraturan Presiden 165/2015.^[15]
