Peraturan Presiden 80/2025 (Peraturan Presiden Nomor 80 Tahun 2025 tentang Penyusunan Rencana Strategis dan Rencana Kerja Kementerian/Lembaga) is an Indonesian presidential regulation that governs how ministries and agencies prepare, have reviewed, adopt and amend their five-year strategic plans (Rencana Strategis Kementerian/Lembaga, Renstra-KL) and their annual work plans (Rencana Kerja Kementerian/Lembaga, Renja-KL). It was signed by President Prabowo Subianto and promulgated on 30 June 2025, and took effect on promulgation.[1] It forms part of the planning rules described at public administration in Indonesia.
The regulation implements Pasal 8 ayat (10) of Undang-Undang 59/2024 on the national long-term development plan for 2025 to 2045.[2] It ties each ministry's strategic plan to the five-year national medium-term plan (RPJM Nasional) and each work plan to the government's annual work plan and budget ceilings, and gives the ministry responsible for national development planning and the Ministry of Finance the task of reviewing and approving them.[3][4]
It sets a calendar for each stage, provides for evaluation of the plans, requires the use of the KRISNA planning information system, and contains transitional rules for the 2025 to 2029 strategic plans and the 2026 work plans. Pasal 1 defines the Renstra-KL as a ministry or agency's planning document for a five-year period, and the Renja-KL as its planning document for one year. The RPJM Nasional is defined as the five-year national plan that elaborates the vision, mission and programme of the President and Vice-President under the long-term plan, and the Rencana Kerja Pemerintah (RKP) as the one-year national plan.[6] The same article defines the review forums the regulation creates: a two-party meeting (Pertemuan Dua Pihak) of the planning ministry and a ministry or agency, a three-party meeting (Pertemuan Tiga Pihak) that adds the Ministry of Finance, and an adjustment forum (Forum Penyesuaian) that aligns draft strategic plans with the presidential regulation on the RPJM Nasional.[6:1] Under Pasal 2 the regulation is the guideline for ministries and agencies in preparing and amending their plans, for the planning ministry in reviewing and approving them, and for the Ministry of Finance in reviewing and approving work plans.[3:1]
Pasal 3 obliges every ministry and agency to prepare a Renstra-KL based on the RPJM Nasional, containing its vision, mission, objectives, strategic targets, strategy, policy, programmes and activities, together with programme and activity targets, performance indicators, performance targets and a funding framework.[4:1] Pasal 7 divides preparation into five stages: a technocratic draft, a draft, review, adjustment and approval.[7]
The technocratic draft, based on the concept technocratic draft of the RPJM Nasional, may begin in November two years before the first year of the plan, and draws on evaluation of past development and on public aspirations gathered through consultation forums, the media or other accountable methods.[7:1] The planning ministry sends ministries its initial draft of the RPJM Nasional by the end of October before the first year, and the resulting draft strategic plans are reviewed in two-party meetings; ministries return revised drafts by the third week of November.[7:2][8] The adjustment forum may run from the adoption of the presidential regulation on the RPJM Nasional to the first week of August of the plan's first year. It involves the ministry responsible for the state apparatus, to align targets and indicators as the basis for assessing performance, and the ministry responsible for finance, to align funding with the medium-term budget framework; it may also involve the agency responsible for supervising state and regional finance and national development.[9] The planning ministry's written approval is due by the second week of August.[9:1]
Under Pasal 19 a ministry or agency adopts its approved plan by ministerial or agency regulation no later than eight months after the RPJM Nasional is promulgated, and within five working days of promulgation sends it to the planning, home affairs, finance and state-apparatus ministries.[10] A strategic plan may be amended only where a law, government regulation or presidential regulation has a marked impact (berdampak signifikan) on the body's tasks or targets, where national planning and budgeting policy has such an impact on its targets, or on the results of control and evaluation; other changes are carried in the annual work plan.[11]
Under Pasal 31 the Renja-KL follows national development priorities and the available budget, and contains at least the body's policy, programmes and activities, set out in a data structure running from vision and strategic targets to outputs, locations, components and funding.[12] A preliminary draft, prepared from November of the year before the planning year to February, feeds into the indicative budget ceiling (Pagu Indikatif); the draft work plan is submitted to the planning and finance ministries by the second week of April, and is updated into the final work plan within two weeks of the joint letter of the two ministers on the budget ceiling (Pagu Anggaran).[12:1]
Drafts are reviewed in three-party meetings, in which the planning ministry examines the fit with development priorities and the Ministry of Finance the efficiency and effectiveness of spending; the regulation describes the meetings as an ex-ante evaluation of the work plan.[13] The approved work plan becomes the basis for the ministry's budget document (RKA K/L) and its performance agreement.[13:1] In a year of transition between governments, work plans must ensure continuity of policy and fit the new President's programme.[14] Work plans may be changed during the planning year or the implementation year, after a three-party meeting, to keep them consistent with the RKP, the budget and its amendments.[15]
Ministry and agency heads control and evaluate their strategic plans in the third and fifth years of the plan, and their work plans in the third quarter of the year and in the February after it.[16] The planning and finance ministries and every ministry and agency use the KRISNA information system, whose approved data become the basis for later work plans and for budget documents.[17]
Pasal 61 requires draft strategic plans for 2025 to 2029 prepared before the regulation took effect to be brought into line with it, while keeping adjustments and approvals already made under the earlier rules and the work-plan steps for the 2026 budget year already completed.[18]
The RPJM Nasional to which the 2025 to 2029 strategic plans are tied was set by Peraturan Presiden 12/2025.[19] The planning ministry that reviews and approves the plans is served by the national development planning agency, whose organisation was set by Peraturan Presiden 195/2024; among that agency's functions is aligning the planning and performance management of ministries, agencies and regional governments with national development targets.[20]
