Peraturan Presiden 12/2025 (Peraturan Presiden Nomor 12 Tahun 2025 tentang Rencana Pembangunan Jangka Menengah Nasional Tahun 2025-2029) is the Indonesian presidential regulation that enacts the national medium-term development plan (Rencana Pembangunan Jangka Menengah Nasional, RPJMN or RPJM Nasional) for 2025 to 2029. It was signed by President Prabowo Subianto and promulgated on 10 February 2025, and took effect on that date.[1][2] It belongs to the planning side of public administration in Indonesia, and was issued to implement the national development planning system law, UU 25/2004, and UU 59/2024 on the long-term national development plan for 2025 to 2045.[3][2:1]
The regulation defines the plan as the elaboration of the vision, mission and programme of the President and Vice-President elected in 2024, drawn up on the basis of the long-term plan. It makes the plan the legal basis for the strategic plans of ministries and agencies, for regional medium-term plans and for the government's annual work plan, and gives the minister for national development planning the task of controlling and evaluating it.[4][5][6] Its body has seven articles; the plan itself is set out in four annexes.[7][2:2]
The targets and funding needs in the plan are indicative, and changes to them are decided by the President in a cabinet session and carried into the annual work plan.[8] CRPG's regulatory tracker published three analyses of the regulation between November and December 2025.[9][10][11]
UU 59/2024 makes the long-term national development plan (RPJP Nasional) for 2025 to 2045 the legal basis for drawing up each medium-term plan. It divides the twenty years into four five-year medium-term plans, the first covering 2025 to 2029, and requires each to be set by presidential regulation within three months of the inauguration of the elected President and Vice-President.[12] The same article makes the medium-term plan the basis for the strategic plans of ministries and agencies (Renstra-KL) and for the annual government work plan (Rencana Kerja Pemerintah, RKP), which in turn guides the state budget.[12:1] Peraturan Presiden 12/2025 is the first plan under that scheme; its preamble cites Pasal 19 ayat (1) of UU 25/2004 and Pasal 8 ayat (2) of UU 59/2024.[3:1]
Pasal 1 defines the long-term plan as the legal basis for national development planning for twenty years from 2025 to 2045, and the medium-term plan as the national development planning document for the five years from 2025 to 2029. It defines the annual work plan as the national planning document for one year, and the "minister" as the minister responsible for national development planning.[4:1] The organisation of the National Development Planning Agency (Badan Perencanaan Pembangunan Nasional) is set by a separate instrument, Perpres 195/2024.[13]
Under Pasal 2, the plan contains the national development strategy, general policies, the programmes of ministries and agencies and cross-cutting programmes, regional and cross-regional programmes, and a macroeconomic framework, with an indicative regulatory framework and funding framework. It serves as the legal basis for ministries and agencies in preparing their strategic plans, for regional governments in preparing their regional medium-term plans (RPJM Daerah), and for the government in preparing the annual work plan, and as a guide for public participation in national development.[5:1]
Pasal 3 requires ministries and agencies to consult and coordinate with the minister, and to obtain the minister's approval, when preparing their strategic plans. Regional governments may consult and coordinate with the minister when preparing or adjusting their regional plans.[14] Detailed rules on how ministries and agencies prepare their strategic plans and work plans were later set by Perpres 80/2025, signed on 30 June 2025, which implements Pasal 8 ayat (10) of UU 59/2024.[15]
Pasal 4 gives the minister responsibility for controlling and evaluating the plan's implementation. Control and evaluation rest on data that conform to the One Data Indonesia (Satu Data Indonesia) policy and apply national development risk management. Evaluation takes place at mid-term and in the final year of the plan, and its results are reported by the minister to the President; the procedures are left to a ministerial regulation.[6:1]
Pasal 5 divides the plan into four parts, each an annex forming an integral part of the regulation: a narrative (Lampiran I) covering the evaluation of development and its challenges, development policy, national priorities, the direction of regional development, development funding, control, evaluation and data governance; a development matrix (Lampiran II); a matrix of ministries and agencies (Lampiran III); and the direction of regional development (Lampiran IV).[7:1] The CRPG regulation vault holds the body of the regulation but not its annexes, so the priorities, targets and programmes they set are not described here from the primary text.[7:2]
Pasal 6 makes the plan's targets and funding needs indicative. Changes arising in any year of implementation are put by the minister to the President in a cabinet session for decision, and are set out in the annual work plan.[8:1]
