Peraturan Menteri Kelautan dan Perikanan 3/2026 (Peraturan Menteri Kelautan dan Perikanan Nomor 3 Tahun 2026 tentang Jabatan dan Kelas Jabatan Pegawai di Lingkungan Kementerian Kelautan dan Perikanan) is an Indonesian ministerial regulation that classifies the positions of employees of the Ministry of Marine Affairs and Fisheries and assigns each a position class (kelas jabatan), the grade on which pay and the performance allowance depend. It was signed by the Minister of Marine Affairs and Fisheries, Sakti Wahyu Trenggono, on 27 January 2026 and promulgated on 28 January 2026, the day it took effect.[1][2] It forms part of the civil-service rules described at public administration in Indonesia.

The regulation replaced the ministry's 2023 regulation on the same subject and its 2024 amendment. It has ten articles and an annex listing every managerial and non-managerial position in the ministry with its class, and it gives implementing staff who do not yet meet the requirements of their position until 17 February 2030 to do so.[3][4][5] CRPG's regulatory tracker published an analysis of the regulation in May 2026.[6]

Classification of positions

Pasal 1 defines the ministry's employees as state civil apparatus employees and approved "other employees" appointed to a position and working full time in a unit of the ministry. It defines a position class as the level of an employee in the government hierarchy that is broadly equivalent, across different kinds of work, in difficulty, responsibility and required qualifications, and that is used as the basis for pay; and the performance allowance (tunjangan kinerja) as an allowance whose amount depends on performance, work behaviour and position class.[7]

Positions are either managerial or non-managerial.[8] Managerial positions comprise senior executive positions at two levels (pimpinan tinggi madya and pimpinan tinggi pratama), administrator positions and supervisor positions, graded as high, middle and basic management.[9] Non-managerial positions comprise functional positions, which provide services requiring particular expertise or skills, and implementing positions (jabatan pelaksana), which provide routine and simple services.[10] Every position has a class, and the list of positions and classes is set out in the annex.[11]

The annex

Part I of the annex lists managerial positions unit by unit: the Secretariat General; the directorates general for marine spatial planning, marine management, capture fisheries, aquaculture, product competitiveness, and supervision of marine and fisheries resources; the Inspectorate General; the agencies for extension and human resource development and for quality control of marine and fisheries products; and a number of centres.[5:1] The Secretary General, the Director General of Marine Spatial Planning and the head of the quality control agency are placed in class 17, the expert staff in class 16, heads of bureaus and directors in class 15, and heads of administrative sub-sections in class 10.[5:2]

Part II lists non-managerial positions. Its functional section gives each functional career ladder with a class for every grade; the policy analyst ladder, for example, runs from class 14 for the principal expert grade to class 8 for the first expert grade.[5:3] Its implementing section groups positions into clerical, operator and technician classifications, and includes the crews of the ministry's vessels, among them its supervision and training vessels, whose ranks from master to ship's cook are placed in classes between 11 and 6.[5:4]

Allowances and transition

Pasal 6 leaves the amount of the performance allowance for each class to other legislation.[12] For ministries and agencies, those amounts are set by presidential regulation, as in Peraturan Presiden 133/2024 for the Ministry of Manpower and Peraturan Presiden 20/2025 for the Ministry of Culture, each of which fixes the allowance per position class in an annex and leaves the setting of classes to the minister.[13][14] Under Pasal 7 of the Marine Affairs regulation, managerial and functional officials are paid the allowance for their class from their inauguration in the position, and implementing staff from their appointment decision.[12:1]

Pasal 8 allows implementing staff who do not yet meet the requirements of their position to keep the class given to them under the 2023 regulation, but requires them to meet the requirements by 17 February 2030; staff who fail to do so are removed and appointed to an implementing position matching their level and educational qualifications.[3:1] Pasal 9 revokes Peraturan Menteri Kelautan dan Perikanan 27/2023 and its amendment, Peraturan Menteri Kelautan dan Perikanan 11/2024, and Pasal 10 brings the regulation into force on promulgation.[4:1]

The Ministry of Marine Affairs and Fisheries is one of the ministries listed in Peraturan Presiden 140/2024 on the organisation of state ministries, as amended.[15]
