Peraturan Presiden 93/2024 (Peraturan Presiden Nomor 93 Tahun 2024 tentang Lembaga Administrasi Negara) is an Indonesian presidential regulation that sets out the position, tasks, functions and organisation of the Lembaga Administrasi Negara (LAN), the non-ministerial government agency responsible for the capacity development and learning of the civil service. It was signed by President Joko Widodo and promulgated on 23 August 2024, took effect on promulgation, and revoked the agency's earlier statute, Peraturan Presiden 79/2018.[1][2] It is one of the institutional instruments described at public administration in Indonesia.
The regulation was issued to implement Pasal 26 of the civil-service law, Undang-Undang 20/2023 on the Aparatur Sipil Negara (ASN, the state civil apparatus).[3] It places LAN under the President and makes it answerable through the minister responsible for the state apparatus, and gives it a head, a principal secretariat, four deputies and an inspectorate.[4][5]

Pasal 1 defines LAN as a non-ministerial government institution (lembaga pemerintah nonkementerian) given authority to formulate and set technical policy, and to guide, carry out and control the implementation of technical policy, on the capacity development and learning of the ASN; the ASN itself is defined as the profession of civil servants and of government employees on work contracts in government agencies.[7] Under Pasal 2, LAN is under and answerable to the President through the minister responsible for the state apparatus, and is led by a head (Kepala).[4:1]
Pasal 3 states the agency's task in the same terms as its definition. Pasal 4 lists its functions: formulating and setting technical policy on ASN capacity development and learning and on raising the quality of state administrative policy; guiding, carrying out and controlling the implementation of that policy; drafting norms, standards, procedures and criteria (norma, standar, prosedur, dan kriteria) in the field; giving technical guidance and supervision; coordinating, assessing and setting a strategy for the governance of ASN learning facilities and infrastructure; and the supporting functions of administration, asset management and internal supervision.[8]
Pasal 5 fixes LAN's organisation as the head, a principal secretariat (Sekretariat Utama) and four deputies: for improving the quality of state administrative policy; for the transformation of ASN learning; for delivering ASN capacity development; and for quality assurance of ASN capacity development and learning.[5:1] The regulation gives each deputy its own task and functions. The first deputy is also charged with guiding the functional posts that fall within LAN's field, and the quality-assurance deputy with controlling the implementation of technical policy and with the governance strategy for learning facilities.[9]
The principal secretariat may have at most three bureaus, and the deputies at most three, three, three and two directorates respectively, each staffed by groups of functional posts, with subdirectorates or sections allowed only where functional posts cannot perform the work.[9:1] An inspectorate carries out internal supervision.[10] Up to five centres (Pusat) may be formed as support units on the basis of an organisational and workload analysis, and technical implementing units may be created by the head with the written approval of the minister.[11]
The head must apply the performance-accountability system for government agencies, and every unit must apply the government internal-control system.[12] In carrying out its task and functions, LAN is coordinated by the ministry responsible for the state apparatus, which also coordinates the agency's work plan on ASN capacity development and learning; the result of that coordination is the reference for the plan LAN sets. The head reports to the President through the minister, periodically or when needed.[12:1] LAN must draw up a business process governing the relations between its units, to be set by a Peraturan LAN, and an analysis of posts, a post map, a workload analysis and job descriptions.[12:2]
The head is a Jabatan Pimpinan Tinggi Utama post, appointed and dismissed by the President on the minister's proposal; the principal secretary and the deputies are Jabatan Pimpinan Tinggi Madya posts appointed by the President on the head's proposal. Directors, bureau and centre heads and the inspector are Jabatan Pimpinan Tinggi Pratama posts appointed by the head.[13] The agency is funded from the state budget (APBN), and the detail of its tasks and organisation is left to a Peraturan LAN issued with the written approval of the minister.[14]
Officials in post under Peraturan Presiden 79/2018 continue in office until new officials are appointed under the 2024 regulation, and the implementing rules of the 2018 statute remain in force so far as they do not conflict with it. Pasal 54 revokes Peraturan Presiden 79/2018, and Pasal 55 brings the regulation into force on promulgation.[2:1]
LAN is one of several non-ministerial agencies whose organisation is set by a presidential regulation of its own. Others in this encyclopedia are the national planning agency, reorganised by Peraturan Presiden 195/2024 in November 2024, and the finance and development supervisory agency (BPKP), whose statute was amended by Peraturan Presiden 2/2025.[15][16] Unlike the planning agency, whose head is a minister, LAN answers to the President through the minister responsible for the state apparatus.[4:2][15:1]
