Peraturan Presiden 2/2025 (Peraturan Presiden Nomor 2 Tahun 2025 tentang Perubahan Kedua atas Peraturan Presiden Nomor 192 Tahun 2014 tentang Badan Pengawasan Keuangan dan Pembangunan) is an Indonesian presidential regulation that amends, for the second time, the organic regulation of the Financial and Development Supervisory Agency (Badan Pengawasan Keuangan dan Pembangunan, BPKP), the government's internal auditor. It was signed by President Prabowo Subianto and promulgated on 20 January 2025, and took effect on promulgation.[1][2] It forms part of the institutional framework described at public administration in Indonesia.
The regulation adds the post of Deputy Head (Wakil Kepala) to the agency, renames two of its supervisory deputies and creates a third, for community empowerment and food.[3][4][5] It gives the Head financial rights at the level of a minister and the Deputy Head at the level of a deputy minister, and sets a five-year term for both, renewable once.[6] It was issued on the same day as Peraturan Presiden 1/2025, which made comparable changes to Statistics Indonesia.[7] CRPG's regulatory tracker published a post on the regulation in November 2025.[8]
Peraturan Presiden 192/2014 describes BPKP as the government's internal supervision apparatus (aparat pengawasan intern pemerintah), under and responsible to the President and led by a Head, with the task of conducting government affairs in the supervision of state and regional finances and national development.[9] Its Pasal 4 originally listed the agency's organs as the Head, the Principal Secretariat, five deputies (for supervision of government agencies in the economy and maritime affairs; for supervision of government agencies in politics, law, security, human development and culture; for regional financial administration; for state accountancy; and for investigation) and an Inspectorate.[10] Peraturan Presiden 20/2023 amended the agency's functions and the internal make-up of its units, but left that list in place.[11]
The preamble of Perpres 2/2025 gives two reasons for a second amendment: to strengthen the agency's institutional capacity so that it is more effective in internal supervision and in the quality of the internal control system, and because part of its tasks and functions no longer matched the policies, regulations and organisational changes in government agencies.[12]
Pasal I makes eighteen amendments to Perpres 192/2014, and Pasal II brings the regulation into force on promulgation.[1:1] The new Pasal 4 lists the Head, the Deputy Head, the Principal Secretariat and six deputies, and no longer names the Inspectorate among the agency's organs.[3:1] A new Pasal 5A places the Deputy Head under the Head and gives the post the task of helping the Head lead the agency, with its detailed duties to be set by the Head.[4:1]
The first two supervisory deputies are renamed as the Deputy for Supervision of Government Agencies in the Economy, Infrastructure and Regional Development, and the Deputy for Supervision of Government Agencies in Politics, Security, Law, Human Development and Culture.[3:2][13] A new part and new Pasal 17A to 17D create the Deputy for Supervision of Government Agencies in Community Empowerment and Food (Pemberdayaan Masyarakat dan Pangan).[5:1] Each of the three deputies conducts internal supervision of the accountability of state finances and of cross-sectoral national development programmes in the central-government agencies of its field. Their functions include drafting technical supervision policy and guidelines, supervising revenue and spending financed by the state budget or subsidies and the use of state assets, fostering the government internal control system (Sistem Pengendalian Intern Pemerintah) in those agencies, supervising non-tax state revenue, and assisting with reviews of financial and performance reports.[13:1][5:2] The deputy for the economy, infrastructure and regional development is also given the supervision of foreign financing, loans and grants and the review of the financial reports of central-government agencies.[13:2] Each deputy has at most five directorates, which are staffed by functional and implementing positions and may have up to three subdirectorates where functional positions cannot carry out the work.[13:3][5:3]
The fields named in the three deputies' titles are drawn from those of the seven coordinating ministries listed in Peraturan Presiden 140/2024, which also requires every unit of a ministry to apply the government internal control system.[14]
The amended Pasal 44 provides that the President appoints and dismisses the Head and the Deputy Head, and gives the Head financial rights and other facilities at the level of a minister and the Deputy Head at the level of a deputy minister.[6:1] The new Pasal 44A sets the Head's term at one period of five years, renewable for one further period, allows the President to dismiss the Head at any time before the term ends, and applies the same rules to the Deputy Head.[6:2] Pasal 46 ayat (1), which had classed the Head's post as an echelon Ia or principal high-leadership position, is deleted; the Principal Secretary and the deputies remain senior high-leadership (echelon I.a) positions.[15][16]
