Peraturan Presiden 90/2025 (Peraturan Presiden Nomor 90 Tahun 2025 tentang Perubahan atas Peraturan Presiden Nomor 140 Tahun 2024 tentang Organisasi Kementerian Negara) is an Indonesian presidential regulation that amended the regulation on the organisation of state ministries in order to add a Ministry of Hajj and Umrah (Kementerian Haji dan Umrah) to the cabinet. President Prabowo Subianto signed it on 8 September 2025, and it was promulgated and took effect the same day.[1][2] It is part of the law on the structure of central government described at public administration in Indonesia.
The regulation rewrote four articles of Peraturan Presiden 140/2024: the list of ministries, which grew from forty-eight to forty-nine; the grouping of ministries by constitutional basis; the ministries allowed to have regional offices; and the ministries whose structure is set by a presidential regulation of their own.[3][4] CRPG's regulatory tracker published two analyses of it in November and December 2025.[5][6]
The preamble links the regulation to Undang-Undang 14/2025, the third amendment to Undang-Undang 8/2019 on the organisation of hajj and umrah pilgrimages: with that statute in force, a Ministry of Hajj and Umrah was to be formed to strengthen the management of the pilgrimages, and the new ministry had to be added to the organisation of ministries laid down in Peraturan Presiden 140/2024.[7] The regulation is issued under Pasal 4 ayat (1) and Pasal 17 of the 1945 Constitution, Undang-Undang 39/2008 on state ministries as amended by Undang-Undang 61/2024, and Peraturan Presiden 140/2024 itself, which was signed on 21 October 2024.[7:1][8]
Pasal I angka 1 replaces Pasal 2 of Peraturan Presiden 140/2024, which lists the coordinating ministries and ministries. The new list has forty-nine entries, with the Ministry of Hajj and Umrah inserted as number 13, directly after the Ministry of Religious Affairs, so that every later ministry moves down one place.[3:1] In the original text the list ended at number 48.[4:1]
Pasal 3 of Peraturan Presiden 140/2024 sorts the listed ministries into groups. The amendment keeps numbers 1 to 7 as the coordinating ministries and numbers 9 to 11 as Kementerian Kelompok I, ministries whose names appear expressly in the 1945 Constitution. It extends Kementerian Kelompok II, ministries handling affairs whose scope is mentioned in the Constitution, from numbers 12 to 36 to numbers 12 to 37, and moves Kementerian Kelompok III, ministries handling affairs for the sharpening, coordination and synchronisation of government programmes, from number 8 and numbers 37 to 48 to number 8 and numbers 38 to 49.[9][4:2] The Ministry of Hajj and Umrah therefore falls in the second group.[3:2][9:1]
Pasal 8 ayat (2) gives the Ministries of Religious Affairs, Law and Finance an element for carrying out their principal tasks in the regions. The amended Pasal 8 ayat (3) adds the Ministry of Hajj and Umrah to the Ministry of Human Rights and the Ministry of Immigration and Corrections as ministries that may have such regional units, subject to an analysis of organisation and workload.[10][11] The amended Pasal 94 ayat (1) adds the Ministry of Hajj and Umrah to the ministries handling absolute government affairs whose organisational structure is set by a separate presidential regulation, a list that already included the Ministry of Finance, whose structure is set by Peraturan Presiden 158/2024.[12][13][14]
Pasal II brings the amendment into force on promulgation. The regulation has no transitional provisions.[12:1]
